The General Services Administration, a government agency that assists incoming presidents with their transitions into the Oval Office, announced Monday that it has formally recognized President-elect Joe Biden’s victory in this month’s presidential election, according to a memo sent by the GSA.The announcement comes as the Trump campaign has been failing to gain traction in its legal battle against a number of states that Biden won.With the GSA’s decision, the White House will be required to provide intelligence briefings for Biden, along with classified government documents. The Biden team can also begin conducting background checks on potential hires before taking office on January 20, 2021.Last week, Biden said that the lack of a formal transition could have set the United States’ response to the coronavirus back.“I am optimistic but we should be further along,” Biden last week said during a virtual call with first responders. “One of the problem that we are having now is the failure of the administration to recognize (the results)."Since the Associated Press projected Biden as the winner of the election on Nov. 7, President Donald Trump and his campaign has made multiple claims that the election was stolen, and accusing election officials of fraud. So far, Trump’s campaign has not been able to substantiate any evidence of fraud in court, and has had a number of lawsuits dismissed.After past presidential elections, the apparent winner is given funding and access to documents to begin the transition.Biden pointed to the Presidential Transition Act of 1963, which says that government services and documents be made available to the “apparent” victor of the presidential election.While Trump did not concede on Monday, he said he is recommending his team to cooperate in the transition of power. "I want to thank Emily Murphy at GSA for her steadfast dedication and loyalty to our Country," Trump tweeted. "She has been harassed, threatened, and abused – and I do not want to see this happen to her, her family, or employees of GSA. Our case STRONGLY continues, we will keep up the good fight, and I believe we will prevail! Nevertheless, in the best interest of our Country, I am recommending that Emily and her team do what needs to be done with regard to initial protocols, and have told my team to do the same."GSA Administrator Emily Murphy said in letter that she had received threats, and that she was no coerced into delaying the announcement of an apparent winner."To be clear, I did not receive any direction to delay my determination," Murphy said in a letter to the Biden-Harris transition. "I did, however, receive threats online, by phone, and by mail directed at my safety, my family, my staff, and even my pets in an effort to coerce me into making this determination prematurely. Even in the face of thousands of threats, I always remained committed to upholding the law."Contrary to media reports and insinuations, my decision was not made out of fear or favoritism. Instead, I strongly believe that the statute requires that the GSA Administrator ascertain, not impose, the apparent president-elect. Unfortunately, the statute provides no procedures or standards for this process, so I looked to precedent from prior elections involving legal challenges and incomplete counts. GSA does not dictate the outcome of legal disputes and recounts, nor does it determine whether such proceedings are reasonable or justified. These are issues that the Constitution, federal laws, and state laws leave to the election certification process and decisions by courts of competent jurisdiction. I do not think that an agency charged with improving federal procurement and property management should place itself above the constitutionally-based election process. I strongly urge Congress to consider amendments to the Act."The Biden transition team welcomed the news on Monday. "Today’s decision is a needed step to begin tackling the challenges facing our nation, including getting the pandemic under control and our economy back on track," Biden- Harris transition executive director Yohannes Abraham said in a statement. "This final decision is a definitive administrative action to formally begin the transition process with federal agencies. The Chicago Police Department is under fire after a video surfaced showing department officers helping the Norfolk Southern Police in an operation that used "bait trucks," container trucks filled with goods left to attract potential thieves.The Facebook video, shot last week by community activist Charles McKenzie, shows a white unmarked truck parked in the largely black Englewood neighborhood."The police parked a truck with boxes of Nike shoes in front of kids ... and when people hop in the truck the police hopping out on them," McKenzie wrote on Facebook.The truck was part of a surveillance operation, nicknamed "Operation Trailer Trap" by police, used to target individuals who had been breaking into freight containers at Norfolk Southern rail yards, Norfolk Southern told CNN. The rail company has its own police force.A