SAN DIEGO (KGTV) - This record hot summer was the first that San Diegans had to pay the state's new high-usage charge on their electric bills. It led to bills as high as 0, and complaints pouring into San Diego Gas and Electric. Now, the utility says the charge - meant to discourage high use - isn't working and should be eliminated."We want to move forward to eliminate this charge and help our customers," said SDG&E spokesman Wes Jones.Jones said the utility understands the frustration over summertime bills. Nearly 81,000 households were hit with the high-usage charge in August, a month with record heat.RELATED: Making It in San Diego: Families stunned by high electric bills"We heard from folks that they needed that much energy to run their A/C and tried to stay cool," Jones sadi. "We think that's very important. We want to make sure they are comfortable."SGG&E now plans to ask the state Public Utilities Commission to eliminate the charge altogether."You hopefully will see a reduced shock and awe bill," Jones said.But questions remain about the proposal. The high-usage tier is just 7 cents more per kilowatt hour than the next lower tier. And by the time someone passes the high-usage threshold, they're already paying an 80 percent premium on electricity, at a price of 43 cents per kilowatt hour.RELATED: San Diego Gas and Electric addresses high power billsSDG&E would have to adjust those lower tiers if the state adopted its plan. "To me, it feels like you're on the street in New York and someone's moving a cup around with the ball in it. You don't know where it is and what's going on," said Jeff Tarzia, a Poway resident.Tarzia began driving for Uber after his family got hit with a 0 electric bill in August."As it stands right now I think they need to go to a more simplistic layout for the billing cycle," Tarzia said,.But Jones said the plan is not cosmetic. SDG&E also wants to expand options, like qualifying customers with plans that have lower rates - like the ones for those with electric cars. SDG&E also proposes to change its scheduled cash credits to all hit in August to help with the year's most expensive months.The utility will also ask the Public Utilities Commission to review its baseline rates - which sets tiers from the coast to the mountains. SDG&E also hopes to combine summer and winter prices for a lower year round rate. SDG&E plans to submit the proposal to the commission in the coming months. SAN DIEGO (KGTV) - The U.S. Attorney's Office of Southern California announced charges Friday against a man in the death of a Camp Pendleton Marine who had an overdose in his barracks.The unidentified Corporal was found unresponsive on the floor near his computer chair on January 29, 2017. He was wearing headphones and appeared to have been playing video games, investigators said.An autopsy determined the Marine died of fentanyl toxicity. A pill found on the headboard near a powdery substance and a rolled-up dollar bill tested positive for fentanyl.A complaint unsealed Friday detailed drug charges against 25-year-old Kyle Shephard of San Marcos.Investigators said Shephard met the victim in November 2016 and sold him fentanyl and other drugs multiple times over three months.Shepard acknowledged the pills could lead to an overdose, according to the complaint.In December, Shephard was arrested and charged with possessing for distribution roughly 2,000 fentanyl pills.“What a senseless tragedy that another young life has been lost because of fentanyl,” said U.S. Attorney Adam Braverman. “This Marine was serving his country and had his whole life ahead of him. We are going to hold dealers accountable for the deaths that result from their reckless disregard for human life.”Shephard will be in court March 6 for a detention hearing.  1369

SAN DIEGO (KGTV) -- The search is on for three teenagers that held a man at gunpoint then stole his car in Paradise Hills.According to San Diego police, the incident happened around 12:30 a.m. Wednesday at the victim's apartment complex on Doriana Street.Police believe the carjacking happened just minutes after the same teenagers attempted, but failed, to carjack another man near the intersection of Alta View and Potomac, a few blocks away.The victim suffered a minor injuries to the head and is expected to be OK.Police say the three teens are believed to be between the ages of 16-18. They sped off in the victim's gray Honda and are still on the loose.Detailed descriptions of the teens and a license plate number for the stolen car were not immediately released. 778

SAN DIEGO (KGTV) -- The San Diego county Sheriff’s Department is investigating after a man died following what was believed to be a fight at Pala Casino early Saturday morning.According to the department, the man was taken to the hospital by ambulance from the 4700 block of Highway 76. He was pronounced dead just before 8 a.m.After an initial investigation, the department believes he was in a fight with another man in the parking lot of Pala Casino around 6:30 a.m.The department’s homicide unit is investigating, but at this time, no further details or identities of the victim or suspect have been released. 621

SAN DIEGO (KGTV) - These days, it's hard to go a block in the East Village without seeing a restaurant that's out of business.Recently, the Tilted Kilt, Market Hall, Smashburger, and Sol Cal Cafe have all shuttered. "I just noticed constant, consistent places are closing around here," said Ed Korb, who was visiting the area Thursday.Alina Ahmed, who owns Cafe De L'Opera, on J Street, says it's ever-increasing rents, and higher costs like minimum wage and electricity that are squeezing her, and causing her colleagues to close. She's been in business for five years, and says it gets harder each time the calendar turns. "Everybody thinks that because you're close to Petco Park, which is a great location, you're going to make a lot of money," she said. Ahmed says she tried keeping her cafe open during Padre games, but even then the foot traffic couldn't justify it.The East Village Association, which keeps a directory businesses, said in a statement that this part of the evolution of the neighborhood."As the East Village community continues to grow, so to does the sophistication of our businesses housing and residents, which lends to a competitive higher end urban environment, offering a uniquely downtown San Diego experience," the association said. A spokeswoman for the Tilted Kilt, which also closed its Mission Valley location earlier this year, said the owner of the space near Petco Park wanted to go in a different direction.   1502
