SAN DIEGO (KGTV) -- A man with San Diego ties who worked for the U.S. government is accused of drugging and sexually assaulting multiple women, according to federal court documents.An FBI spokesperson confirmed Brian Jeffrey Raymond was arrested in La Mesa earlier this month.The arrest was first reported by The Daily Beast.Team 10 learned his arrest on October 9th took place in the parking lot of a La Mesa gym. Currently, he faces one charge related to sexual assault, but prosecutors said he is under investigation for crimes against 21 other women.Raymond, who most recently worked for the U.S embassy in Mexico City, had worked for the government for 23 years."For years, he has exerted power and control over unconscious women, undressing them, sexually assaulting them, photographing them, and recording them without their knowledge or consent," prosecutors wrote in court documents. They called him an "experienced sexual predator."He is currently at the Metropolitan Correctional Center in downtown. In a hearing this week, he was ordered to be transferred to Washington D.C. The investigation showed in May 2020, police in Mexico City responded to Raymond's apartment to reports of a "naked, hysterical woman desperately screaming for help." The woman said she met Raymond on Tinder. Their date eventually led to his apartment, where they ate snacks and drank "from a wine glass [Raymond] provided in his residence," documents showed. The victim said she suddenly blacked out. A sexual assault examination showed several injuries.On Raymond's devices and iCloud, investigators said they found approximately 400 photos and videos, some dating back to 2011. They showed at least "21 different unconscious women." Some of the women were fully nude.Law enforcement said they found his internet searches included "passed out black girl," "deep sleep," and "Ambien and alcohol side effects."The alleged assaults took place from Mexico City to Virginia, according to prosecutors. Raymond's parents live in La Mesa. Documents showed he moved back to their home in June after he resigned from his job. In an interview with federal agents, his parents said "they feel like they do not know their son" and were surprised when he came to visit. Prosecutors said his behavior was escalating, even after his arrest. The U.S. government has taken the first 600 American tourists out of Peru, but the San Diegans who are still there say they still don't have concrete information on when it will be their turn. "It's been a bit of an emotional roller coaster but right now it's seeming that there's light at the end of the tunnel knowing that the State Department is working on repatriation flights, so I'm feeling hopeful right now," said Dr. Rupa Prasad, an anesthesiology resident at U.C. San Diego health.Prasad has been in Peru since March 8 for a capacity building medical mission with Dr. Reema Sanghvi, a U.C. San Diego anesthesiologist on the faculty. Sanghvi says the Peruvian citizens have treated them with a lot of respect and hospitality, but they want to get home to help their colleagues at a critical time. SAN DIEGO (KGTV) -- A mistrial has been declared in the trail of the man accused in the disappearance and murder of his stepson.Tieray Jones was charged with the murder of 2-year-old Jahi Turner. Jahi was last seen at a park near Balboa Park in April of 2002.Jones was facing several charges including 2nd degree murder and involuntary manslaughter. Two jurors found Jones guilty of murder while 10 did not while 10 jurors found Jones guilty of involuntary manslaughter and two did not.RELATED: Stepfather facing trial in Jahi Turner murder?During the trial Friday, the judge asked if jurors would be able to reach a verdict if given more time to deliberate. They responded by saying no. The District Attorney will now decide whether or not to retry Jones. Jones reported the boy missing, telling police Jahi wandered off. Jahi was in Jones’ care while the 2-year-old’s mother was on deployment.A countywide search followed with thousands of people looking for the young boy in the park and Golden Hill neighborhood.People also searched the Miramar Landfill, but Jahi was never found. SAN DIEGO (KGTV) - A large crowd held a rally against a reopening rollback and another indoor closure Tuesday.The rally took place outside the steps of the County Administration building around 4 pm.The County has been on the cusp of moving into the most restrictive tier in the Governor's safe reopening plan. If that happens, many businesses would be required to close their indoor operations.Many at the rally pushed for local control. They say local leaders should be able to call the shots to reopen their communities safely.County Board Vice-Chair Jim Desmond spoke at the rally.The Board held a special meeting and closed session Monday evening.Board Chairman Greg Cox released the following statement after the meeting:"Tonight, our Board of Supervisors met in a special closed session and discussed our legal options regarding the State's reopening criteria and the effect on local businesses and schools. The Board did not vote on any actions. We will continue to work with the State to make sure the metrics accurately reflect the underlying dynamics of the pandemic in San Diego County. SAN DIEGO (KGTV) — A new grant for City Heights businesses in San Diego is aimed at helping small businesses get back on their feet after pandemic impacts.The City Heights Business Relief Fund has so far grown to 0,000 and that money will go to businesses in the area. Each business can get up to ,000. To be eligible, the business must be located within City Heights. The priority is on businesses owned by women and/or minorities that are already established in the community who have not received other relief funds.