man was arrested on August 2 as part of the sting and charged with burglary. The Cook County State's Attorney's Office said the charges against the suspect were dropped on Thursday. The office did not provide additional details about why the suspect was no longer being charged. According to the Chicago Tribune, the suspect is deaf and communicates through sign language, and told police he had entered the trailer to take food.Norfolk Southern dismissed claims that youths were targeted in the operation, adding the suspect apprehended "cut open the safety seal with box cutters, broke into the back of the trailer and only then did they find retail shoes in unmarked brown boxes, previously secured and hidden inside.""Norfolk Southern has the responsibility to ensure the freight we are transporting is safely delivered and does not pose a risk to the communities in which we operate," Norfolk added in a statement. "This week's police operation was intended to directly combat such unacceptable thefts."Chicago Police Superintendent Eddie T. Johnson acknowledged in a news conference on Thursday the department assists local law enforcement agencies with this type of operation."At the end of the day, just because it's out there and it's not yours, that doesn't mean you're supposed to take it," Johnson said. "But as Chicago Police Department, we're going to take a hard look and see if there's something we can do better."At least one local official and the ACLU of Illinois criticized Chicago police for being involved in the operation, arguing the practice created unfair situations of entrapment.Karen Sheley, director of the Police Practices Project at ACLU of Illinois, said in a statement "these stunts won't help" better relationships between police and communities of color in Chicago."Police should focus on reform and improve outreach to communities that have been too often the target of police abuse," Sheley said.In a statement, longtime community activist Lori Lightfoot, who is also a current candidate for mayor, said the use of the "bait trucks" is "an appalling display of misplaced priorities," and made a reference to a string of shootings that left 12 people dead over the weekend."Video footage shows officers antagonizing Chicagoans they are sworn to serve and protect, and creating conflict when their responsibility is to promote public safety," Lightfoot added.Roderick T. The Federal Aviation Administration issued an emergency directive for inspections of certain Boeing 737 planes due to recent reports of engine shutdowns.The FAA issued an emergency airworthiness directive on Thursday for certain Boeing 737s that have been in storage for more than a week.According to the directive, a certain engine valve may be responsible for four recent reports of engine shutdowns. Agency officials suspect that the valve may become corroded during storage, causing it to remain stuck in the open position.The directive requires that any Boeing 737-300, -400, -500, -600, -700, -700C,-800, -900, and -900ER that have been in storage for a week or longer undergo an inspection before being put back into use. The directive also requires inspections for any of those Boeing models that have completed "less than 10 flight cycles" at the time of the directive after coming out of storage.The inspection order was released the same day that CNBC reported that Boeing told lenders to expect fewer deliveries of its 737 Max planes that initially expected. The 737 Max, a plane Boeing has been developing for years, was grounded in 2019 after a series of crashes. 1185

  

The daughter of a former Russian spy who was poisoned alongside her father in Britain last month has been discharged from the hospital, an official from the hospital said Tuesday.Yulia Skripal and her father Sergei Skripal were found slumped on a bench on March 4 in the English city of Salisbury after being exposed to a military-grade nerve agent, British authorities said.The UK government blamed Russia for the attack, but Moscow has denied any involvement.Yulia Skripal regained consciousness in late March and released a statement last week thanking those who treated her and father and those who had sent "messages of goodwill.""Yulia has asked for privacy from the media and I want to reiterate that request," Salisbury District Hospital medical director Christine Blanshard said Tuesday. "I also want to take this opportunity to wish Yulia well. This is not the end of her treatment, but marks a significant milestone."Blanshard added that Sergei Skripal's condition was still improving, albeit at a slower pace than Yulia."Her father has also made good progress," Blanshard said. "On Friday, I announced that he was no longer in a critical condition. Although he is recovering more slowly than Yulia, we hope that he too will be able to leave hospital in due course."London's Metropolitan Police refused to comment on whether Yulia Skripal was receiving police protection following her release from the hospital.In a tweet, the Russian embassy in the UK said: "We congratulate Yulia Skripal on her recovery.
