A regular inspection last month by the Ministry of Agriculture showed that food quality in 37 major cities has improved after a four-month promotional campaign, the ministry said on Friday.The nationwide inspection of vegetables, pork and aquatic products found acceptance rates had risen since August when the campaign was launched.The inspection found that:- 95.3 percent of the country's vegetables were safe in terms of pesticide residues.- 98.4 percent of meat products were up to scratch with regard to residues of clenobuterol hydrochloride, a drug some farmers used to put in pig feed but which is now banned due to the damage it can cause to the human heart.- 99.8 percent of aquatic products were free of chloramphenicol, and 95.7 percent were free from malachite green, both of which are banned fish food supplements.- No pork products in Beijing, Shenzhen, Shanghai and 25 other cities were polluted with banned drugs.- Aquatic products in seven cities including Beijing, Tianjin and Guangzhou were also found to be safe from illegal drugs.The ministry, which carries out five regular food safety inspections a year, attributed the achievements to its four-month campaign.It said in a news release that all 676 agricultural wholesale markets in large and medium cities have now been put under surveillance, up from 479 in September.Five kinds of pesticides that the ministry banned for their high toxicity have been seized and destroyed.The ministry also issued six regulations on pesticide registry management to standardize labeling and control product quantities."Thanks to the campaign, public awareness of agricultural product quality and food safety has been strengthened," the news release said.The ministry said it will follow up the campaign by cracking down on fake agricultural supplies and develop a network that gives farmers access to authentic and good-quality agricultural materials.

So it is necessary to clarify the matter, Zhang said. "In China, defense budgeting must follow a set of strict legal procedures, and the published budget is true and authentic," he said. He added that the increased proportion of the defense budget is mostly used to make up for inflation, improve the welfare of military personnel and logistics support. "Given the multiple security threats, the geo-political environment, the size of the territory, and per-capita expense, the Chinese defense expenditure is small by any yardstick," he added. He stressed that "China is gradually making progress in military transparency following the principles of trust, responsibility, security and equality". The annual Shangri-La Dialogue, named after the Singapore hotel at which the event has been held since its launch in 2002, and organized by the London-based International Institute for Strategic Studies, opened on Friday. It gathered defense ministers and top officials from 26 countries and regions in the Asia-Pacific region and Europe to address major regional security issues and defense cooperation. Also at the meeting, the US and China turned down the heat on a dispute over Beijing's military build-up, with US Defence Secretary Robert Gates expressing optimism about future relations. After 18 months of deliberation and public consultation, legislators passed the long-awaited Labor Contract Law on Friday to improve workers' basic rights. The law, which would take effect on January 1 next year, won 145 of the 146 votes of the Standing Committee of the National People's Congress (NPC). One vote was not cast. The new law is considered the most significant change in the country's labor rules in more than a decade. It establishes standards for labor contracts, use of temporary workers and severance pay. It makes mandatory the use of written contracts and strongly discourages fixed-term contracts. According to the law, severance should be paid if a fixed-term contract expires but is not renewed without an appropriate reason. It is also stipulated that employers must submit proposed workplace rules or changes concerning pay, work allotment, hours, insurance, safety and holidays to the workers' congress for discussion. After the recent exposure of forced labor in brick kilns in Central and North China, the final draft added stipulations that government officials guilty of abuse of office and dereliction of duty would face administrative penalties or criminal prosecution. Xin Chunying, deputy chairperson of the NPC Law Committee, said the law is not intended to replace the current Labor Law but rather, to further standardize labor contracts in favor of employees. Li Yuan, one of the legislators in charge of drafting the law, said the law targeted bosses and officials who exploited workers. The draft law was first proposed in 2005 amid complaints that companies were mistreating workers by withholding pay, requiring unpaid overtime or failing to provide written contracts. Many workers were also becoming trapped in short-term contracts. Last March, the draft was made public for consultation, and legislators received about 192,000 public responses in a month. Only the Constitution, drafted in 1954, received more. However, business lobbies are worried that stricter contract requirements could raise costs and give them less flexibility to hire and fire employees. Both the European Union Chamber of Commerce in China and the American Chamber of Commerce in Shanghai (AmCham Shanghai) had made submissions to the NPC, suggesting the law might exert negative influence on foreign investment in China. In a letter to the NPC last year, Serge Janssens de Varebeke, then-president of the European Union chamber, warned the "strict" regulations could force foreign companies to "reconsider new investments or continuing their activities in China" because of possible cost increases. But Xin said there wouldn't be a substantial cost increase for companies that strictly follow the existing Labor Law. "All the principles have been included in the current law. The new law just details the provisions to facilitate implementation," she said.
