SACRAMENTO, Calif. (KGTV) — California has become the third state to declare a state of emergency due to the threat of the coronavirus.Gov. Gavin Newsom told reporters Wednesday that the state is declaring a statewide emergency in order to take advantage of additional government resources. The declaration comes after developments that a California patient died of coronavirus after reportedly being infected on a cruise from San Francisco to Mexico from Feb. 11 to Feb. 21.The victim was an elderly adult with underlying health issues and was in isolation at the time of death, Placer County health officials said. The cruise ship that the victim had been on earlier is currently being investigated by the Centers for Disease Control and Prevention. Another passenger who is infected is in stable condition at a Sonoma County hospital.The ship is currently at sea, but testing kits will be flown out to its crew for passengers to be tested before the ship docks in San Francisco."There’s a reason that we didn’t want the ship in the Port of San Francisco and in the state of California at this time," Newsom said. "The ship will not come on shore until we appropriately assess the passengers."RELATED: Screener at Los Angeles airport tests positive for coronavirusPassengers currently aboard who were also on the February voyage will also be tested. The CDC is working to identify other passengers from the ship's previous trip and where they got off the vessel. At least nine counties have declared an emergency over the virus, according to state officials. There are at least 53 confirmed cases of coronavirus in California, the Associated Press reported, and has been one death in the state.San Diego County health officials are scheduled to given an update of the local response on Thursday. 1805

(AP) — A staunchly conservative political party in deep-blue California will get to keep its name after the governor vetoed a bill aimed at banning what state lawmakers say are misleading monikers.Gov. Gavin Newsom announced Wednesday he had vetoed a bill that would have banned political parties from using "no party preference," ''decline to state" or "independent" in their official names.The bill would have applied to all political parties. But it was aimed at the American Independent Party, which has been an option for California voters since 1968.More California voters are registering with no party preference, now accounting for 28.3% of all registered voters. If "no party preference" were a political party, it would be the second largest in the state behind the Democrats.Critics say the American Independent Party has benefited from this trend because its name confuses voters into believing they are registering as independents. The party makes up 2.59% of California's registered voters, making it the third largest political party in the state after the Democratic Party at 43.1% and the Republican Party at 23.6%.In 2016, the Los Angeles Times surveyed the party's registered members and found most did not know they had registered to vote with the party. But Newsom said he vetoed the bill because he worried it was unconstitutional."By requiring one existing political party to change its current name, this bill could be interpreted as a violation of the rights of free speech and association guaranteed by the First and Fourteenth Amendments to the U.S. Constitution," Newsom wrote in his veto message.Representatives for the American Independent Party did not respond to an email and phone call seeking comment. The party's website says it nominated Donald Trump for president in 2016 and "God willing, 2020."Democratic Sen. Tom Umberg, the bill's author, warned the mistaken registration could have electoral consequences. People registered with another political party would not be allowed to vote in the state's pivotal Democratic presidential primary in March.But Newsom signed another bill by Umberg that could help people rectify any registration mistakes. The law, signed Tuesday, allows voters to register to vote or update their registration at all polling places on election day.If people show up to vote in the Democratic presidential primary and are ineligible because they are registered with the American Independent Party, they can change their registration on the spot and cast a ballot. The ballot would be conditional, meaning it would not be counted until after the person's registration could be verified. 2676

ROCKVILLE, Md. — It’s been a long, empty year at many schools across the country and for those who work there.“It has been one of the most watershed year in my 30-some years of education that I've ever seen,” said Karin Tulchinsky Cohen, an assistant principal at Beall Elementary School in Montgomery County, Maryland. Montgomery County is home to the largest school district in the state. The more than 11,000 teachers in the district, like many all over the world, face tough challenges brought on by virtual learning.“Their stress levels have been very, very high,” she said.Recognizing that, the school district partnered with Kaiser Permanente for “RISE,” which stands for “Resilience In School Environments,” part of their Thriving Schools program to offer more programs and resources to help teachers improve their own mental health and coping abilities.“The effort of just having to overdo it on the screen so that your students can stay engaged, one, and continue to learn. I mean, they've just had to grow their repertoire so much,” said Erin VanLuven, a licensed clinical social worker at Kaiser Permanente.Some of what they do also involves yoga and virtual dance parties.“People that can regulate their own emotions when crisis comes into their life, you know, they are much more able to be effective and efficient and they're much more likely to bounce back,” VanLuven said.Among VanLuven's three main suggestions to strengthen mental health are the following:Make sure to give yourself a “bio-break,” which includes deep breathing or even stretching for a few minutesTry to eat at least two healthy meals a day that include fruits and vegetables, because that impacts your overall health, including mental healthTake up a hobby you enjoy and do it“Everybody should be taking care of their emotional wellness, and it doesn't really take much more than 10 to 30 minutes a day,” VanLuven said.For educators, the advice and camaraderie with fellow teachers have helped. Kaiser Permanente is working with school districts in the Washington, D.C. and Baltimore areas, with plans to expand those programs elsewhere.“I am so proud of the teachers in my school and all teachers,” said Tulchinsky Cohen. “They have adapted so beautifully.”It’s a way of adapting to a new way of doing things, for now. 2314

(AP) — The U.S. government says California must change how it issues identification cards that comply with stricter federal requirements.The so-called Real ID cards will be needed to board airplanes or enter federal buildings by October 2020 under security enhancements following 9/11. California already has issued 2.3 million cards.Department of Motor Vehicles spokesman Marty Greenstein said Friday that those IDs will remain valid and changes will apply going forward.The DMV had required one document proving residency and counted on delivery by the post office as secondary proof of someone's address.Emails show the Department of Homeland Security approved that process last year. But it told the DMV in November that was no longer acceptable and two documents proving residency are required.The change will be implemented next spring. 869
