(KGTV) — Several storms that have showered California with snow and rain have lifted the state out of drought for the first time since 2011.The U.S. Drought Monitor said Thursday that California was free of drought for the first time since Dec. 20, 2011. The state had seen some form of drought for at least 376 consecutive weeks.As of Thursday, the agency said more than 93 percent of the state was out of drought conditions. San Diego County's drought conditions were due to abnormally dry years prior to this winter, according to the agency, and local reservoirs were not at capacity despite the heavy rains."The rest of the region in Southern California is still abnormally dry due to very dry previous years. Reservoirs in San Diego County are only at 65 [percent] capacity. (KGTV) — Ventura Police have arrested a suspect wanted for killing a 55-year-old man in the Midway District on Thanksgiving Day.Forrest Robert Brantley, 38, was taken into custody in Ventura, police announced Wednesday, one day after San Diego Police released his photo to the public.On Nov. 28, SDPD says they received a call about a man who was severely injured in the 3100 block of Sports Arena Boulevard. Officer arrived to find Robert Frank Erbe with severe trauma to his neck.RELATED: Police identify man killed in Midway District stabbingMan stabbed to death in Midway District shopping centerErbe was taken to a nearby hospital, where he died of his injuries. (KGTV) - The city of Oceanside is moving forward with new medical marijuana regulations.Oceanside City Council approved regulating the manufacturing of medical marijuana and cultivation, but continued barring new dispensaries.The proposal allows the testing, cultivation and sale of medical marijuana within city limits.Oceanside currently allows the delivery and consumption of medical marijuana in private residences.City leaders had been eying the measure since the end of last year when they formed an ad-hoc committee for the cannabis regulations.The proposal will go back for a second reading, and would go into effect after 30 days from then.   669
