SAN DIEGO (KGTV) - California’s Republicans are hoping to grow the party’s numbers in the state despite current odds.Roughly a quarter of California’s voters are registered Republican and in San Diego the GOP is seeing people jump ship.The San Diego GOP has lost thousands of voters in the last year with San Diego County Voter Registrar reporting 491,783 Republicans in May of 2018— compared to a little more 500,000 in May 2017.“A lot of that is the bullying or the stereotyping that goes on with being a conservative,” said Justin Clark, a 19-year-old conservative running for state assembly in Los Angeles, “you have a lot of people not wanting to identify as conservative, but a large portion of those 'undeclared to say' voters are.”The number of undeclared voters in San Diego is 476,186 in 2018 compared to approximately 461,000 just a year ago.“Whether your for or against the two-party system is irrelevant,” said Clark, “but its how those people feel. It’s why those decline to state numbers keep going up because they want to stay with them, they want to identify as them.”Among the California GOP’ers convening in San Diego the first weekend in May are other young faces.Morgan Murtaugh is a 25-year-old former news anchor running for Congress in California’s 53rd District, which is currently held by incumbent Democrat Susan Davis.Murtaugh says she’s gotten death threats over her conservative political leanings.“I mean my grandparents immigrated here from Mexico,” said Murtaugh, “I’m Mexican and I’m a woman. People look at me and they’re like ‘how are you identifying as a Republican they hate you?’ They don’t.”Murtaugh says she and other young Republicans are trying to break the stigma they say is a fabrication of the other side.“I want to change that assumption, said Murtaugh, “I want people to see that we can be for equal love, and we can be pro-environment. SAN DIEGO (KGTV) — As counties across the state are able to reopen, some are seeing COVID-19 case numbers bounce back up.There's concern from business owners that the state's current approach to restrictions could put them in a constant state opening and closing. Forty miles east of San Diego is the small community of Descanso."I was born and raised in Descanso," said Melanie Schlumpberger.Staying true to her roots, Descanso is where Schlumpberger opened her small business, Americutz Salon."It was going great," Schlumpberger said. "I was super busy getting new clients all the time."Then came COVID-19 and the stay at home order."It was very hard not knowing how long we were going to be closed down for," she said.Schlumpberger said savings got her through until she could reopen, but that ended up being short-lived. Cases in San Diego County spiked, and a few weeks later, her doors closed again.She said after being closed for another six weeks, she could reopen under the new state's guidelines."It was really exciting when we got to open back up," said Schlumpberger.Then college started, some county metrics spiked, and business could once again be impacted."I don't want to close down again cause it's so hard," she said. "I don't want to lose all the stuff that I've worked for."Schlumpberger said her operation is safe, and there have been very few cases of COVID-19 in Descanso and the surrounding areas.According to the County of San Diego's COVID-19 dashboard cases by residence, San Diego has more than 19,000 confirmed cases. The county's data show Descanso has 12."If the county numbers go up, unfortunately, the businesses countywide have to adjust," said San Diego County Supervisor Jim Desmond.He says you can look at any county across the state and find a similar issue. Desmond says instead of ping-ponging people's lives, some decisions should be made at the local level."If a business is able to operate safely and follow all the safety protocols and we can enforce those safety protocols, then they should be able to open," he said.Reporter Adam Racusin asked California's Health and Human Services Agency Secretary Dr. Mark Ghaly if there should be a different approach for areas in counties not as impacted by COVID-19."Something we've long considered," Ghaly said. "You know we work very closely at the countywide level. We have throughout this entire response had many counties step forward and highlight exactly what your statement highlighted that we have differential levels of transmission throughout the different parts of the county. We continue to work with the county to figure out where those trends, especially those upward trends, where we might intervene, but certainly our approach has been county by county, countywide. SAN DIEGO (KGTV) - As San Diego’s Pride celebration approaches, a new homeless shelter has opened specifically focusing on members of the LGBTQ community.It’s operated by the Interfaith Shelter Network, which just opened a new branch in Hillcrest after receiving grants from the Pride Foundation and the Cushman Foundation.Abigail Shrestha, the manager of the rotational shelter programs at Interfaith, said they opened the new shelter because they recognized the need.“It’s a population that has quite a bit of discrimination and other issues, so it’s beneficial to have something that supports the community,” said Shrestha.The operation is based out of Hillcrest, but the shelter location will rotate between churches in Interfaith’s network. As of Monday, one week after they opened, they had six clients, though it can hold up to 12 people. Shrestha said she expects it to be full by the end of the week.Interfaith operates shelters around the county which are all LGBTQ friendly, but this is the first one that is targeted for that community. Mainly, said Shrestha, because of the unique circumstances of their housing instability.“Many of the clients, especially the youth, are forced out of their homes. Some families will not recognize positively their choices, and they are kicked out,” she said.Their main goal is to get the residents into permanent housing.
