The others are Hu, Wu Bangguo, Wen Jiabao, Jia Qinglin and Li Changchun.Before taking over as Party chief of Shanghai earlier this year, Xi, 54, was the top Party official in Zhejiang Province and the governor of Fujian.Li Keqiang, 52, is the youngest among the newly-elected. He was the governor of Henan before becoming Party chief of Liaoning.Hu led the new leadership line-up in the Great Hall of the People and introduced the new members to the media Monday."Both Xi and Li are relatively younger comrades," Hu said.He Guoqiang, 63, has established a reputation for his tough stance against corruption since taking over the Organization Department of the CPC Central Committee in 2002. He becomes head of the Party's Central Commission for Discipline Inspection.Zhou serves as the minister of public security and the first commissar of the Armed Police Force.In his speech, which was televised live nationwide, Hu vowed to do the best "to be worthy of the great trust" of all Party members and live up to the expectations of people."We will be firmly committed to development, which is the Party's top priority in governing and rejuvenating the country, concentrate on construction and development, make all-round progress in developing the socialist market economy, socialist democracy, an advanced socialist culture and a harmonious socialist society, and strive for scientific development by putting people first and making it comprehensive, balanced and sustainable," Hu said.He also promised to press ahead with the reform and opening-up, serve the people wholeheartedly and adhere to scientific, democratic and law-based governance."We will pursue an independent foreign policy of peace and unswervingly follow the path of peaceful development and a win-win strategy of opening-up."We will develop friendship and cooperation with all other countries on the basis of the Five Principles of Peaceful Coexistence and push for the building of a harmonious world of lasting peace and common prosperity," he added.Apart from the nine-member Standing Committee, 16 others were named to the Political Bureau of the CPC Central Committee. Among those newly elevated are Beijing Mayor Wang Qishan, Commerce Minister Bo Xilai, Jiangsu Party Secretary Li Yuanchao, Tianjin Party Secretary Zhang Gaoli, Chongqing Party Secretary Wang Yang and Vice-Chairman of the Central Military Commission Xu Caihou.Liu Yandong, 61, is the only woman in the Political Bureau. She is the vice-chairwoman of the National Committee of the Chinese People's Political Consultative Conference, the top advisory body.Hu was also named chairman of the Central Military Commission of the CPC at the first plenary session Monday. Guo Boxiong and Xu Caihou were named vice-chairmen.Hu met military delegates to the Party Congress last night.

The head of the World Health Organization (WHO) Thursday warned of worsening health in the country's vast rural areas while praising the government for its commitment to improve healthcare in the countryside."The health indicators have failed to improve in pace with the economic indicators," said Margaret Chan when addressing a conference on rural primary healthcare in China."The health gap between rural and urban areas has grown even wider and health in parts of rural China is deteriorating."Medical costs are rising faster than the growth of per capita income in rural areas, she added.She said she appreciated the government's efforts and plans to build a medical system for all people, saying "when fair and accessible public health services become the clear targets of a country's public health policy, people's health will be improved".The WHO chief said she had noticed that the tasks on improving people's well-being in the report by Party chief Hu Jintao at the 17th National Congress of the Communist Party of China included a basic medical insurance system for urban dwellers and a cooperative medical care system in rural areas.She said recent WHO research has found that diseases are the source of poverty for 30 to 50 percent of the rural population of 737 million.A growing number of rural people, especially the aged, are suffering from various diseases; however, few have access to decent healthcare, she told the conference.Chan criticized the practice of allowing healthcare services to be commercialized in rural area, warning that it will cause the patients deeper suffering.The government has pledged to provide its population with basic medical care by 2020.It is expanding medical care through the Rural Cooperative Medical Scheme, a plan under which subscribers are funded to the tune of 50 yuan (.4) per person - 20 yuan (.6) from the central government, 20 yuan from the local government and 10 yuan (.3) from the individual.Vice-Minister of Health Chen Xiaohong said nearly 85 percent of the country's rural area, or 2,429 counties, are participating in the plan.

WASHINGTON - Senior officials from the United States and China are scheduled to hold a twice-yearly dialogue in Washington this week on bilateral and multilateral issues, AFP reported Monday, citing a statement by the US State Department. US deputy secretary of state John Negroponte and China's Executive Vice Foreign Minister Dai Bingguo will lead their teams to the two-day US-China "senior dialogue" beginning Wednesday, said the statement. The dialogue is expected to cover the countries' bilateral relations as well as a range of key global issues, including security in Northeast Asia, energy and the environment, Iran and the conflict in Sudan's Darfur. The dialogue "is an important forum for both countries to discuss issues of strategic and political importance, including how to achieve our common goals," according to the statement. US President George W. Bush and Chinese President Hu Jintao agreed in 2004 during a summit of the Asia Pacific Economic Cooperation ( APEC) forum to hold the talks among their officials as part of efforts to improve ties. US-China ties are clouded by a variety of issues, including US accusations that China is keeping its currency undervalued. Currency concerns dominated a US-China "strategic" economic dialogue last month led by Chinese Vice Premier Wu Yi and US Treasury Secretary Henry Paulson even as unveiled measures to boost trade and investment ties.Despite criticism from the US in particular, Chinese officials contend that currency reforms are moving as quickly as the developing economy and financial system will allow.

  

China has paid its dues to the UN in time, one of China's representatives to the world body has said."This year, assessed contributions (UN membership dues) and peacekeeping assessments both will go up significantly for China, with the total being 0 million, a 42 percent increase against last year," a member of China's delegation to the Fifth Committee of the 62nd UN General Assembly, Yu Hong, said.Speaking at a conference on "Improving the Financial Situation" of the UN in New York last week, he said China has provided equipment worth more than million to its peacekeeping troops in Sudan and Liberia, too.The country will pay the bulk of its outstanding peacekeeping dues before the end of the year, Yu said."China has a very good reputation in fulfilling its financial promises to the UN," Wu Miaofa, a UN expert with the China Institute for International Studies, said. "China has become an active participant and constructor of the organization."The increase in China's financial contribution and its fulfilment of the promises show that it's willing to shoulder more international responsibility, he said.The UN's financial condition has deteriorated this year because of the rise in unpaid contributions."A sound financial condition is most important for the UN to perform its functions as the most important world body," Wu said, urging all member states to honor their financial obligations in time.

  

WASHINGTON - China warned the United States on Thursday against "groundless smear attacks" against Chinese products and said it was working responsibly to address concerns over a spate of recent food safety scares. "The Chinese Government has not turned a blind eye or tried to cover up. We have taken this matter very seriously, acted responsibly and immediately adopted forceful measures," said a statement by China's embassy in Washington. "Blowing up, complicating or politicizing a problem are irresponsible actions and do not help in its solution," the Chinese mission said in a rare policy pronouncement. "It is even more unacceptable for some to launch groundless smear attacks on China at the excuse of food and drug safety problems," it said. Echoing the Beijing government's complaints about US media reports, the embassy said food safety concerns were not unique to China, 99.2 percent of whose food exports to the United States in 2006 met quality standards. Problematic US imports from China -- including toxic ingredients mixed into pet food and recalls of toy trains and toothpaste -- were isolated cases and "hardly avoidable" amid huge and rapidly growing bilateral trade, the statement said. "It is unfair and irresponsible for the US media to single China out, play up China's food safety problems and mislead the US consumers," it added. Appealing for strengthened cooperation between Chinese and US food inspection authorities, the statement urged Americans to "respect science and treat China's food and drug exports fairly."
