TIANJIN, June 8 (Xinhua) -- Scotland will strengthen cooperation with north China's industrial city Tianjin in trade, finance, education and new energy, according to a joint statement signed by officials from the two sides Thursday."The joint statement highlights Scotland's interest in developing long-term ties with Tianjin in areas such as financial services and renewable energy," said First Minister of Scotland Alex Salmond, who signed the document.Salmond, who led business groups to Beijing and Shanghai prior to his visit to Tianjin, said he hoped Chinese and Scottish firms could ink deals on renewable energy, finances, and life science.With a potential wind power generating capacity of 36.5 billion watts, the use of wind power in Scotland ranks among the top in Europe. BEIJING, July 9 (Xinhua) -- Chinese spent less in June amid surging commodities prices and floods in many of the country's southern provinces, according to the latest reading of an index that gauges consumer confidence on Friday.The Bankcard Consumer Confidence Index (BCCI), compiled by the Xinhua News Agency and the national bank card association China UnionPay, slid to 86.30 in June, down 0.09 points from May.Compared with the same period last year, the June BCCI figure was 0.24 points higher. The index hit a record high of 86.89 in March.The reading in June indicated Chinese bank card spending was affected by surging commodities prices and the floods in southern China.Consumers also turned more conservative in spending due to sluggish performances of domestic stock markets and property markets in June.China's month-on-month economic growth rate is likely to have slowed in June given signs that electricity demand declined remarkably that month and the Purchasing Managers' Index (PMI) for China's manufacturing sector dipped 1.8 percentage points for two months in a run to 52.1 percent in June.Xinhua and UnionPay jointly started compiling the BCCI index in April 2009 based on bank card transaction data and analysis of structural changes in urban consumption. 

BEIJING, June 12 (Xinhua) -- China's Health Ministry on Saturday called for heightened measures against the possible spread of bird flu virus after a woman in central China died from the disease on June 3.The ministry urged health authorities at all levels to increase prevention and control measures on respiratory diseases as the country's southern areas are entering into the peak flu season.Health authorities at all levels, especially in Shanghai and Guangzhou, host cities respectively for the 2010 World Expo and the Asian Games, were asked to formulate emergency plans to cope with the possible spread of the disease, according to a notice posted on the ministry website.Health authorities at all levels should report and respond quickly to unidentifiable pneumonia, it said, adding they should also prepare medical equipment and pharmaceuticals to cope with possible outbreaks of respiratory diseases, such as bird flu.Health authorities in Shanghai, Guangzhou, quake-hit Yushu in Qinghai Province and southern provinces plagued by floods were also asked to coordinate the assistance of experts to take effective measures on disease prevention and control.

ZHENGZHOU, July 2 (Xinhua) -- Three city mayors were suspended from their positions Friday after three mine accidents killed 169 people in central China's Henan Province, said the provincial authorities Friday.Li Endong, mayor of Pingdingshan City, Li Junfeng, vice mayor of the city in charge of work safety, and Shen Qinghuai, vice mayor of Luoyang City in charge of work safety, were suspended Friday, pending investigations, said the provincial committee of the Communist Party of China in a statement.Pingdingshan has seen two deadly accidents since last year. At least 49 miners died after explosives detonated at Xingdong No. 2 Mine on June 21, 2010. Another deadly gas explosion killed 76 people in the Xinhua No.4 pit in Xinhua District on Sept. 8, 2009.Luoyang City was home to a gas blast that killed 44 people in a coal pit in Yichuan County on March 31, 2010.All three mines had been ordered to suspend production before the accidents but somehow operated secretly as a result of possible negligence by the safety watchdogs.
