EL CAJON (KGTV) - A San Diego woman said she paid thousands for an SUV she picked up from an East County used car dealership, but she still can't get behind the wheel. Chika Starks said she currently does not have the vehicle because the business shut down.She moved to San Diego with her toddler shortly after her husband died.“I’m a single mother,” Starks told Team 10. “Having a car was for my convenience. To help my life, my son’s life.”She and her mother-in-law found a 2007 Jeep Commander in January on Craigslist, sold by Carbox, Incorporated on El Cajon Boulevard.“The price was right,” Starks said.It cost her ,500. Starks said there was an unusual way to process the payment--an employee ran the credit card through a La Jolla restaurant, Olive and Basil. She said the employee told her it was a family business.Starks told Team 10 there were problems shortly after she paid for it. First, she said the key fob was not working correctly. Then, with the car driven about 40 miles, there were more issues. She said a mechanic told her the catalytic converter needed to be replaced, along with the vehicle’s computer. On top of that, she was told the smog check failed. Starks also said the title was never transferred to her name.When Team 10 checked the car’s registration in September, it was still registered to Carbox, Inc. Starks blames the owner for broken promises.“It’s stressful. A lot of money,” Starks said. According to the DMV, a used car dealer has 30 days to transfer title to the new owner. The penalty is if it is not transferred. A DMV spokesman said it is an additional if the total application does not clear within a certain time. The DMV confirmed there is an open investigation into Carbox.“This place is not really honest to us,” Starks told Team 10.There is now a new car dealership in the old Carbox location. The man who runs the new business told Team 10 he worked for Carbox’s former owner, Peyman Abdipoorzahandeh. Abdipoorzahandeh's name is listed on the Secretary of State filing for Carbox.Team 10 contacted Abdipoorzahandeh in mid-October. The former owner would not grant an in-person interview until mid-November, but told Team 10 over the phone that he is working with a DMV investigator and that this is “not a normal situation.” He did not explain the title transfer delay of nearly 10 months. He said he is not doing anything illegal and said he is trying to help Starks get her money back.That is what Starks hopes for.“I don’t want other people to go through what I went through,” she said.Hal Rosner with Rosner, Barry & Babbitt specializes in auto fraud. He says consumers should run not only a Carfax report, but also a report through AutoCheck and the National Motor Vehicle Title Transfer Information System (NMVTIS) to check a vehicle's history.If a dealership goes bankrupt, Rosner said there are options for consumers. EL CAJON (CNS and KGTV) - An East County man who admitted molesting an underage girl faces up to 10 years in state prison when he's sentenced March 27, prosecutors said.Shaun Crocker, 34, pleaded guilty Thursday at the El Cajon courthouse to two felony counts of committing a lewd act on a child for touching the unidentified victim, who was under the age of 14, inappropriately between September and November 2018.Prosecutors did not disclose the girl's exact age, nor would they confirm whether the defendant was related to sex offender Matthew Hedge, whose case drew headlines years after his conviction due to a judge's controversial decision to lift Hedge's sexually violent predator status and release him from custody without supervision.RELATED: Son of sex offender suspected of child molestation in San Diego CountyFollowing Crocker's arrest last year, a source told 10News that Crocker is Hedge's son.Hedge pleaded guilty in 1989 to molesting four children in the San Diego area and served 12 years in prison. He was committed to the sexually violent predator treatment program in 1997, but was released into outpatient treatment in 2005 in a trailer outside Donovan State Prison in Otay Mesa.His outpatient status was revoked within six weeks for violating terms of his release.After more than two years of in-patient hospital treatment, the court in October 2008 again granted Hedge's petition to be placed in outpatient treatment. For one Colorado city, it’s been huge.At prAna, an activewear business located in Boulder, Colorado, Drew Romano’s biggest concerns are his customers and Mother Nature. Recycling is front and center.“Hey, we're not just throwing your stuff in the landfill; it's actually being recycled,” says Romano about the company.Most of prAna‘s shipping supplies are recyclable. As for the plastics bags that hard to recycle, prAna partnered with a company to make sure they don't end up in the landfill.“We wanted to make sure that we can strive to be as zero waste as possible,” says Ramano.It's part of the city’s Universal Zero Waste Ordinance, which requires businesses to recycle and compost. Environmental manager Kara Mertz, who works for the City of Boulder, says in just one year, the effort is paying off. The city is now saving more than half of its trash from going to the landfill.Mertz says they used this video to show residents how to recycle. Then, they made it easy for residents to do it, by placing bins with clear and identical signage across the city.“I think making it easy and accessible to everyone is really the key,” says Mertz.Mertz says it's something we can all do, no matter where we live.“We do believe that over time people will get more and more used to it,” Mertz says. “It'll become second nature, and then all of that material, once it's sorted properly, can be put in the correct bins.” 1520
