SAN DIEGO (KGTV) — Residents in one City Heights neighborhood say they're upset their streets have become a constant "demolition derby."In the Ring video, a loud crashing sound is heard at night, before a frantic Yesenia Zepeda goes outside her home in late April. A hit-and run driver struck her girlfriend's car parked on Dwight Street near 47th Street. It is the second time her girlfriend's car has been struck outside the home in a 4-month period. "It's ridiculous and it's dangerous," said Zepeda. Last week, that danger played out again on her Ring camera, as a car collided with an SUV carrying a mother and a one-month-old baby, who appeared to be okay. "It was heartbreaking to see," said Zepeda. Zepeda fears more heartbreak may be just around the corner. "I hear screeching all the time," said Zepeda. She and other neighbors say crashes and close calls are a constant. "You really can't see anything at night," said Zepeda. Zepenia points to the dark street, speeding cars, a sharp turn, and one very narrow street. Other videos show just how tight that squeeze is. Sometimes, two-way traffic is not possible. Zepeda has contacted city officials, asking for streetlights, signage to help slow speeds, and turning a section of 47th Street into a one-way street. A city spokesperson issued the following statement: “In April 2017, a 24 hour traffic study was conducted and the data concluded that this location does not qualify for traffic calming measures. Although the data did not warrant traffic calming measures, in May 2017, the City installed 2 speed limit signs on Dwight and 47th Streets and painted a yellow centerline at the intersection of 47th and Dwight. The City will open a new case to re-evaluate this street segment for traffic calming and evaluate for street lights.” Corinne Wilson, Communications Manager for City Council President Georgette Gomez, issued the following statement: “Our office has been working with Yesenia. The corner was referred for a traffic study in 2017. Recently, we have requested that it also be specifically evaluated for additional signage and are requesting data from the SD Police Department regarding collisions. We will continue to work with the residents and City staff to address concerns.” 2263

SAN DIEGO (KGTV) - San Diego city leaders met Monday to look for new ways to tackle homelessness. Several departments and organizations gave presentations to a committee, lead by Councilmember Chris Ward. The Select Committee on Homelessness met to discuss how to create new employment opportunities for homeless and how to get them into the existing rapid-rehousing programs. They also discussed a new program that would house all homeless services in one location. The San Diego Police Department provided an overview of their new Neighborhood Policing division. They say they are working to provide outreach, mental health services, and enforcement when needed.San Diego residents spoke during the public comment portion of the meeting, thanking the committee for their work but asking them to do more.Several other agencies also had presentations, providing updates on the temporary bridge shelters and the homeless storage facilities. The Select Committee on Homelessness meets one to two times a month. 1013

SAN DIEGO (KGTV) - San Diegans living in recreational vehicles will soon have an opportunity to find refuge in the city's newest safe parking lot, an expansion of the City's Safe Parking ProgramThe City-funded lot will be in Mission Valley, operated by Jewish Family Service.Right now, there are four safe parking lots, but only one allows RVs."No one told me life was going to be easy, ok? I understand that I get that concept, but can we get a break once in a while? Just a little break, that's how I looked at this. This was my break," said Jeff Tracy.Tracy is referring to the safe parking lot on Imperial Avenue which accommodates RVs; it's operated by Dreams for Change."Because you can't function and take care of your basic needs if you're worried about your basic needs."Tracy's life forever changed seven years ago when a drunk driver crashed into the vehicle he was in with his wife and daughter. Tracy was the only one who survived, and he lost one of his legs. He's been struggling ever since. "It's a very learning process being homeless, and I don't like it, and I know most people don't, it's a hard life."Some RV owners like Tracy worry they'll have to move their RV during the day if they're moved to the new parking lot. He not only has to get his wheelchair in and out of the RV but says the cost of gas would be astronomical. "Expensive, hard, it's stressful, because now I've got to move it and where am I going to move it to? I've got to pull over here to some resident again, and they're going to get upset, I don't want to upset people," said Tracy.Tracy says the Safe Parking Program has given him a place to feel safe while he tries to plan for a better future. The new parking lot is set to open next month. 1745
