BEIJING, Oct. 25 (Xinhua) -- Chinese Vice Premier Hui Liangyu has called for attention on the ageing problem, noting this is a major issue that concerns "people's livelihood and the nation's lasting peace and stability."     Hui's call came several days ahead of the country's traditional "Senior Citizen's Day," or Double Ninth Festival, which falls on the ninth day of the ninth month in the lunar calendar, or Monday.     Hui, also director of China National Working Commission on Ageing, said at a recent meeting on the aging problem held in Beijing that the elderly were "valuable wealth of the Party and the country," and researchers should provide solid scientific foundation for the government to make strategies for the well-being of the ageing population.     Statistics from the commission show more than 8.3 percent of the 1.3-billion Chinese population are above 65, and in most cities, more than 50 percent of the elderly people live without the company of their children.     Hui said efforts should be made to deal with new conditions concerning ageing, such as unbalanced distribution of the aged between urban and rural areas.

BEIJING, Nov. 17 (Xinhua) -- China and the United States have agreed to continue dialogue and cooperation in macroeconomic and financial policies as the recovery of the global economy remains unsteady, Chinese President Hu Jintao told the press here on Tuesday after his talks with visiting U.S. President Barack Obama.     Hu said he and President Obama exchanged views on the current global financial situation and held that given the positive signs of the recovering global economy, the foundation of it was far from solid.     "We both agreed to properly handle trade frictions between the two countries through negotiations on an equal basis, and to make concerted efforts to boost bilateral trade and economic ties in a healthy and steady way," said Hu.     "I stressed to President Obama that under the current situation, both China and the United States should oppose and resist protectionism in all forms in an even stronger stand," he said.

CHRISTCHURCH, New Zealand, Nov. 1 (Xinhua) -- Chinese Vice Premier Li Keqiang on Sunday visited Canterbury University to open the second Confucius Institute in New Zealand.     Li said during the opening ceremony that cultural and educational cooperation are important parts of relations between China and New Zealand.     China has become the largest source of overseas students and the fastest growing source of international tourists to New Zealand, while people in New Zealand are taking a strong interest in studying the Chinese language and getting acquainted with Chinese culture, he said.     The new Confucius Institute, jointly founded by Canterbury University and China's Huazhong Science and Technology University, represents another achievement of the exchanges and cooperation between the two nations, Li said.     He said he hoped the institute would become a link between the two countries in cultural and educational exchanges. BEIJING, Nov. 17 (Xinhua) -- China and the United States singed a joint statement here Tuesday after talks between Chinese President Hu Jintao and his U.S. counterpart Barack Obama, agreeing that "the transition to a green and low-carbon economy is essential."     Both China and the United States believed the clean energy industry will provide vast opportunities for citizens of both countries in the years ahead, said the statement signed during Obama' s first visit to China since taking office in January.     According to the statement, the two sides welcomed significant steps forward to advance policy dialogue and practical cooperation on climate change, energy and the environment, building on the China-U.S. Memorandum of Understanding to Enhance Cooperation on Climate Change, Energy and Environment announced at the first round of China-U.S. Strategic and Economic Dialogues in July and formally signed during Obama' s visit.     The statement said both sides recognized the importance of the Ten Year Framework on Energy and Environment Cooperation (TYF) and are committed to strengthening cooperation in promoting clean air, water, transportation, electricity, and resources conservation.     Through a new China-U.S. Energy Efficiency Action Plan under the TYF, both countries "will work together to achieve cost-effective energy efficiency improvement in industry, buildings and consumer products through technical cooperation, demonstration and policy exchanges," said the statement.     Noting both countries' significant investment in energy efficiency, the two Presidents underscored the enormous opportunities to create jobs and enhance economic growth brought by energy savings.     The two countries welcomed the signing of the Protocol Between the Ministry of Science and Technology, National Energy Administration of the People's Republic of China and the Department of Energy of the United States of America on a Clean Energy Research Center, according to the document.     The Center will facilitate joint research and development on clean energy by scientists and engineers from both countries. It will have one headquarters in each country, with public and private funding of at least 150 million U.S. dollars over five years split evenly between the two countries. Priority topics to be addressed will include energy efficiency in buildings, clean coal (including carbon capture and sequestration), and clean vehicles.     The two sides welcomed the launch of China-U.S. Electric Vehicles Initiative designed to put millions of electric vehicles on the roads of both countries in the years ahead, the statement said.     Building on significant investments in electric vehicles in both the United States and China, the two governments announced a program of joint demonstration projects in more than a dozen cities, along with work to develop common technical standards to facilitate rapid scale-up of the industry, the statement said, adding that the two sides agreed that their countries share a strong common interest in the rapid deployment of clean vehicles.     About 21st century coal technologies, the two countries agreed to promote cooperation on large-scale carbon capture and sequestration (CCS) demonstrations projects and begin work immediately on the development, deployment, diffusion and transfer of CCS technology. The two sides welcomed recent agreements between Chinese and U.S. companies, universities and research institutions to cooperate on CCS and more efficient coal technologies.     With regard to joint efforts on tackling the climate change, the two sides welcomed the signing of the Memorandum of Cooperation between the National Development and Reform Commission of China and Environmental Protection Agency of the United States to Build Capacity to Address Climate Change.     The statement said the two sides welcomed the launch of a China-U.S. Renewable Energy Partnership, through which the two countries will chart a pathway to wide-scale deployment of wind, solar, advanced bio-fuels and a modern electric power grid in both countries and cooperate in designing and implementing the policy and technical tools necessary to make that vision possible.     Shared confidence on the bilateral cooperation in this field was expressed by the statement, which said that given the combined market size of the two countries, accelerated deployment of renewable energy in China and the United States can significantly reduce the cost of these technologies globally.     On the promotion of the peaceful use of nuclear energy, the two sides agreed to consult with one another in order to explore such approaches--including assurance of fuel supply and cradle-to-grave nuclear fuel management so that countries can access peaceful nuclear power while minimizing the risks of proliferation. 

