SAN DIEGO (KGTV) - Newly-elected San Diego District 4 councilwoman Monica Montgomery is vowing to improve the relationship between her community and the police department. On Monday, she was unanimously appointed to the Public Safety and Livable Neighborhoods Committee. More than a dozen community members spoke during a special meeting on Monday, backing Montgomery. The overwhelming support for her appointment quickly turned to frustration and anger towards the rest of the council and the police department about Aleah Jenkins, who died in SDPD custody early this month. SAN DIEGO (KGTV) — One man is dead and another person was injured after two separate shootings just miles apart early Saturday.The first shooting occurred in the Lincoln Park area before 3:30 a.m. near Euclid and Imperial avenues. A suspect wearing dark clothing reportedly shot at a group of transients, according to San Diego Police.One person was hit by debris from the gunshot and taken to the hospital as a precaution.MAP: Track crime happening in your neighborhoodA second shooting occurred about two miles away, an officer patrolling Mountain View heard gunshots around the same time. He arrived to find a man lying on the ground on South 45th Street, near Willy Henderson Sports Complex.The Hispanic man in his 20s to 30s was shot multiple times and died at the scene, police said. His identity has not been released.Police are searching for a white Volkswagon seen in the area by witnesses following the shooting. SAN DIEGO (KGTV) - Mortgage brokers spent the past week calling and emailing clients around San Diego, telling people it's time to buy."Whenever I see a rate dip like that, my first reaction is to call everyone as fast as I can," says Broker Scott Davenport. "I try to get a hold of as many people that have been on that fence to jump on it as quickly as they can."The frenzy started when mortgage rates dropped .22% on March 27, to 4.06% on a 30-year fixed rate mortgage.It was the biggest single-week rate drop in more than a decade.RELATED: San Diego among top hot housing markets for 2019, Zillow reports"That could mean a savings of hundreds of dollars per month," says Davenport. I expect rates to stay low through the summer, but at the same time, I don't expect them to stay low for long."Rates hit historic lows in 2012, around 3%, after the recession and housing bubble burst. Davenport says he doesn't see conditions that would create rates that low any time soon.