Disneyland Park has shut down two cooling towers at its park in Southern California following an outbreak of Legionnaires' disease.Orange County health officials said nine people who visited the Anaheim theme park in September developed the disease.An additional three people who had been to Anaheim but not Disneyland got sick too, said Jessica Good, a spokeswoman for the Orange County Health Care Agency. One patient, who had not visited the park and had additional health issues, died, she said.The 12 patients are between ages 52 and 94, and 10 were hospitalized, she said.CNN has reached out to Disneyland for comment but has not heard back."To date, no additional Legionella cases have been identified with potential exposure in Anaheim after September," Good said. "There is no known ongoing risk associated with this outbreak."Legionnaires disease is a severe form of pneumonia caused by Legionella bacteria, sometimes found in water systems. It is typically contracted by breathing mist from the water that contains it. The source of the mist can be air conditioning units in large facilities, showers or hot tubs. Legionnaires' disease is not contagious between humans.County health officials identified Disneyland Park as a common location of eight of the cases last month, and have been working to identify potential sources, Good said.Disneyland Park informed health officials this month that elevated levels of Legionella had been identified in two of its 18 towers, which were then treated and disinfected.Disneyland took the towers out of service on November 1 and told the health agency it had performed additional disinfecting and testing. It brought the towers back into service November 5, but two days later, they were taken out of service again,she said.Health officials subsequently issued an order that the towers remain shut down until they are verified to be free from contamination. EL PASO COUNTY, Colo. -- You can't even step foot inside Paul and Jenny Fisch's home without wearing a breathing mask. Their dream home was destroyed after they thought the house was sold."I mean, there was just no words... the feces and the urine spread all over our white cabinets, all over our hardwood floor, it was even on the ceiling - 10-foot ceilings," said Jenny Fisch, the homeowner.The Fischs put their home on the market for 0,000 and the first offer they received was for full asking price. They were elated but there was a catch, the buyers wanted to rent the home with the promise they would close in three months."We were told these people were 100 percent qualified, there was no question about it," said Jenny Fisch.Everything seemed to be fine and they had no reason to doubt the offer. The realtor drafted up a contract with information about the loan and a closing date of January 31, 2018. The deadline came and went without the buyers closing on their home even though they were already living in it."What do we do? The only thing we have left to do is start an eviction," said Paul Fisch.The couple even attempted to work out a new deal with the would-be buyers so they could continue renting and eventually purchase the home. The buyers stopped paying rent and they had no choice but to evict them. It wasn't a quick process. Paul and Jenny Fisch weren't prepared for what they were about to find when they showed up to their home with a sheriff's deputy to finally kick the people out."When she walked out her face was like, 'it's bad," said Paul Fisch.Floors were covered in urine, there was feces everywhere and the smell was overwhelming. The house was absolutely filthy and completely trashed."And I lost it, I just lost it. I was like, 'I don't understand why we have to go through this.' I mean we hired people and now my beautiful dream home is covered in feces and I don't know how we're going to fix it," said Jenny Fisch.The buyer was pre-approved for a loan but only if he completed a program and improved his credit score. The lender said that never happened. This information was not made available to the Fischs and they only found out after the deal fell through.The couple said their agent and the buyer's agent assured them everything was good when they agreed to let the buyers rent. RE/MAX, the buyers realtor, said through a spokesperson that realtors don't qualify buyers and it is up to the lender."It's their fault and nobody wants to help us," said Jenny Fisch.The Fischs tried to filed a report with the El Paso County Sheriff's Office but they were told it was a civil matter. They also attempted to contact Child Protective Services because a child was in the home as well as animal control because seven dogs and three cats were found inside.It gets worse. Their insurance won't cover the damage. A spokesperson for Auto-Owners Insurance said they had no comment on the situation.Now the couple is paying a mortgage on a home they can't live in and trying to figure out how to come up with the funds to pay for repairs. The would-be buyers are nowhere to be found and a reporter has not been able to make contact with them."It was insane to me how somebody could live in such a nice home and in a matter of months, destroy everything," said Paul Fisch. 3362
