San Diego City Council Tuesday night unanimously passed the location of a high-pressure underground pipeline to move sewage from San Diego's Morena treatment plant to a facility in Miramar. Residents say they're concerned the pipeline could break, wreaking havoc on the area. "Our concern is if that line was ruptured, bnecause it's under so miuch pressure, that it would spew raw sewage into the environment," said Ruth DeSantis, a longtime U.C. resident who heads the area's community foundation. DeSantis added that neighbors are concerned over traffic, noise, property values, and even smells seeping out of vents. There's a middle school, park, and hundreds of homes nearby. The city says it took various measures to minimize health and safety hazards, although some impacts like noise and traffic are unavoidable during construction.San Diego spokesman Jerry McCormick added that sewage geysers would not be possible under the pipeline system."Unlike a potable water system, where there are multiple loops to provide continuous pressure and in time of a rupture must be isolated by multiple valves, often times creating large releases of water, this system will not operate like that," McCormick said. "Instead, if there is a rupture, we can shut down the pumps and the flow will come to a very abrupt and quick stop."Community groups in University City are now teaming up with those in Clairemont to fight the project."We can put everything in Clairemont and Clairemont is sleeping, and I just wanted to say, that's not right," said Roseline Feral, of the nonprofit Clairemont Town Council. SAN FRANCISCO (AP) — A California state appeals court has thrown out the sole conviction against an immigrant who fatally shot a woman on the San Francisco waterfront in 2015.The 1st District Court of Appeal on Friday overturned a gun conviction against Jose Inez Garcia-Zarate because the judge failed to instruct the jury on one of his defenses.Garcia-Zarate was acquitted of murder in the killing of Kate Steinle, who was on a pier with her father when she was shot in the back in July 2015.The case of Garcia-Zarate, who was in the country illegally and had been deported five times, touched off a fierce immigration debate.He said he unwittingly picked up the gun wrapped in a T-shirt and it fired accidentally.Garcia-Zarate is in custody and facing federal gun charges. 783

SAN DIEGO, Calif. (KGTV) - A third gender option will be available for California drivers licenses and ID’s starting in 2019. The law, SB 179, was signed by Governor Jerry Brown in October. It will allow people to apply for a ‘non-binary’ gender marker if they do not identify as either male or female. “For me, it was surprising to see this change,” said Al Johnson, a transgender activist and member of Trans Family Support Services. Johnson is non-binary and uses pronouns they/them. But with that surprise, came excitement. “Not only does it mean we’re being recognized by society and the people around us but were also being recognized by government entities as valid and real people,” they said. Johnson says they know people who plan on changing their gender to non-binary, but so far, they have not decided to do it on their own license. “I’ve definitely considered it, but in the end I don’t think I’m going to,” they said. “I just came out to my parents and in my personal life I’m trying to navigate that.” The DMV’s website is encouraging those who want to apply for the change to schedule an appointment as early as January 2, 2019. 1154
SAN DIEGO (KGTV)- Several trailers were set up at El Toyon Park in National City and will become a study site for a COVID-19 vaccine clinical trial, ran by UC San Diego.Drugmaker Johnson & Johnson is looking to enroll participants worldwide for phase three of its Janssen trial, including here in San Diego.UCSD will recruit the majority of the participants.The trial was scheduled to get underway on October 7th, but UCSD researchers now say they're looking at Friday as a start date."We hope to enroll about 2,000 people in San Diego, the study will be enrolling 60,000 people internationally," said Dr. Susan Little, a UCSD professor of medicine and principal investigator for the trial. "Eight Department of Defense trailers form the basis of our permanent vaccine site, vaccine clinic, in National City."Little said this will be a randomized, double-blind, placebo-controlled study to determine the vaccine's safety and efficacy."Does it reduce the frequency of COVID infection overall or the severity of COVID infection among study participants?" she said.Little said there is already a lot of data available from the past."This is the same vaccine vector that has been used for many other infectious diseases like HIV, Zika, Ebola," she said.Although the trial is open to all San Diego County residents who qualify, she said the focus would be on recruiting residents from the South Bay, which is why the clinic was set up in National City, instead of UCSD's La Jolla or Hillcrest locations."Communities of color have been harder hit in the sense they have higher rates of hospitalization, and many of them have higher rates of death, our hope was by placing the vaccine trial in a community that has higher rates of infection we could reach a more highly impacted community," she explained. "Those are populations that we hope will have a greater potential benefit from this vaccine."After concerns were raised over another trial that was later put on hold, UCSD worked with the Chicano Federation to ensure South Bay residents get the information they need to make an informed decision if they want to participate."We are putting safety as paramount for these studies, no study is going forward unless we are confident about the safety of the vaccine," said Little.The Janssen trial will be the third for UCSD to join. SAN DIEGO (KGTV)— In the wake of two serious e-scooter accidents over the weekend, San Diego city leaders are working to update e-scooter regulations. While the scooters are off-limits on all city sidewalks, they are allowed on beach boardwalks. While some believe they are instrumental in freeing up car traffic and parking, others believe scooters just bring the congestion straight onto the boardwalks.Chase McKenna enjoys riding e-scooters at Pacific Beach. He says it is the best way to enjoy the boardwalk."Cruise around the strip right here and that's fun,” McKenna said. “They're convenient because down here, they're everywhere."But what is fun and convenient for McKenna, is a total nightmare for Paul Thackery."PB's great. The scooters are out of control,” Thackery said. He says some areas along the boardwalk are beginning to look like a scooter graveyard. He has also been hit by several intoxicated scooterists in the last several months. "I can't stand them. I ride my bike down here every day, and scooters are in the way, it's dangerous,” Thackery said. “I think they should get rid of them all together. "This weekend alone, at least two e-scooterists in San Diego were sent to the hospital for severe injuries. San Diego Police said a 39-year-old man fell off a scooter just before 10 pm Saturday in Mission Beach. He suffered life-threatening head injuries. Then at 12:30 am Sunday, just a mile away, a 62-year-old man lost control of his scooter, and crashed into a sidewalk. He suffered a neck fracture and facial abrasions.Since February 2018, two people in San Diego County have even died in scooter crashes. The city of San Diego is now defending against four e-scooter lawsuits that claim the city needed to enforce stronger regulations to prevent collisions and accidents.But in a crowded place like a boardwalk, McKenna says scooters are not the only issue."A person on their bicycle can be just as inconsiderate,” McKenna said. That is why McKenna says it is vital that each rider regulates themselves. We met Tracy Grimmett, a visitor from Modesto, doing a few practice laps before taking off for the first time. “Yes, without running into all the people around here. Yes, trying!” she laughed. She hopes to have fun while being considerate, as they share the busy boardwalk with thousands of weekenders."Be courteous around people, go slow,” McKenna said. “If there's a lot of people, you have to slow down, and you have to give other people the right of way."The city of San Diego is now considering making companies install “geo-fencing” on the scooters. That would automatically slow down the maximum speed of the scooters to 8mph in designated zones, including Mission Beach and Pacific Beach boardwalks. 2750
