SAN DIEGO (KGTV) — A proposal to create a police oversight commission in San Diego took a step forward Tuesday.The San Diego City Council voted unanimously to begin meeting with the San Diego Police Officers Association, a key legal step along the path to the November ballot.A group called Women Occupy San Diego has been pushing for years to change the city's current Community Review Board on Police Practices, which a 2018 Grand Jury report concluded lacked oversight. That Grand Jury noted the community review board does not have subpoena power and that San Diego Police personnel can sit in on what are supposed to be closed-door deliberations."It's not independent of the mayor, it does not have its own investigative powers," Attorney Genevieve Jones-Wright said at a rally outside City Hall before the Tuesday vote. "The concern from the community is that it is just a rubber stamp of what police officers have already determined in their own investigations."RELATED: Transparency Project focuses on police files regarding officer-involved shootings and misconduct allegationsThe proposed independent commission would investigate all deaths occurring while a person is in police custody, all deaths resulting from interactions with a San Diego police officer, and all officer-related shootings. It would have subpoena power and its own legal representation. "One of the things that's most disturbing about the current CRB is that it is required to have as its attorney the City Attorney. And the City Attorney is the same attorney for the police department," said Andrea St. Julian, who authored the proposal submitted to the city. The meet-and-confer with the union is expected to happen in time for the November election. Jack Schaeffer, who heads the association, welcomed the talks. "We're going to make sure that the way that they're planning on rolling this thing out isn't going to interfere in our ability to investigate a crime scene, and then how we interact and things like that," he said. "It's going to be really important to figure that out during meet-and-confer."In a statement, Police Chief David Nisleit said the department will work with civilian oversight in any manner approved by the voters. The city's independent business analyst said the commission could cost between .1 million and .3 million per year, depending on staffing. Proponents say that is in line with other cities with similar commissions. 2450

SAN DIEGO (KGTV) -- A Hillcrest man is still recovering in the hospital after he says he was attacked, leaving him with a head injury and partial paralysis.Ricky Jackle says he was walking with a friend on Robinson Avenue in Hillcrest October 14.“I was out with a friend of mine. Had a few drinks at The Rail.” According to Jackle, that’s when the assault took place.“Last thing I remember, there was a confrontation between the person I was with and somebody else. I tried to get in the middle of it to stop in. I was pushed on my chest, went backwards and hit my head on the curb. Apparently that’s when I bled out. I heard voices, by friend’s voice behind me,” said Jackle.Jackle says after the incident, his friend fled the scene.In tears, Jackle describes how the assault has changed his life. “I can’t work, I can’t do the things I used to do. I’m scared.”“I don’t think anyone should be attacked or a victim like I was, I don’t think it’s right.”While under observation at the hospital, Jackle began to feel numbness in his hands and arms which resulted in loss of movement in his hands, arms and legs, according to a GoFundMe post.“The injury caused swelling which compressed his spinal cord resulting in loss of movment [sic] and some paralysis,” according to the post.Jackle’s cousin, Derrick Roach spoke about the friend who left Jackle following the attack. “He said the reason I left Ricky is with all the blood I thought he was dead. Why would you leave someone in that condition?”Friends and family members are still searching for the suspect in the alleged attack. The incident left Jackle with 0,000 in medical bills. SAN DIEGO (KGTV) - A San Carlos resident is sharing video of what he believes is a large mountain lion running across a busy street in his neighborhood.Mike Johanning was driving home from dinner at 11 p.m. when his dash cam captured the animal.The incident happened on Navajo Road near the Mission Trails Golf Course and Cowles Mountain trailhead.The possible mountain lion was as wide as his car, Johanning told 10News.Johanning has lived or worked in San Carlos since 1997 and said he had never seen a mountain lion in the area.Wildlife Research Institute researcher David Bittner saw Johanning’s video and confirmed it was likely a mountain lion.  Bittner is leading a project that has set up cameras throughout the county looking for mountain lions.  He says a sighting in San Carlos is rare.Bittner says he may be a juvenile striking out on his own hunting for deer. "Usually they go back home after a few days," said Bittner.  966

  

SAN DIEGO (KGTV) - A San Diego County public defense attorney is accused of providing a felon with a firearm, according to local law enforcement.  San Diego Police confirm that Andrea Bayer was arrested on August 1 and booked into Las Colinas women’s jail on charges related to selling, supplying or delivering a firearm to either a convicted felon or someone wanted on a felony warrant. She was released the same day on bond.  On the State Bar of California’s website, it shows that the 37 year-old’s license is still active and that she works as an Alternate Public Defender for San Diego County. The District Attorney’s Office says Bayer has not been charged and the case remains under review. A Group Communications Officer with San Diego County sent us the following statement: “The County of San Diego cannot comment on personnel matters. Ms. Bayer is currently on leave from her position pending the outcome of the investigation. The Public Defender believes in the presumption of innocence and has faith in the judicial process.” 1070
