BEIJING, Aug. 4 (Xinhua) -- China's foreign exchange regulator Wednesday pledged to continue efforts to manage illegal capital inflows in the second half of the year.In a statement on its website, the State Administration of Foreign Exchange (SAFE) said it had investigated up to 3.5 million cases of international trade transactions, involving a total of 440 billion U.S. dollars, during its hot money monitoring campaign, which began in February.The statement said it had identified 197 cases of illegal capital inflow, but it gave no exact sum for the cases.SAFE said earlier last month that its investigations had found 190 cases, involving 7.35 billion U.S. dollars, of hot money inflows.Capital flows into and out of China for purposes other than import and export payments are strictly controlled by SAFE, which manages the country's 2.45 trillion U.S. dollars in foreign exchange reserves.The statement also said it would introduce new foreign exchange instruments to meet domestic market demand and support China's currency reforms.China's central bank announced on June 19 that it would further the reform of the formation mechanism of the yuan exchange rate to improve its flexibility.The hot money campaign was launched amid concerns that speculators were betting on an appreciation of the Chinese currency and rising asset prices.

BEIJING, July 22 (Xinhua) -- Chinese President Hu Jintao has said that the government should stick to the pro-active fiscal policy and moderately loose monetary policy in the second half of this year to ensure a stable and relatively rapid economic development.Hu, also general secretary of the Communist Party of China (CPC) Central Committee, made the remarks at a symposium held in Beijing Tuesday, with attendance of people from the non-communists parties and the All-China Federation of Industry and Commerce, as well as celebrities without party affiliations.Other members of the Standing Committee of the Political Bureau of the CPC Central Committee, including Wen Jiabao, Jia Qinglin, Xi Jinping, Li Keqiang, also attended the symposium."We should strengthen our awareness of current risks and challenges the country is facing in economy, and firmly implement the central government's policies to ensure a stable and relatively rapid economic development," Hu said.Hu said the economy is developing in the right direction under the government's macroeconomic controls and the government would maintain the continuity and stability of its economic policies to make them more targeted and flexible according to new conditions.Further, more efforts should be made to strengthen economic forecasts and warning systems, as well as in the coordination of economic policies, Hu added.Hu asked for more efforts in the grain industry to achieve a good harvest this year and to improve control and relief work in combating floods and drought.

CHONGQING, June 27 (Xinhua) -- A delegation led by Taiwan's Straits Exchange Foundation (SEF) chairman Chiang Pin-kung will arrive at Chongqing on Monday for the fifth round of talks with the mainland's Association for Relations Across the Taiwan Straits (ARATS).The talks will be held on Tuesday, with the much-anticipated Economic Cooperation Framework Agreement (ECFA) and an agreement on intellectual property protection likely to be signed.Chiang told a news conference in Taipei Sunday that the signing of ECFA would profoundly influence Taiwan's economy, particularly in trade and investment, as well as the development of relations between Taiwan and the mainland.He said he expected a positive change of Taiwan's economic development mode after the signing of ECFA.The two sides will hold a vice-chairman level preparatory discussion on Monday afternoon.After the talks, Wang Yi, head of the State Council's Taiwan Affairs Office, will meet the SEF negotiators on Tuesday.Bo Xilai, secretary of the Chongqing municipal committee of the Communist Party of China, will also meet the representatives from the two sides on Wednesday morning.The SEF delegation is scheduled to leave Chongqing on Wednesday afternoon.Since June 2008, when regular talks between the SEF and ARATS were restarted, the two sides had held four rounds of talks respectively in Beijing, Taipei, Nanjing and Taichung.The talks brought about several agreements regarding among other things: mainlanders visiting Taiwan, cross-Strait shipping, air transportation, cooperation in fighting against crime and mutual legal assistance.

In Chengxiang village, people were forced to row make-shift boats -- made of plastic bottles and planks -- to commute through the flooded streets.Chen Jian, the region's chief weather forecaster, said heavy rains are expected to fall on six Guangxi cities from June 7 to 10.Local disaster relief officials were ordered to evacuate residents in low-lying areas in advance. Safety measures at reservoirs shall also be reviewed, officials said.In Jiangxi Province, where mudslides recently derailed a train and flooding forced the evacuation of 90,000 residents, government departments and agencies were ordered to ramp up flood prevention measures.Schools, coal mines, markets and other populated areas will be carefully monitored to prevent accidents that could lead to massive casualties, according to officials.The alert noted that water levels in Jiangxi's reservoirs and waterways remain high, posing serious threats to the government's flood prevention work.Alarms also rang in central Hubei Province. The provincial meteorological bureau forecast heavy storms to hit Hubei from June 7 to 8 and might trigger flooding in its southern mountainous areas.By June 3, floods have killed 125 people and left 34 people missing all over China, the Office of State Flood Control and Drought Relief Headquarters said.More than 23.09 million people and 1.55 million hectares of crops were affected. What makes her unique is her mother.Jini, the panda mother, gave birth to the female cuba at the age of 17. She is compared to a human in her sixties, the Wolong Giant Panda Protection and Research Center in Sichuan Province said in a statement.The female cub weighed 125 grams. She was born at 14:41 p.m., four hours after Jini went into labour. Both the mother and cub are in good health, said the statement.Jini, a resident of Beijing Zoo, was sent to the Wolong center this March for the cub-birth purpose because the research center has developed expertise in breeding techniques.With a 20-year breeding history, the Wolong Giant Panda Protection and Research Center is home to the world's largest captive panda population. It has helped Beijing Zoo and Chongqing Zoo and many zoos in other countries in breeding and feeding pandas.The new cub is Jini's second. It is the eleventh cub born at the Wolong center this year."Pandas come into heat in the spring and give birth in autumn. This is the main reason for the panda 'baby boom'," said Dang Chunxiang, an expert with the Wolong Center.More than 10 other pandas are expected to give birth over the next one or two months at the Wolong center.Jini delivered her first cub "Qingqing" in 2007 when she was thirteen and a half years old, which was itself rare amongst pandas. She also entered record books with her pregnancy that lasted 324 days. Generally, pandas deliver in 120 -150 days.The length of a panda's pregnancy depends on its health and nutrition level, according to experts.About 1,600 giant pandas are living in the wilds in China. Sichuan Province and the northwestern provinces of Shaanxi and Gansu are the home to most of them. Another 290 pandas are in captive-bred programs worldwide, mostly in mainland China.
