SAN DIEGO (KGTV) — A man convicted of killing a San Diego Police officer in 1978 in the city's Skyline neighborhood has been granted parole by a review board.Jesus Cecena was convicted of killing SDPD officer Archie Buggs on Nov. 4, 1978, during a traffic stop. He was sentenced to life in prison without the possibility of parole after shooting the 30-year-old officer four times before killing him with a final shot at point-blank range, according to the San Diego District Attorney's office.According to Deputy District Attorney Richard Sachs on Wednesday, the parole board feels Cecena is no longer a risk to society. The San Diego District Attorney's office believes he should remain in prison."He hasn't come to grips with the crime. He doesn't own the causative factors of this offense. He does not accept his true motivation behind committing this crime," Sachs told 10News anchor Lindsey Pena on Tuesday.The former gang member was 17-years-old at the time of the slaying. His prison term was later modified to seven years-to-life due to his age, making him eligible for Youth Offender Parole.Since then, Cecena has been denied parole at least 14 times, the latest being 2019, 2017, 2016, and 2014. Each time, the seriousness of his crime was cited. The DA's office told 10News last year that Cecena has had an unstable social history in prison, receiving more than 10 violation reports for misconduct.Last year, Gov. Gavin Newsom denied Cecena parole.Tuesday, Pena spoke with Buggs' former partner, Jesse Navarro. Navarro was there the day he and his partner made the traffic stop and remembers the day vividly."It was a planned execution by gang members in the area. They'd been talking about killing a police officer in the area for a number of months," Navarro recalls.Buggs died right in Navarro's arms. Buggs was laid to rest just a month before he was supposed to get married."Not only we became partners but Archie and I became very good friends," said Navarro. 1985

SAN DIEGO (KGTV) - A San Diego County woman has filed a lawsuit against a local physician who she says used his own sperm to artificially inseminate her.The discovery occurred decades later after Beverly Willhelm and her husband sought out a fertility specialist in the late 80s.Instead of receiving anonymous sperm, she says the doctor used his own. Willhelm says her son, 23-year-old James Mallus, learned after taking a 23andMe DNA test that his biological dad was the same man that his mother consulted to become pregnant.Willhelm says she's now suing the doctor for fertility fraud in a civil lawsuit.Though Willhelm's attorney said the lawsuit was filed Wednesday, ABC 10News is not naming the doctor because we have not been able to confirm that with the San Diego County Courthouse.According to the lawsuit, the doctor still practices in San Diego County. The lawsuit claims that "the Defendant, without Plaintiff's knowledge or consent, used his own sperm to impregnate her."The suit goes on to say that "based on allegations regarding his mistreatment of numerous patients in 1992-93, Defendant surrendered his California medical license in 1999."The doctor's license was reinstated in 2004. Those allegations are not related to the current lawsuit or other instances of fertility fraud.ABC 10News has reached out to the doctor in the lawsuit, but have not heard back. SAN DIEGO (KGTV) - A San Diego artist wants to paint murals around the city that she hopes can help bring an end to gun violence."My concept is just something beautiful that people can take a picture in front of and just really enjoy the artwork of it but also take a message away from it," says Hanna Daly.Her concept is a series of artworks that look like colorful doorways. Each will have a message written above them, like 'Thoughts and Prayers Aren't Enough.""I thought it could be, like, a doorway to change," Daly says. "You walk away from it thinking, maybe there's a little something I can do. Like a doorway you step through it and now you're part of the cause."Daly became part of the cause last year, when her brother comitted suicide. He had shot himself in the head."Then a few weeks after that was Las Vegas," she says. "And then another shooting and another. It just kept hitting me, so I finally thought I should do something."Daly is working with with the Brady Campaign and Moms Demand Action on the project. She has the designs, just not the space to paint them."We need some people with some great walls out there that are visible, on main drags, where people are going to see it, where we can create some beautiful art, but that has a strong message," she says.She's hoping to paint the murals in high traffic areas like the Gaslamp District or along the boardwalks near beaches. SAN DIEGO (KGTV) – A man was taken into custody after he was seen damaging the lobby at the San Diego Police Department’s downtown headquarters.At around 5:30 a.m. Friday, an SDPD officer heard noise coming from inside of the building on 1401 Broadway and saw a man trashing the lobby.Other officers responded, and as they surrounded the lobby from the outside and inside, the man used a large stick or bat to smash glass doors.After some glass broke, officers converged and ordered him to drop the object.Officers deployed less-lethal rounds towards the man and struck him. Once he was on the ground, officers arrested him.Police are reviewing surveillance footage to determine where the man came from and how he ended up inside the building. 751

SAN DIEGO (KGTV) — A local wildlife researcher is being remembered after he died Thursday at a remote canyon in San Pasqual Valley.David Bittner, 75, of Julian, died what he loved doing. He was replacing batteries on wildlife cameras in the Brady Canyon area, when he fell at least 50 feet. The county's Medical Examiner says Bittner called to a friend there with him, but was pronounced dead at the scene shortly later after crews pulled him to safety.Bittner co-founded the Wildlife Research Institute with his wife and devoted his life to the cause, according to Molly Jager-Begent."He would tag eagles all over the world and follow their paths to figure out what was really happening in the world of wildlife," Begent said.RELATED: Man dies after falling 50 feet off Escondido cliffBegent said she and her husband donated a portion of their ranch off Highland Valley Road in Ramona to the Wildlife Research Institute. Lined inside the ranch are wildlife photos captured by Bittner, another passion of his."He was just really dedicated. He had a passion," Begent says. For decades, Bittner led a free "hawk watch" on Saturdays during the first two months of the year, where biologists would teach the community about birds and their relationship to raptors.Begent said the wildlife expert helped educate thousands on the importance of wildlife preservation, even purchasing 3,000 acres and gifting it to the county as a wildlife preserve, according to Begent."His life was dedicated fully to his love of wildlife and wild places, helping educate thousands on the balance of preservation and healthy appreciation of wildlife while protecting their habitat first and foremost," said Katie Quint, who worked closely with Bittner.Thursday, Bittner was replacing batteries near the location of a threatened Golden Eagle's nest, according to Quint. "Dave has been advocating for San Diego County’s Golden Eagle population with local agencies by ensuring the long-term documentation of their nesting ecology over the past 31 years," said Quint.Saturday, a special tribute is planned for Bittner from 10 a.m. to 12 p.m. at Begent Ranch in Ramona, the area where he connected so many to his love of wildlife. 2210
