SAN DIEGO (KGTV) — Each year thousands of people in San Diego County face eviction from the place they call home. With rising rents and mortgage rates increasing, experts say that trend is about to get worse.“On November 5 my family and I are going to be homeless because it’s very hard to find places,” said Margot Velez.Velez is being evicted from her apartment, the complex she’s called home for nearly a decade. She explained the owners of the complex claim she’s about ,000 behind, which is about three months rent.Team 10 investigator Adam Racusin asked Velez if there’s a possibility she ends up on the street.“Yeah, a real possibility,” she said.RELATED: More space for your money: Top neighborhoodsVelez is just one of the thousands in San Diego County facing an eviction.According to San Diego County Court records, there were more than 9,000 unlawful detainer cases filed last fiscal year. Those are eviction lawsuits.A report by the group Tenants Together, a statewide organization for tenants’ rights, stated landlords file an average of 166,337 eviction lawsuits annually in California, with a total of 499,010 households facing eviction in the three-year period. An estimated 1.5 million Californians faced court evictions over the last three years.RELATED:?Developer plans 300 new apartments in Otay Ranch"Evictions are on the [rise] in San Diego, and it's largely because there's just a depletion of rental stock,” said attorney Christian Curry with the Tenants Legal Center, a San Diego Law Firm. “Really, what it is is they get behind on their rent, and by the time they come to us usually they have the money to pay, but the landlord just won’t take it anymore."Curry said rents are going up and many people can't keep up, but in San Diego County, there are laws to help protect renters.The Tenants’ Right to Know regulations has a section that outlines termination of tenancy guidelines.RELATED: Housing swaps offer vacation savingsAccording to the regulations, a residential tenancy of more than two years duration shall not be terminated, nor shall its renewal be refused unless for things such as nonpayment of rent, the landlord intends to withdraw all rental units in all buildings or structures on a parcel of land from the rental market or the owner of blood relative plans to occupy the rental unit as their principal residence.If you’ve broken the rules and you haven’t been in your home for more than two years and you're facing eviction, there is a process for removal. According to Curry’s website, “After receiving an UNLAWFUL DETAINER [sic], the tenant/occupant must respond timely or lose the case. If you are personally served, you have only five calendar days to respond. If someone is served for you, you may have an additional 10 days. Weekends are counted but the last day to respond cannot land on a weekend (or holiday). If it does, the 'last day' carries over to the next business day. There are many defenses which can be raised.”Curry said tenants should know their rights and try to talk with the landlord ahead of time. SAN DIEGO (KGTV) - For the second time this week, Rancho Bernardo High School Principal Dave LeMaster met with concerned parents Thursday regarding Monday's school threat.Students arrived for class Monday morning to find violent threats spray-painted onto around 20 locations on campus. They all indicated a school shooting would happen that day at noon, with messages including "murder, blood, chaos" and "Florida was nothing".LeMaster told 10News police arrived quickly and within minutes determined there was no credible threat.An email notification went out to parents around 8:30am, after class had started, although LeMaster said if there was a danger, notification would have been sent out much sooner."We work with law enforcement to make sure the situation is secure and everyone is safe, and oftentimes, communication comes after that,” said Poway Unified School District spokesperson Christine Paik.Word of the incident quickly spread among students and their family members, which provides a challenge for administrators to inform parents."In the age of social media and texting, sometimes those unofficial communications will beat us to it ," Paik said. "But we have a responsibility to be accurate before we are able to put out those messages.”One parent told 10News she thinks the school should immediately notify parents of any threat to the school to give them the option of keeping their kids away from campus, but other parents worry that doing so could cause unnecessary panic and disruption.PUSD said it will work on improving the time it takes to send notifications to parents. SAN DIEGO (KGTV) — While fall-like temperatures lingered around San Diego County for a few days, a heatwave is on the way.Above-average temperatures are expected throughout the week with a heat advisory in effect from 11 a.m. Tuesday through 5 p.m. Friday.With many people still working and learning from home, you may have noticed higher energy usage on your electricity bill.“We’re dealing with some unusual and extreme situations this year given the COVID-19 pandemic and also extreme temperatures,” said Jessica Packard, communications manager for San Diego Gas and Electric (SDGE). “Look at conserving energy when you can, I know that’s easier said than done.”She said the key to bringing down that SDG&E bill is to avoid energy usage between 4 and 9 p.m.This time spent working from home can also come in handy.“If you are home working, try to maybe run the dishwasher during your lunch hour when you normally wouldn’t because you’d be in the office,” she said.To help during this pandemic, SDG&E has suspended service disconnections for those who can’t afford to pay their utility bill. SDG&E is also offering flexible payment plans.Based on annual household income, people who qualify can also sign up for state and federal programs to get discounts on monthly energy bills.“Look at some of our customer programs and assistance options if you’re really struggling and want us to cater maybe something to help you get through this difficult time,” said Packard.The hot and dry conditions across the county also cause fire concerns to grow. Firefighting agencies are asking everyone to remain cautious and avoid doing anything that can spark a fire.Right now, Packard said there is no need for Public Safety Power Shutoffs, but SDG&E meteorologists track and monitor the weather conditions daily in case there is a change.“At SDG&E, we really don’t want to turn off your power,” she said. “We try to give at least 48 hours’ notice in advance. SAN DIEGO (KGTV) - When William Hauf looks out his kitchen window, he sees rows of patio furniture that won't fit anywhere else."I just had to leave that stacked up out there," he says. "And I've got boxes of books in my garage right now that are unopened and brand new. Books that I haven't even seen yet."They're leftovers from Hauf's former, more successful life.In March, he sold his estate in Santaluz for million. Hauf had to sell it after losing millions of dollars himself in real estate and travel investments. It's a key number because that's what San Diego Gas and Electric says he still owes them from his Santaluz home. Hauf got that roughly ,000 bill in March - an annual balance correction because the Santaluz home had solar, meaning he didn't have to pay monthly. SDG&E is now threatening to cut the electricity to his new home in Carlsbad if he doesn't pay the balance. "It's a nightmare, and I have no power to be able to confront this," Hauf said. SDG&E checked Hauf's meter in 2018, after a roughly ,000 annual bill. He said he hoped they would do more at the time. "They didn't investigate, they didn't identify, they didn't do an audit, they didn't do any of that," he said. Then came the ,000 whopper in March. In a statement, SDG&E noted that Hauf's bill worked out to 2 a month for the 7,600 square-foot Santaluz home. The company said it found no issues with the meter and that something in the home was being left on for long periods of time. SDG&E says it has advised Hauf to make sure his pool pump was not left running but Hauf said there's a big problem with that advice."There's no pool in the house," he said. "There's no swimming pool, there's no heater, there's no air conditioning."In other words, Hauf can't pinpoint what caused his annual bill to get to ,000 dollars, and he doesn't think SDG&E can either. A spokesman for SDG&E said the utility isn't always privy to the types of appliances customers have, but reiterated that Hauf's meter was functioning normally during that time. This is the utility's full statement:This solar customer received an annual true-up bill of ,111.46 for twelve months of energy use at his 7,600+ sq. foot home. If you average that out it would be approximately 2 per month. Over the past several years we have spoken with this customer regarding increasing energy usage and other billing related questions. In a review of his March 2018 bill, we indicated that something in the household was turned on and left on for periods of time.