COPENHAGEN, Dec. 11 (Xinhua) -- China on Friday urged the rich nations negotiating in the UN-led climate talks in Copenhagen to help seal a deal by delivering on their promises to cut carbon emissions and provide financial support to help developing nations adapt to global warming.The call comes as ministers arrive for the higher segment of the talks that are tasked with achieving goals to avoid irreversible change in climate that scientists warn could be disastrous to the Earth. China's Vice Foreign Minister He Yafei said he hoped for a "balanced outcome" of the UN climate change conference.     He was speaking at a press conference hours after a draft text for the Copenhage talks emerged. "The final document we're going to adopt needs to be taking into account the needs and aspirations of all countries," particularly the most vulnerable ones, he said.     Under the United Nations Framework Convention on Climate Change, developed nations are committed to quantified emission reduction targets and provision of support in financing, technology and capacity building to developing nations. The Chinese minister said climate change is "a matter of survival" for developing nations.     Developing nations are asking the rich nations to up their emissions reduction targets and financial pledges, saying they failed to fulfil their obligations under the convention.     The call for funding was partly answered earlier on Friday with European Union leaders pledging 2.4 billion euros (3.5 billion U.S. dollars) annually from 2010 to 2012 to help developing countries tackle global warming.     Swedish Prime Minister Fredrik Reinfeldt, whose country holds the rotating presidency of the 27-nation bloc, said in Brussels that the bloc has made satisfactory contributions to helping the poorest countries combat climate change.     Developing nations still view the pledge as a far cry from their needs.     The issue of financial support is "extremely important" as developing nations are "worst hit" by climate change, he said.     He questioned the "sincerity" of developed nations in their commitment as only short-term funding, such as a three-year target, was being proposed.     The key to the success of the Copenhagen talks is for developed countries to keep their promises, he said.     "I would urge all leaders from developed countries to keep their promises, to have the future of humanity in their minds, especially the large population out there in the developing world," he said.     He also said China has "a responsible and pragmatic vision" for tackling climate change and will do its share in the global combat against climate change.     China last month announced it would reduce the intensity of carbon emissions per unit of its GDP in 2020 by 40 to 45 percent against 2005 levels.     Responding to rich nations' concern over transparency of China's voluntary action, he said plans for action would go through China's own legal process and there would be a regime of monitoring, verification and statistical supervision domestically to ensure transparency.     "We're also willing to increase transparency by announcing the results of our action in reports coming out of China," he said.
