SAN DIEGO (CNS) - A 17-year-old girl was shot Tuesday morning during an argument inside a Rolando apartment, San Diego police said.Shortly after 12:35 a.m., a security guard reported hearing an argument followed by a gunshot inside of an apartment in the 4700 block of Seminole Drive, near Stanley Avenue off 63rd Street and El Cajon Boulevard, San Diego Police Officer Robert Heims said.The security guard also reported seeing people run away after the shooting, Heims said. SAN DIEGO (AP) — The number of people expressing fear of returning to their home countries when stopped at the U.S. border with Mexico has spiked, according to figures released Monday by U.S. Customs and Border Protection.U.S. border authorities fielded 92,959 "credible fear" claims — the initial step toward asylum — in the fiscal year that ended Sept. 30, up 67 percent from 55,584 the previous year. SAN DIEGO — A new political ad is pushing a proposition it says will eliminate a "tax penalty" on homeowners whose homes burn down in wildfires.That measure, Proposition 19, would allow homeowners who lose their homes in a wildfire or natural disaster to transfer their property tax base to a replacement home anywhere in the state. That's important because in California, homeowners pay their property tax based on the value of a home when they buy it, under 1978's Prop 13. It only increases incrementally after. Therefore, buying a new home could cause a family's property tax bill to skyrocket. A new ad released by the Yes on 19 campaign, funded largely by the California Association of Realtors and California Firefighters Association, emphasizes that point. "It limits property taxes on wildfire victims, so families can move to a replacement home without a tax penalty," the ad says. SAN DIEGO — San Diegans can participate in AstraZeneca's COVID-19 vaccine trial, which recently showed 90 percent effectiveness under a certain dosage.AstraZeneca announced Monday that its vaccine was 90 percent effective when participants started with a half dose, followed by a full dose at least four weeks later. It is currently seeking participants through UC San Diego Health and other partners for its ongoing trials. Full doses given four weeks apart were 62 percent effective in the trial. “These findings show that we have an effective vaccine that will save many lives," said Professor Andrew Pollard, Chief Investigator of the Oxford Vaccine Trial, in a statement released by AstraZeneca. "Excitingly, we’ve found that one of our dosing regimens may be around 90 percent effective and if this dosing regime is used, more people could be vaccinated with planned vaccine supply."Elana Godebu, a UC San Diego urologist, said she has seen the impacts of Coronavirus firsthand. She is currently practicing at El Centro Regional Medical Center, affiliated with UC San Diego. She says the center is filling up because of a rise in local cases and patients coming up from Mexico.
