The device is described as an "artificial sun" as it will create conditions similar to those occurring in solar nuclear fusion reactions.If successful, the project could generate infinite, safe and clean energy to replace fossil fuels such as oil and coal, and will be 30 times more powerful than the Joint European Torus (JET), the largest comparable experiment.The ITER project was first initiated by the United States and the then Soviet Union in the mid-1980s. Today, it involves the European Union (EU), the US, Japan, Russia, the Republic of Korea, China and India. China joined in February 2003.The ITER Agreement, signed in November 2006, came into effect last October and has an initial duration of 35 years, though it could be extended for an additional 10 years.Under the agreement, the EU will be responsible for half of the construction costs, while the other five parties excluding India, will contribute equally to cover the remaining expenses.Earlier reports said China would send 30 scientists to France during the construction phase. At the moment, more than a dozen scientists and managers are already working at Cadarache, and more will soon join them.Russia, France and Japan have all developed similar experimental fusion reactors.China became the first country to build a superconducting experimental Tokamak fusion device in September, after successfully completing a series of trials in Hefei, capital of Anhui Province. Despite this success, China still faces a shortage of talent in the field. Scientists and researchers have called for increased efforts to train more scientists to improve the nation's research capabilities.

In April 2005, Shenzhen Dongjin, through its subsidiary company in Beijing, countersued Intel for technology monopoly at the No. 1 Intermediate People's Court in Beijing. The two companies said the out-of-court settlement respected the Chinese law on IPR protection and the positive efforts made by Chinese courts. The details of the settlement were kept confidential. He Jiannan, general manager of Shenzhen Dongjin, said the settlement demonstrated the progress made by China in technology innovation, company management and IPR protection.

  

BEIJING, Mar. 1 -- Mrs Zhang is very much looking forward to the opening of Beijing's new Line 10 metro route.    On Friday, the 72-year-old was buffeted and bashed as she tried to get on a bus at Guomao, where she had been visiting her son at his office.     She wanted to get to Shuangjing, she said, but the crowds were so big and boisterous, she kept getting pushed to the back of the queue.     However, she knows that when the new Line 10 opens, her journey will be a lot less stressful.     "I really wish I could take the subway. It's faster and less painful," she said, doing her best to avoid the crowds and passing buses.     Scheduled to open in June, Line 10 will provide a high-speed link for commuters - and their elderly relatives - between Bagou in the west and Jinsong in the south.     On Friday afternoon, Zhou Zhengyu, deputy director of the Beijing municipal committee of communications, joined a group of journalists to try out the new route.     The 15.5-billion-yuan (2.18 billion U.S. dollars), 25-km line, along with two other routes linking the airport and the Olympic Green, will open in June, once testing has been completed - just in time for the millions of Olympic visitors, he said.     "But we won't slow down our construction plans once the Games have finished," Zhou told China Daily inside one of the line's new carriages.     "In fact, we will accelerate our development plans to provide an even better service for the people of Beijing."     Since the opening of Line 5 in October, the number of passengers using the subway has risen by more than a third, he said.     By 2015, Beijing's metro will stretch more than 561 km and feature 420 stations, Zhou said.     The existing network spans 155 km and has 93 stations, with the cost to develop each additional kilometer averaging out at about 500 million yuan, Liu Hongtao, a senior official with the Beijing railway transportation construction corporation, said.     He told China Daily the massive infrastructure project was already progressing well.     "Three lines are close to completion, one is under construction, and ground has been broken at six others," he said.     "The total cost of all the extra lines will be something like 200 billion yuan by 2015," he said.     "The government's usual annual budget for public transport is about 1 billion yuan," Zhou, who will be in charge of public transport in Beijing for the next five years, said.     Wang Hailong, who has worked as a taxi driver in the capital for the past five years is not worried about the metro taking away his business.     "The new subway does us little harm," he said. "And it will certainly ease the pain of millions of people who now travel by bus."

  

Chinese auditors said it found no embezzlement or misappropriation of construction fund in the ongoing Three Gorges project, however, they also detected some problems and flaws in the project management. The National Audit Office (NAO) said the overall quality control of the project was fine and total investment were kept under control. All 11 major projects were up to the standards, as were main materials such as steel and cement, said an audit report by the NAO. It said total inflation-adjusted investment, expected to be 78 billion yuan, could be more than 35 billion yuan less than planned in 1994. By the end of 2005, the country had spent 64.2 billion yuan on the project. The NAO, however, also detected extra construction costs of 488 million yuan, most of which was incurred by project construction contractors who exaggerated their expenditure. The office also found 20.4 hectares of land illegally used without governmental permission, while another 110 hectares approved for use had been left idle. "The problems are largely due to lack of laws and regulations and imperfection in internal control," said Pan Xiaojun, senior official with the NAO. The company said it had already corrected the use of 139 million yuan of fund involving violation of rules, and a total 17 measures had been adopted to improve management over the project. The office said 21 power station construction projects, most of which involved a single contract value of less than 10 million yuan were not put out to tender. A few construction companies were discovered to have subcontracted their projects against regulations and obtained illegal charge of 53.45 million yuan. About half of the 1,448 supervisors sampled were found to have no licenses for the work. The China Three Gorges Corporation said it had strengthened the implementation of public bidding to ensure the fairness of the results and avoid the influence of people, and it also added detailed terms about contracting in contracts to prevent illegal contracting. The unlicensed supervisors had been fired and supervision over the project supervisors were enhanced, according to the company. The report said that the project across the Yangtze River, the construction of which began in 1993, had played a "better-than-expected" role in flood prevention, power generation and shipping. "It's possible to put the project into full operation by 2009 as planned, and the project is running a bit ahead of schedule," it said. The fourteen generators in a power plant had been put into operation a year earlier than planned in 2005, the office said. Upon its completion, the Three Gorges dam will produce 85 billion kwh of electricity annually for supply to central and eastern China. The dam, which is 2,309 meters long and 185 meters high, will be installed with 26 turbo-generators, each with a generation capacity of 700,000 kilowatts. The audit, which took 150 auditors more than six months to complete, covered areas including fund raising, management and use, construction management as well as benefit of the project.
