ESCONDIDO, Calif. (KGTV) - Felicita County Park is just south of Escondido and is one of the largest and oldest parks in San Diego County. It’s named after a Native American woman who helped preserve history more than a century ago.Dove Toler is a San Pasqual Tribal Council member and has studied the rich Native American history of his own tribe, writing a book about his family’s past, and the history of the surrounding San Diego area. He said one of the most unique factors about Felicita LaChappa was the information she possessed.Toler said it’s estimated that LaChappa was born around 1820 during the Mexican era. He said during this era, Native people were dealing with the invasions of many different other cultures in addition to battling disease, so it’s incredible that she survived this period. This gave a window into a time period that many did not remember or live through.“She was able to survive, she didn’t get the diseases, she was able to marry, she was able to prosper in a sense that she survived,” he said, adding that, “Felicita survived during that turbulent time, those that were here were able to photograph her, interview her and now in honor of her, name this beautiful park after Felicita.”The park’s property was bought by San Diego County in 1929 and was named after LaChappa to honor her. To this day, there are still holes in some large rocks, evidence of the Native American people who once lived there. Toler estimates those artifacts to be 3,000 or 4,000 years old.Tolder added that the county has done a good job of adding signage around the park to educate the public on the history of LaChappa and the other Native Americans who once lived there. 1696

The EEOC?claimed it was a violation of the Civil Rights Act of 1964's Title VII, arguing dreadlocks are a "racial characteristic," according to NBC News.The 11th U.S. Circuit Court of Appeals ruled that the company in this lawsuit has a "race-neutral grooming policy" and was not discriminatory, and dreadlocks are not a cultural practice, NBC News reported. 817

FALLBROOK, Calif. (KGTV) - A motorcyclist suffered life-threatening injuries Friday when a tree fell on him during a period of high winds in Fallbrook.The tree that injured the motorcycle rider fell on South Mission Road and West Elder Street, according to North County Fire. The unidentified man was flown to Palomar Hospital. Another tree fell at De Luz Road and Patton Oaks Friday afternoon, shutting down De Luz for about two hours. San Diego County Roads crews assisted firefighters in clearing the street. FALLBROOK, Calif. (KGTV) -- A North County baker who has lost thousands of dollars due to postponed or canceled weddings is trying to help neighbors and keep her business afloat at the same time. Jennifer Duarte said owning a bakery is a dream she’s had since she was a child.“There was a bakery close to my house and the lady worked in the window,” said Jennifer Duarte, owner of Elegance on Display. “I would go and I would just stand there and watch her and said, when I grow up I want to do that.” That’s what she did. She has owned Elegance on Display in Fallbrook for 15 years. With the COVID-19 pandemic—and her specialty being wedding cakes—she’s lost a decent chunk of income.“I had 50 weddings postponed… maybe eight of those are canceling completely,” Duarte said. She has three employees, two of which she had to lay off. She hopes to be able to rehire her employees, but for now, she’s just trying to stay in business. With some items, like eggs, hard to find on store shelves, she’s using her connections to provide a service to her neighbors and also make some up some of her lost income. “We can order bulk through our bakery supplier. Last week, I got flour, sugar, eggs, and butter,” Duarte said. She repackages it in smaller amounts to sell to her neighbors. She said she isn’t making a big profit, but the community has been great lending their support. “So many people realize that there’s not a huge mark up on it. They’ve been tipping or volunteering to help with deliveries,”she added. Duarte is also still making cupcakes, cookies, and small cakes for people who would like to place an order. “I’m just trying to bring a little joy to everybody who’s stuck at home. Cupcakes [and] cookies make everybody feel better,” Duarte said. She makes deliveries throughout Fallbrook, although you have to order ahead. You can also place an order for pick up. (KGTV)- While many business owners were forced to make the painful decision to shut down during the pandemic, some still took the risk of opening for the first time.Samantha and Weston Nawrocki weren’t going to let the COVID-19 pandemic stop their goal of opening a new café locally.“For coffee, the great thing is most people treat it even non-pandemic as a to go item,” said Weston Nawrocki.The couple has a coffee shop and roasting location in Rancho Bernardo, but their new business is up and running in their own city, Escondido, just six blocks away from their home.Manzanita Roasting Company opened Friday inside The Grand, which is home to the historic Ritz Theater, now newly renovated.“I’ve been a resident since I was a kid,” said Samantha Nawrocki. “I always drove by and said ‘I wish something would go in there’ and now we’re in there.”The City of Escondido shut down a couple of lanes on Grand Avenue and helped businesses transition to provide outdoor services under the current COVID-19 restrictions.Now, more new businesses are opening on busy Grand Avenue.“We have Daydream, which is a lovely gift store, we also have Off The Grid Surplus, let’s say you’re an off-road enthusiast of the jeep crowd, that’s definitely going to be your place,” said Amber Tarrac, the Deputy Director of Economic Development for the City of Escondido. “We also have Good Omen Mead, a meadery which is amazing stuff to try.”Tony Pepperoni Pizzeria and Barrel republic are currently still under construction, but Tarrac said they should be opening on Grand Avenue sometime soon, although a specific date is not clear.“We’re really excited about them, they’ve been under construction for a while,” she said.Tarrac said it’s not just Grand Avenue doing well with new businesses; from March 1st through November 23rd, Tarrac said hundreds of new businesses opened across the city.“We’ve had 696 new businesses; these are new permanent, in city businesses,” she said. “The bulk of those businesses are actually home occupations, so we’ve had quite a few folks that have decided to become entrepreneurs and start different businesses out of their home. We also had a number of retailers and restaurants open up.”The Nawrocki’s say they were able to hire ten new employees right before the holidays.
