SAN DIEGO (KGTV) -- San Diego’s Planning Commission met Thursday to discuss potential new rules that would help regulate the short-term rental industry in the city.A plan proposed by City Councilmember Jennifer Campbell was first introduced in July after a compromise was reached among members of the hospitality industry and short-term rental companies.The plan would implement tighter restrictions such as capping the number of short-term rental permits that are granted. There are also plans to require a two-night minimum stay to avoid one-night stays that are often connected to big parties that concerns residents.A representative for Campbell says implementing tighter regulations will help law enforcement address any problems that may arise.The proposed plan creates penalties and fines for those who violate the city’s “good neighbor” policy.More than 500 people signed up to voice their opinion about this proposal during Thursday’s virtual meeting.One caller said, “We depend on this for our livelihood, especially since the pandemic has taken a toll on us already. Without having the ability to host, many of us will be forced to leave our homes.”Another caller added, “This has been an issue for years. SAN DIEGO (KGTV) - San Diego’s boating community is stepping up to help a family who lost their floating home in a fire. The boat, Both/And World, caught fire while docked at the Shelter Island Marina Saturday just before 3 p.m. "I was just merely walking off of the boat and saw the smoke, thought it was a barbecue then the kids started screaming on the dock and saw the black smoke and knew it was time to react,” said witness Charlie Colson. The man who lived on the boat with his family grabbed a small hose and tried to put out the flames, Colson said. People on shore grabbed a larger hose and had most of the flames knocked down by the time firefighters arrived. Colson said the family, which includes the man’s wife and 6-year-old son with special needs, had just moved on to the boat last week. The only salvageable items were the boy’s stuffed Donald Duck and his iPad. According to Colson, the flames were sparked by a lithium battery on a charger. Investigators have yet to release the official cause of the fire. “It’s gonna change their plans for a little but it’ll all work out,” said Colson. “The lucky part: no one was hurt; no other boats damaged; family’s okay, other than being rattled.” Colson believes the boat is a total loss. However, the sailing community has offered other boats to the family. 1328

SAN DIEGO (KGTV) — San Diego's newly renamed Museum of Us will reopen to visitors this week.The museum, formerly called the Museum of Man, will reopen on Sept. 16 at 10 a.m. under the state's new guidelines for museums during the coronavirus pandemic.The Museum of Us will operate at 25% capacity when it reopens and all guests will be required to wear a face covering. Other measures to slow the spread of COVID-19 include:Plexiglass is in place at the admission desk to minimize contact.Guests are required to keep 6 feet of distance between other visitors.Hand sanitizer will be available throughout the museum.Guests will be given a personal pencil to use throughout interactive exhibits.Guests will be provided a suggested linear path of travel to promote social distancing.Handrails and other surfaces throughout the museum are frequently sanitized for your safety.The museum is encouraging guests to also purchase their tickets ahead of time online or by using debit or credit cars. SAN DIEGO (KGTV) — San Diego Police say they have arrested a 23-year-old man in a fatal shooting in the East Village this week.Tyler Cosby of San Diego was arrested on Thursday for the murder of a 37-year-old man shot to death outside a downtown parking garage on Tuesday, according to SDPD.The victim, a 37-year-old white male who has yet to be publicly identified by police, was found in the area of 14th and G streets shortly after 10 p.m. Officers responding to several reports of gunshots arrived to find the man lying on the sidewalk at `1400 G St., near a parking garage entrance.The victim had at least one gunshot wound, according to police. SAN DIEGO (KGTV) — Several women appeared in San Diego County Court to recall the interactions they had with Juan Carlos Cordero, the man they claim raped them. San Diego Police arrested 35-year-old Cordero in March for multiple felony sex crimes beginning in 2015. Police said he would approach intoxicated women at bars or online, take them back to his home, and rape them. One by one, the women came into the courtroom Wednesday, to answer questions at the preliminary hearing. The accusers said admittedly, some of the details of what happened are foggy."I'm not sure," one woman replied. "I honestly don't remember, but I was embarrassed that I didn't remember," said another. "I felt like ... I was drugged," another woman said. One woman said she met Cordero after posting on a singles advertisement on Craigslist. She was hoping for a pleasant interaction but said it turned horrific. She said she did everything Cordero told her to do, fearing for her life."He threatened me with spanks with the belt, a weapon," she said. Another woman said she met Cordero on a dating site when she was 18. She admitted lying to her father about Cordero, saying he was a person she knew. But after drinking a few beers in San Diego County, she said Cordero drove her to his home in Newport Beach. "I don't remember very much until I woke up to him yelling at me that I was being too loud, and that I was like every other girl and that I was going to wake up his neighbors," she recalled.After that interaction, she demanded Cordero drive her back to San Diego. In fear that her parents would scold her, she said she did not tell them what had happened, until a few hours later. On the drive home, she remembered that Cordero punched her face repeatedly."I grabbed the steering wheel and yanked it on the freeway," she said. "He [Cordero] got off at the next exit, and I ran into the Denny's."She then had her father pick her up at the restaurant in San Clemente. The following day, she said she went into a hospital to take a drug and rape kit.Another accuser said last fall, she and Cordero went on what started as a nice first date. But she ended up unconscious and woke up in pain."I noticed welts on the back of my butt, I guess," she said. Tearing up, she said she was too embarrassed to report the incident because the two continued to date. After they broke up, she said she read an article about Cordero and his alleged victims. That is when she decided to go to the police and tell her own story."He choked me until the point where I couldn't breathe," she said. "And I asked him to stop." "And what did he say?" prosecutor Martin Doyle said. "That he could end me right then and no one would know," she replied.
