SAN DIEGO (KGTV) – Police are looking for the person suspected of using an incendiary device to intentionally start a fire at a San Diego police substation in Logan Heights.At around 11:15 p.m. Monday, officers responded to reports of a fire in the rear parking lot of the Central Division substation in the 2500 block of Commercial Street.Responding firefighters put out the fire before it caused serious damage. No injuries were reported.The Metro Arson Strike Team was called in to investigate the incident after it was determined the fire was sparked by some sort of explosive.Police are viewing trolley security camera footage as part of their search for the suspected arsonist responsible for the blaze. 717

SAN DIEGO (KGTV) - New bathrooms are in place downtown as San Diego deals with a hepatitis A outbreak that's affecting the homeless.Four new portable restrooms are located at the intersection of First Ave. and C St. near City Hall.  Crews will clean them at least twice per day and they will be monitored with full-time security, according to a City spokesperson. A hand washing station is also in the area."The installation of more public restrooms is important to stop the spread of hepatitis A," said Jonathan Herrera, the City's Senior Advisor on Homeless Coordination. SAN DIEGO (KGTV) - Prosecutors say streetlight camera video revealed the killer of an East Village business owner. A bevy of surveillance and streetlight video was released during the preliminary hearing for Kevin Cartwright and Lorena Espinoza, accused of killing of Tony Radda, 49.October 2018. Just before 3 p.m., store surveillance video shows a woman wearing a purple wig and sunglasses enter the store.Video shows Radda and the woman going towards the back, possibly to show her some merchandise. Right away, a man in a mask is seen trailing behind them, lurking. When Radda and the woman return, the man in the mask attacks Radda, dragging him out of camera range. Prosecutors believe that is when Radda was shot several times and killed.Soon after, the masked man is caught prying open a cash register. Prosecutors say while the woman took off in an SUV; the man walked away.According to prosecutors, that walk was captured by a string of streetlight cameras. In one of the videos - about 12 blocks away from the store - the man in the mask sheds it, revealing a face, police eventually identified as Cartwright. On Friday, the judge is expected to decide whether the two will go to trial. 1206

SAN DIEGO (KGTV) -- One person was killed and three others were injured in an early Saturday morning crash involving two cars along the southbound lanes of SR-163 in Balboa Park.The incident happened around 2:30 a.m. on the Cabrillo Highway just south of the Quince Street overpass, according to the California Highway Patrol.The driver of a Lexus sedan rear-ended a Mazda sedan sending both cars off the highway. One of the vehicles tumbled down an embankment into a drainage ditch.The Madza was carrying two rideshare passengers in the rear seats, according to CHP. One of the passengers was pronounced dead at the scene, according to CHP. The other rear passenger was ejected out of the car causing the victim to suffer major injuries.Drivers of both vehicles are being treated for injuries.Investigators are working to determine the cause of the accident. It is unknown at this time if alcohol or drugs were a factor in the crash.All southbound lanes were temporarily shut down. SAN DIEGO (KGTV) - Most San Diego voters support a sales tax for public transit improvements, according to a study commissioned by the Metropolitan Transit System and the San Diego Association of Governments. Poll results released Wednesday show more than two-thirds of voters are in favor of a dedicated half-cent sales tax measure to raise revenue for new projects, FM3 Research reported. The City of San Diego’s current sales tax is 7.75 percent. 44 percent of those surveyed said they were “definitely yes” in favor of the sales tax measure. 23 percent voted “probably yes”. 19 percent said they were “definitely no” on a tax hike increase, according to the study.The poll results are the first step in a discussion between transit officials and the public that are expected to take place through the end of 2019. MTS will review public input and propose a spending and financing plan. “We have significant public interest in bringing fast, safe, reliable public transit to San Diego and the region,” said San Diego County Supervisor and MTS Board Member Nathan Fletcher. “It is time to reimagine how our region moves by working together to create a transit strategy that connects our communities, reduces congestion, provides more transportation options and builds the foundation for a cleaner, greener, more sustainable future. We have a lot of work to do, but we are encouraged by the results.” Transit upgrades and additions could include new trolley and bus routes, and safety enhancements, MTS officials said. “We are taking the next steps to creating a shared vision of the San Diego we want to see and this includes real choices in how residents move throughout their day,” said MTS Board Chair and San Diego City Council President Georgette Gómez. “We must be intentional and inclusive.
