SAN DIEGO (KGTV) — California's regional stay-at-home orders will go into effect in San Diego County on Sunday after the Southern California region fell below the 15% ICU threshold that triggers the restrictions.The state Department of Public Health announced the Southern California region, which includes San Diego, Los Angeles, Orange, Riverside, Imperial, Inyo, Mono, San Bernardino, San Luis Obispo, Santa Barbara, and Ventura counties, fell to 13.1% ICU capacity on Friday. SAN DIEGO (KGTV) — Construction crews have started on about 4.5 miles of bikeways and safety improvements stretching from downtown to Hillcrest.The projects include separated and buffered bikeways on Fourth and Fifth Avenues, safety improvements such as lighting, upgraded landscaping, and improved crosswalks for people with disabilities and pedestrians.In all, the project will cost .2 million and cross from B St. in downtown, through Bankers Hill, and to Washington St. in Hillcrest."This project will make it safer and easier for people to walk and bike along commonly traveled streets to visit local businesses and reach destinations such as Downtown San Diego, Balboa Park, and Hillcrest," said SANDAG Vice Chair and Encinitas Mayor Catherine Blakespear. "San Diegans are walking and biking more during the pandemic and this project will provide safe and convenient options for people to continue to choose active transportation, even when the health crisis is far behind us."The new bikeways are part of the Uptown Bikeways effort proposed in 2012, meant to connect Uptown, Old Town, Mission Valley, Downtown San Diego, North Park, and Balboa Park. SAN DIEGO (KGTV) - Clothing retailer Forever 21 announced Tuesday it may close three stores in San Diego County as part of its Chapter 11 bankruptcy restructuring. The affected locations, which include Fashion Valley, University Towne Center, and Parkway Plaza in El Cajon, could be shut down "pending the outcome of continued conversations with landlords,” according to court documents. Attorneys also said the list of store closures could change pending restructuring efforts.Forever 21 has 800 stores worldwide and plans to close almost 200. "We do however expect a significant number of these stores will remain open and operate as usual, and we do not expect to exit any major markets in the US," the company said. The chain was founded in 1984 in a small Los Angeles store by South Korean immigrants Do Won Chang and his wife, Jin Sook. The chain expanded quickly in suburban malls, and catering to young girls and women with a mix of inexpensive basics. SAN DIEGO (KGTV) - Border officials say they have received enough funding to replace 100 miles of border fencing along the U.S.-Mexico border.The Trump Administration will put forth about .6 billion through the 2018 Congressional appropriations.  The new border wall provides a comprehensive system of wall, lighting, and technologies, Acting Commissioner Ronald Vitiello said during a press conference Friday.In San Diego, a total of 28 miles of border barrier will be replaced. Fourteen miles of "dilapidated" border wall constructed with landing mats will be replaced with new steel bollard wall, according to Vitiello. SAN DIEGO (KGTV) – Any other year, Sonia Highbaugh and her family would be spending Christmas gathered at her sister’s house, but in true 2020 fashion, things look a little different this holiday.“I was sad this year not being able to spend the holidays with my extended family and everyone, but we make those hard decisions for the betterment of everybody,” said Highbaugh. “We actually stayed home, it’s just my immediate family, my boyfriend, and our two boys. We made videos of them opening their gifts so we can share with family so we can feel like we were together.”Highbaugh works for the Chicano Federation and says through training with the San Diego Latino Health Coalition; she received pointers on how she should be spending the holiday this year.“With the pandemic, we wanted to be safe. I’m also expecting, so it’s very important for me to stay safe,” she said.Registered Nurse Francisco Garcia can relate.“It’s just us three,” said Garcia.While breaking traditions can be challenging, Garcia, his wife, and daughter also decided to spend Christmas at home together.“Being a Latino, my family chooses to get together every year for Christmas and have food and presents. Just having everyone together is what we take pride in, and so it’s very different that we’re not around each other this year,” he said.Working as a registered nurse, Garcia knows all too well the potential consequences of large gatherings during the pandemic, especially after the surge in COVID-19 cases after Thanksgiving celebrations.“Seeing an influx of patients and the number of patients we’re seeing with COVID as the year went on was a big challenge,” he said.Health officials across the nation, including here in San Diego County, have urged people to stay home, avoid traveling and large gatherings, despite that some continue to ignore the guidance.According to the Transportation Security Administration (TSA), 846,520 people in the United States were screened at TSA checkpoints on Christmas Eve alone, and millions more were screened since last Friday.Still, many families are playing safe and having a great time doing so.“It has been fantastic; I think the biggest challenge we’ve had is not burning the Christmas dinner,” said Garcia.“We have to trust our community.
