SAN DIEGO (KGTV) - City leaders announced a new overnight parking lot on Tuesday for people living in their vehicles.It comes a day before the city committee on Safety and Livable Neighborhoods will vote on a new ordinance that would create restrictions on vehicle habitation.Living in a vehicle has been legal since a federal judge filed an injunction against the city’s law last August, saying it was too vague.The new ordinance would restrict living in vehicles within 500 feet of a school or residence at all hours of the day. It would also make it illegal to live in a vehicle from 6 pm to 6 am anywhere in the city, except in the approved lots. “The city cannot solve the problem, so their tactic is, “let’s hide it,’“ said Caesar, a man who lives in his van and wished to withhold his last name because he is currently looking for a job.He said he used to have a stable living situation but fell on hard times after paying for his two kids college tuition. Then he lost his job. “They offered to help me, but I said ‘no,’ I don’t want to be a boulder in your life.”Caesar said, he may end up using the new city parking lot in Mission Valley, but he worries that if the new ordinance passes, he still may be ticketed by police.“The tactic is, let’s load them with citations,” speculated Caesar. 1308

SAN DIEGO (KGTV) -- Celebrity Chef Brian Malarkey announced Sunday the closure of his San Diego restaurants amid the coronavirus outbreak. The announcement was made on Instagram and the closures take effect Sunday, March 15. “On behalf of our staff and community and in the interest of keeping our city safe, we are temporarily suspending our operations,” Malarkey said. SAN DIEGO (KGTV) -- Children's minds cam become overwhelmed during the chaos of a pandemic. However, one local company has found a way to deal with these challenges, especially as kids get ready to start a new school year. Brain Balance of San Diego offers a holistic program that specializes in getting to the root of children's challenges."Those challenges might be academically, socially, or behavioral, says office director Amanda Lee. "We see a lot of parents who come in with children struggling with attention, and sensory processing."And at Brain Balance, they stay away from medications. "That just looks at the tip of the iceberg, and is a band-aid."They believe in the power of exercise, with workouts such as jump rope, balance beam, and planks just to give a few examples."It's fantastic for the brain, but the type of exercise we do here is very intentional. It works on very specific areas of the brain, but especially the connections between the different regions which are connected with development, processing, learning, and every day functioning."Many families are now seeing their kids struggle, as they deal with the pandemic and distance learning. "It's just been difficult," says the father of twin girls going through the Brain Balance program. "It's been nice because Brain Balance has been there, with emails as well as checking in with phone calls. But now having schools start with the distance learning, it's going to be hard to gauge them, but I can see they've gained."So what are the red flags to look for in your children? Lee says there are a few. "Are they able to really focus on the lesson at hand, and what about reading? SAN DIEGO (KGTV) — City officials say 55 people at the San Diego Convention Center's emergency homeless shelter have tested positive for COVID-19, as cases surge around the country.The individuals who tested positive include those suffering from homelessness and staff at the center, according to the City of San Diego.Those homeless individuals who tested positive will be moved to a local hotel managed by the county for public health use. Staff who tested positive have been notified and advised to stay home. Positive individuals will be kept off-site until it is deemed safe for them to return.The county has made testing available to all staff and residents at the center to halt any further spread and is working to determine if there is an impact to others at the Convention Center.Prior to this round of testing, there had been less than 30 positive tests at the Convention Center over the last nine months, the city says.The city says that individuals utilizing the Convention Center and staff have a daily temperature check and verbal questionnaire and must wear a face covering, and staff clean and sanitize surfaces and hands frequently.The new positive cases as COVID-19 cases surge across the county and state. Saturday, the county reported a record 2,287 new coronavirus cases, bringing the local total to 90,468 cases. 1343
