CHULA VISTA, Calif. (KGTV) -- The Sweetwater Union High School District’s reopening plan for the 2020-21 was approved by its board Monday, with the school year set to begin Aug. 3 via distance learning.The district first announced its reopening plan during a meeting on July 23.From Aug. 3-Oct. 2, all classes will be virtual -- based on public health orders issued by the state.To start the year, while distance learning, students will be on a daily block schedule. Students will have three classes a day with 30-45 minutes of face time with their teacher and 45-60 minutes of class spent as independent study.Devices for distance learning will be available for all students. CHULA VISTA, Calif. (KGTV) - In August, Dean Riggott watched as his wife Karen fell off a Bird Scooter, her head crashing into the pavement. "It's been the most traumatic experience in my entire life," said Dean.Doctors initially told Dean that his wife likely wouldn't survive; she fractured her skull in 10 different places and was in a coma. "They were asking me to quite honestly start to get stuff in order, they didn't feel she would make it out of the first few days," remembers Dean.But each day, Karen continued to beat the odds. By day 32 she was out of the coma and began to show movement in her hands and feet. Weeks later, she was in rehab beginning to walk. "I didn't really know exactly what happened and I was in pain, I still am in pain, but I'm capable of moving, and my memory is good!" said Karen.After 69 days in the hospital and rehab, Karen was finally able to go home on Friday. "I'm the happiest man on this planet. I tell her every day thank you for being my wife, every day. I'm the most fortunate man in the world, I get to keep loving her," said Dean. Karen says each of her milestones gives her more hope and strength.She'll continue her recovery in rehab. 1195

CHULA VISTA, Calif. (KGTV) - One man is dead after a fight erupted at a South Bay gas station Monday night.Police said two men began arguing outside the AM/PM gas station at 765 E Street just after 8 p.m. Police responded to find one man unresponsive on the ground. The victim was taken to Scripps Hospital in Chula Vista, where he was pronounced dead.Chula Vista police reviewed surveillance footage from the gas station, which showed the victim sitting on a curb asking customers for money at the gas station.The suspect, later identified as 64-year-old Carl Keele, walked up and was confronted by the victim, according to police. The two men appeared to argue before the victim stood up and attempted to punch Keele.The two began to throw punches and kicks at one another until the victim collapsed. Keele then walked off camera and left the scene, police said.Police said the victim could be seen breathing while laying on the ground. Witnesses told police they thought the victim was joking around after he fell.Police later located Keele and took him into custody. Keele told officers the victim asked him for as he approached the AM/PM. He told him no and the victim called him a racial slur, according to Keele.Keele said he told others not to give the victim money and the man became angry and started swinging at him. Police said Keele defended himself by throwing punches in return until the victim collapsed.Police said based on witness statements and Keele's statement, they do not see any grounds to charge Keele.The victim's name is not being released pending family notification.CVPD is still investigating the incident. (KGTV) -- Hundreds of thousands of veterans and active duty military call San Diego County home, but a group says they are facing big disadvantages when trying to buy a house here.The San Diego Veterans Association of Real Estate Professionals says more than 60 percent of listings in the county won't accept offers with V.A. loans.The federally backed loans don't require a down payment or mortgage insurance. Those eligible in San Diego County can borrow up to about 0,000 without any cash down. "We have served, and the V.A. loan is a guaranteed loan," said Andre Hobbs, a San Diego realtor and veteran who heads the association.Hobbs says the benefit is backfiring for some home seekers in San Diego's ultra-competitive housing market. It's because he says sellers are opting for offers instead that include cash down payment because of a misperception about V.A. applicants."They assume that this buyer is ready to walk," Hobbs said. "He's not motivated."Mark Goldman, a real-estate lecturer at San Diego State University, said there are some misconceptions about V.A. loans, such as that they are more complex. He added there are a few extra disclosures, but they aren't cumbersome. But V.A. buyers can also have an advantage if the current owner also served in the military."Luckily we may meet another veteran seller that understands, 'hey, I'm willing to do that,'" Hobbs said.    1460
