SAN DIEGO (CNS) - Mayor Kevin Faulconer announced Wednesday that more than 2,000 businesses in the city have received grants from San Diego's COVID-19 Small Business Relief Fund, impacting nearly 10,000 full-time jobs with half of the recipients operating in underserved communities."Across the nation, small businesses are closing in alarming numbers because of the pandemic. We're doing everything we can to stop the hemorrhaging of small businesses in San Diego," Faulconer said. "We've been able to help 2,000 businesses survive for another day, but we know the need is great so I encourage San Diegans to do what they can to support their favorite local businesses during these trying times."Faulconer created the fund in March to offer support to local employers so they could sustain operations, retain employees and address unforeseen reductions in consumer demand and production. SAN DIEGO (CNS) -- Low-income San Diegans who have experienced financial hardships due to the COVID-19 pandemic can begin applying Monday for one-time emergency financial help to pay their rent.The program, which the San Diego Housing Commission is administering for the city, will provide up to ,000 per household to help eligible families and individuals pay past-due and upcoming rent.Online applications will be accepted through Aug. 7. Payments are expected to be made beginning in mid-August and continuing through September and potentially into October."San Diego's rental assistance program will directly assist individuals and families struggling to make rent and help recover the financial loss of landlords," said City Councilman Chris Ward, who proposed San Diego's COVID-19 Emergency Rental Assistance Program. "We have protected our unsheltered. We have supported our small businesses. Now we must meet our obligations to the renters of this city."The council voted 9-0 on June 30 to authorize the expenditure of .1 million in federal Coronavirus Aid, Relief, and Economic Security Act funds for the emergency rental assistance program.The public can apply for the program at covidapplication.sdhc.org."The launch of this online application is a crucial first step to help provide this essential financial assistance as soon as possible to San Diego households struggling because of COVID-19," San Diego Housing Commission President and CEO Richard C. Gentry said.Around 3,500 households could receive emergency rental assistance through the program, if all households received the maximum of ,000. SDHC staff will coordinate with selected applicants and their landlord or property management company to disburse payments. All payments will be made directly to the landlord or property management company by direct deposit.To be eligible for the program, households must have a San Diego address; 60% or below of the area median income -- ,200 per year for a family of four; must not be receiving any rental subsidies; must not be a tenant of a property owned or managed by SDHC, must not have savings with which they can meet the rent; have eligible immigration status; and have experienced hardship related to the pandemic.All applicants who meet the eligibility requirements will have the opportunity to be selected to receive assistance. Priority will be given to families with minor children and households with at least one person age 62 or older. Applications will be sorted and assigned numbers at random to identify the applicants who will receive help to pay their rent.To apply, tenants need to have their landlord's name, email address, mailing address and phone number. Applicants are also required to upload and submit supporting documents such as a driver's license, most recent lease agreement, current utility bill, documentation of household income and documentation demonstrating loss of income or increase in medical expenses due to COVID-19.SDHC will be partnering with community-based organizations, which will assist with community outreach and will be available to help eligible households complete the online application.Philanthropic donations also are encouraged to support the program. SAN DIEGO (CNS) - A Southwest High School student was detained today for displaying what initially appeared to be a firearm over his home computer during a remote-learning class, police reported.A staff member at the Hollister Street campus reported the potential threat shortly before 9:30 a.m., according to San Diego police.Patrol personnel went to the teen's nearby Nestor-area home and called him out, then took him into custody for questioning, Officer Scott Lockwood said.After the youth -- who turned out to be in possession of a BB gun, not a real firearm -- complained of shortness of breath, medics transported him to Rady Children's Hospital for an evaluation.The student, whose identity was withheld, was not expected to face any criminal charges over the incident but will undergo a psychiatric screening intended to determine the motivation for his actions, Lockwood said. 895
SAN DIEGO (CNS) - A proposal to add a fenced-in, off-leash dog park and walking trails at Fiesta Island in Mission Bay Park was vetted Thursday by the San Diego City Council's Environment Committee, which unanimously voted to send to the full council.The committee considered two options for an amendment to the Mission Bay Park Master Plan, which guides future development of the area. Either option would update Fiesta Island, a partially undeveloped area of the park, by adding new amenities and park area to the island's southwest section.The committee ultimately chose the plan dubbed "option B," which reserves much of the island's southwest area for a fenced-in, off-leash dog park and also includes parking areas and walking trails.Option A would have allocated much of the southwest area for a fenced- in, off-leash dog park but would have also included a non-motorized boat launching area along the water, a road extension, larger parking facilities and a designated swimming beach for residents.The Fiesta Island amendment to the Mission Bay Park Master Plan has been in development for roughly two years. Committee attendees, including members of the Fiesta Island Dog Owners group, overwhelmingly stated their support for option B.City Councilman Scott Sherman said his office received roughly 30 calls and more than 300 emails in support of option B, due in part of members of FIDO posting his office's contact information. City Councilwoman Vivian Moreno also expressed appreciation for the public support for option B, particularly among dog owners."I am confident that city staff will be able to find a permanent location for non-motorized personal watercraft in other locations in Mission Bay Park," Moreno said. "But I don't think we need to destroy the experience of thousands and thousands and thousands of dog owners who use Fiesta Island right now in order to do so."Option B also received support from former City Council members Donna Frye, Sherri Lightner and Lorie Zapf."It's important to preserve as much open space as possible," City Councilwoman Barbara Bry said of option B. SAN DIEGO (CNS) - A San Diego judge's ruling today clears the way for the proposed Plaza de Panama project in Balboa Park to proceed.San Diego Superior Court Judge Gregory W. Pollack ruled both the project's proposed bond funding mechanism and an agreement of cooperation with the Plaza de Panama Committee to be legal, allowing the city to proceed with the plan to reduce traffic congestion in the park, according to the city attorney's office.San Diegans for Open Government argued that the city should have allowed voters to decide whether the city should rely on million in bonds to help fund the project.The City Council approved the project by a 7-1 vote in 2012, but six years of challenges and litigation stalled its implementation.The project will limit vehicle access and improve parking in order to restore the Plaza de California and Plaza de Panama as dedicated pedestrian areas."Balboa Park truly is the jewel of San Diego, and I am excited that the city can finally move forward with its plans to revitalize the Park for the enjoyment of San Diegans and tourists alike," City Attorney Mara W. Elliott said after the ruling.The Plaza de Panama project will also include improvements to more than six acres of park space and improved park access.
