SAN DIEGO (KGTV) - The Supreme Court ruled Wednesday in favor of providing employers the option to opt out of providing free birth control to their staff, based on religious beliefs.The 7-2 vote was polarizing."It's a huge win for religion," Pastor Andy Ballon said."We are extremely disappointed," Planned Parenthood Affiliates of California’s President/CEO, Jodi Hicks said.Pastor Ballon said the vote is a victory because it allows people of faith the freedom to not do something they don't believe in. "We believe that life starts at conception, so we believe we should have the right to chose to not provide or not pay for these contraceptives."Ballon said women have options to access birth control outside their healthcare plan provided through work.One of those options is Planned Parenthood."We know what [the vote] means. It will have a devastating effect on women trying to plan how they want to live their lives quite frankly," Hicks said.She explained those plans could involve pursuing higher education or a career.Hicks said 5.5 million women in California could have to pay if their employers opt out. Hicks said that leaves minorities much more vulnerable, saying many can't afford birth control."We are planning on campaigning to encourage those companies still cover access to birth control for women," she said.Pastor Ballon said it's not a fight against women. "Women play an important role in my life and it's not about taking anybody's rights. The latest Center for World University Rankings, published Monday, examined 20,000 universities around the world and focused on quality of education, alumni employment, quality of faculty and research performance. For the 2019-20 CWUR rankings, UC San Diego was listed in 7th among public U.S. universities. Among all U.S. universities, the La Jolla school ranked 21st. UC San Diego’s influence and reputation is known throughout the world, with CWUR’s 2019-20 ranking the school 27th -- or among the top 0.2 percent -- in the entire world. “UC San Diego’s collaborative, interdisciplinary research culture advances the frontiers of knowledge, shapes new fields of study, and disseminates discoveries that transform lives," said Chancellor Pradeep K. SAN DIEGO (KGTV) - The San Diego District Attorney's Office announced a new program Thursday that would send low-level offenders to the classroom instead of a jail cell.The Community Justice Initiative requires 12 hours of cognitive behavioral therapy, as well as four hours of community service. The participant then has their case dropped and their record sealed. They wouldn't have to report an arrest on any future job application."Some people deserve second chances," DA Summer Stephan said.The program started in the South Bay in April 2018, expanded to the East County in January 2019, then North County in May. It's funded in part by the county, grants, and 0 from each criminal."That amount is less than any fine they would have gotten on any case," Stephan said.So far the program has seen 586 participants. 296 of them completed the program.Director of Cognitive Behavioral Therapy for Adult Justice Programs and Social Worker Laura Soto spoke of one of her patients who completed the program, "she [Amanda] began to spend more time with her son, she got a diploma and she got an office job, and then she started cosmetology school."Amanda was arrested for stealing. Through the program she shifted her mindset away from entitlement."Amanda began to think about the consequences, and things to be grateful for and that made her happy," Soto said."The most common offenses in the program are in fact shoplifting, non DUI traffic violations or vandalism,." Stephan said only non-violent and non-sexual offenders qualify."Misdemeanor convictions can have damaging affects that last a lifetime," she added. Stephan said criminals will continue turning to a life of crime if they can't find a way out.10News asked Stephan what she would say to critics who believe this program could incentivize criminal behavior. She said, "the people who complete the program recidivate at 2% which is so phenomenally low."She compared it to the 16 percent who didn't complete the program and were arrested for a crime again. 2027

SAN DIEGO (KGTV) - Three businesses were destroyed last weekend by an act of hate in Mission Hills.It happened at the 'Capello' and 'Beautiful You' salons Saturday morning. Leather chairs were slashed and destroyed. Appliances and flooring were completely flooded after the culprit left the sinks running all night. "They slashed all of the chairs, styling chairs, shampoo chairs, there was detergent everywhere, shampoo everywhere," said 'Beautiful You' manager, Shanell Cedeno.Even an architecture studio one floor down took a hit from the water that went seeping through the salon's ceiling, damaging blueprints and computers. Management thinks the culprit is a former employee of the salon. "Clearly it has to be someone who has a key," said Cedeno. "It's targeted and it was a hateful act someone who clearly dislikes what we're doing here."The damage is estimated at tens of thousands of dollars. "Karma will definitely take its place first before they find them, I'm sure," said Cedeno. "If it's not happening already, it's coming for them."An investigation is underway. SAN DIEGO (KGTV) — The woman killed after a loose dog on State Route 94 caused a chain-reaction crash has been identified.Grace Villar, 53, died Saturday after the Toyota Camry she was in was hit from behind by a Dodge pickup truck, according to a report by San Diego's Medical Examiner. Traffic in front of the Camry was stopped due to a loose dog in the highway.Villar was one of three people in the vehicle taken to Scripps Mercy Hospital following the crash.According to the California Highway Patrol, a Ford F-150 owned by the San Diego Humane Society was parked in the median of the highway to wrangle a loose dog, when the dog ran into traffic.Cars were forced to stop and some swerved in the process, including the car Villar was traveling in.
