A man "showing homage to the DC comic supervillain, The Joker,'" was arrested after a road rage incident in Tempe, Arizona.Tempe police report that on April 15 near Rio Salado Parkway and Price Road, two vehicles were stopped in the right lane at a red light.A woman was stopped behind an orange Ford Mustang with lime green rims. She honked and flashed her lights signaling the Mustang to go. Instead, the driver, 35-year-old Keith Douglas Casto, pointed a silver handgun at the woman. After both cars made the turn, Casto reportedly came alongside the woman's car, rolled down his window and again pointed the handgun at the woman while she was on the phone with police. "Keep it in the movies. You're not that person and you don't get paid to point a gun at people in real life." said the woman, who is not being identified for safety reasons. "It looked like a gangster gun. No joke. Absolutely not. It's not okay to point your gun at someone."Tempe police officers located a car with the license plate 'AZ JOKER' at a nearby gas station. They found Casto with the same gun in his pocket. Inside the car, police say, was an homage to the 'DC comic supervillain'. They found a 'Joker' flask, a purple cane, an electronic voice changer, fake gold teeth, and joker cards. The silver handgun was also inscribed with the name, 'Joker.'Police are also investigating an incident in February, possibly involving Casto, where a man matching his description pointed a gun at several people in Tempe parking lot. Witnesses described the same car used in the road rage incident.He has been charged with aggravated assault. 1687

A decision by McDonald’s to change the way it subsidizes franchisees could lead to an increase in the price of a Happy Meal.The fast food chain is reportedly getting rid of a decades-old deal with franchise owners that helps cover the cost of those Happy Meal toys.Starting in 2021, McDonald’s will stop sending the roughly 0 monthly contribution, called the “Happy Meal rent and service fee,” to it’s U.S. restaurants, according to an internal message."We recognize this subsidy has been in place for many years," reads the memo viewed by Business Insider. "However, it is no longer fueling growth in the way it once was."Franchisees will be able to increase the price of a Happy Meal by 20 cents to offset the difference. McDonald’s doesn’t set menu item prices, and lets franchisees decide depending on location.Franchisees are reportedly not happy about the subsidy being eliminated, and other new fees that will start next year."COVID is surging, and they're worried about taking our Happy Meal subsidy?" a franchisee told Business Insider. "It's not something that families in America want. A lot of people depend on their service animals to help take care of them. But one Las Vegas woman said when her dog Luna began having trouble walking, she knew she had to go the extra mile to take care of her. Luna is a 10-year-old German Shepherd, emotional support animal and a lifesaver. Her owner is Sharlene Branche."She has saved my life so many times. Literally gotten me out of bed because of my breathing problems," Branche said.So when Branche noticed Luna wobbling as she walked, she became worried. "She has never whimpered. She has never cried, " Branche said. "She has never shown any kind of pain, but it's my turn, our turn for me and my husband to help her."X-rays found no issues with Luna's bones, spine or hips. Yet the problems with her walk persisted. Sharlene reached out to Urban Underdog Las Vegas, a nonprofit group for help. They shared Luna's story on their Facebook page. Cynthia Miyamoto said the response was overwhelming."So we posted it, and in less than about eight hours somebody had contacted us," Miyamoto said.Someone donated a brand new doggie wheelchair for Luna to help her get around better. Branche said she is overjoyed. "She's going to be able to go on her walks and her runs again. And I can't even thank this person enough!" Branche said. "So when we are fitting her with the harness and putting on her I literally started crying because I was so happy and excited," Miyamoto said after the delivery.  1517

A group of California lawmakers is raising new questions about what the state is getting in return for the billions of dollars it has spent combating its homeless crisis.The seven lawmakers, all Republicans, are calling for an audit that will need bipartisan support to get going. In the last two years, California has invested .7 billion on homelessness, and Gov. Gavin Newsom is budgeting an additional .4 billion in next year's budget. Meanwhile, the Federal Department of Housing and Urban Development says California's homeless population increased by 16 percent last year, or 21,306 people. "I don't know where that money is going, and it's being approved by the legislature," said State Sen. Brian Jones, Republican of San Diego County's 38th district, who is calling for the audit. "So if I don't know where it's going, how can the taxpayers know where it's going?"Newsom's office did not immediately respond to a request for comment. Last week, Newsom unveiled a proposal for .4 billion to overhaul medi-cal and create a new fund that would serve in part to help people on the brink of homelessness make rent. San Diego homeless advocate Michael McConnell, who is not a member of a political party, said he has been asking many of the questions those seeking the audit are raising. "We know the big buckets that the money just kind of disappears into, but what we don't do is we don't follow it all the way through to see how many folks were actually getting out of homelessness," he said. The state's Joint Legislative Audit Committee, comprised mostly of Democrats, will consider the audit request at its Feb. 19 meeting.
