BEIJING, Dec.23 (Xinhua) -- China is tightening regulation on foreign investment in the real estate sector to crack down on speculation, according to a statement from the Ministry of Commerce(MOC) on Thursday.The ministry urges local authorities to increase checks and supervision on property investment that involved foreign investors and strengthen risk controls on the sector, said the statement posted on the MOC web site.According to the statement, foreign-funded developers are not allowed to make profits through buying and reselling real estate projects, which will be strictly monitored by the MOC along with the Ministry of Land and Resources and the State Administration of Foreign Exchange.The ministry also required local authorities to tighten scrutiny over foreign-funded investment companies and not to allow those companies to enter the real estate businesses, while closely examining the exact amount of foreign funds used in new real estate projects.Foreign direct investment(FDI) into China's property sector jumped 48 percent to 20.1 billion U.S. dollars in the first eleven months of this year, compared to a 17.73 percent growth in the total FDI in the same period, according to earlier MOC data.China introduced a group of measures to crack down on property market speculation and rein in skyrocketing home prices since the beginning of this year, including prohibiting the issuance of mortgage loans for third home purchases and raising down-payments.The government is also guarding against possible "hot money" inflows that might complicate China's policy to fight inflation.Property prices in 70 major Chinese cities rose 0.3 percent in November, month on month, and 7.7 percent year on year, according to the National Bureau of Statistics.

BEIJING, Nov. 23 (Xinhua) -- China aims to better protect lawyers' rights and facilitate their work through enhanced financial and policy support, according to the Ministry of Justice.The ministry also intends to intensify supervision on the work of lawyers and law firms against unsound practices, it said on Tuesday.Efforts will be made to better protect lawyers' rights to meet with their clients in police custody and facilitate their rights to review documents, conduct necessary investigations and collect evidence, the ministry said in a written interview with Xinhua Tuesday.The ministry, which has recently issued a circular on its proposal to further improve the work concerning lawyers, called for a system to guarantee funding for lawyers' work."Lawyers should be subsidized if working as legal advisors to the government or providing legal services for the public interest," the ministry said.Also, government agencies are urged to continue their financial support for those government-funded law offices in underdeveloped regions of the country and offer more funding for lawyers' training.The ministry called on courts and prosecution agencies to recruit more judges and prosecutors from outstanding lawyers and encouraged government bodies to select more qualified lawyers to work as civil servants.Meanwhile, China will improve the evaluation of lawful practices undertaken by the country's lawyers and increase supervision over the work of law offices and lawyers, according to the ministry."Judicial administration departments should conduct annual checks of law firms' work while bar associations should check lawyers' lawful practices every year," it said.It called for intensified checks for unsound practices of law firms or lawyers, including those of undermining justice in law enforcement, public order, or legal rights and interests of the masses."Lawyers who ignore or violate laws and regulations governing lawyers' practices should be dealt with seriously, including expulsion from the legal profession," the ministry said.Conditions and procedures which applicants should meet and pass before becoming certified lawyers must be strictly followed, the ministry said.According to the ministry, the number of certified lawyers and law firms in China exceeded 166,000 and 15,000, respectively, at the end of 2009.

  

BERLIN, Jan. 6 (Xinhua) -- Chinese Vice Premier Li Keqiang arrived here Thursday on the second stop of his three-nation Europe tour to promote China's relations with European Union nations.In a written speech released at the airport, Li said China-Germany ties would enjoy important development opportunities in the new era.Li said he expected further deepening of cooperation between China and Germany in various fields, and that he would exchange views with German leaders on issues of common concern during his four-day stay in Germany, so as to boost the continued development of the China-Germany strategic partnership.Li said China's relations with Germany had moved ever closer as the two countries jointly fought against the international financial crisis.Chinese Vice Premier Li Keqiang (R, front) is greeted upon his arrival in Berlin, Germany, Jan. 6, 2011. The two countries have established a strategic partnership," Li said in a guest article published by German newspaper Sueddeutsche Zeitung Wednesday."Over the past two years, China and Germany have worked hand in hand to tackle the international financial crisis," the article said, adding both countries were among the first to achieve an early and strong economic recovery, and had contributed actively to the world economic recovery.The article also said the two countries should expand trade cooperation, promote mutual investment and deepen cultural and people-to-people exchanges.Chinese ambassador to Germany Wu Hongbo told Xinhua he believed Li's visit to Germany would lay solid ground for developing the two countries' relations for the year, and charter the course for and add fresh momentum to the relationship.Before arriving in Germany, Li visited Spain. THE HAGUE, Nov. 29 (Xinhua) -- As the 2012 deadline for the complete destruction of chemical weapons approaches, China Monday called for parties to demonstrate their political will and speed up the destruction process.During the 15th session of the Conference of the States Parties of OPCW, Ambassador Zhang Jun, Permanent Representative of China to the Organization for the Prohibition of Chemical Weapons (OPCW) said the Chemical Weapons Convention has been playing "an important role" in removing the threat of chemical weapons.Zhang said: "The timely completion of destruction activities constitutes a core obligation under the Convention. The destruction of chemical weapons is the most important, pressing and overriding task for the OPCW at present and in the years to come."
