(KGTV) - The National City City Council voted 4-1 Tuesday night to introduce a new ordinance that aims to close a loophole in a state law that prohibits the retail sale of cats, dogs and rabbits.Enacted on January 1, 2019, the new state law prohibits stores from selling animals unless they come from shelters or non-profit rescues. However, some pet stores have continued to sell what appear to be purebred and designer mix puppies that come from a small group of newly formed rescue organizations.One of those groups is called Bark Adoptions, based in Menifee. A 10News investigation found Bark Adoptions had been importing puppies from another supposed rescue in Iowa that had ties to commercial breeders.At National City Puppies, one of the two remaining pet stores in the city, signs on the dog cages in May showed they came from Bark Adoptions.The manager of National City Puppies, David Salinas, said he did not know where the dogs at his store came from beyond the listed rescues. But he defended his store in front of the city council, saying it comes down to consumer choice.“It’s the American way to have the freedom to choose where to buy a puppy,” said Salinas.As written now, the new ordinance says “a pet shop or retail pet store or its operator shall not sell, deliver, offer for sale, barter, auction or otherwise dispose of a cat, dog or rabbit.”There are exceptions, however, that would allow pet stores to offer “a cat, dog or rabbit owned by an animal shelter or animal rescue organization for purposes of adoption” but only if “the pet shop does not receive any fee from the adoption and does not have any monetary or ownership interest” in the animals. The ordinance still has to come back to the city council for a second reading and adoption before it goes into effect. 1835

(WTVF) — A 61-year-old man was arrested for violating a public health order that requires people to wear face masks in Nashville.According to his arrest affidavit, Joseph Bryant was issued a citation for not wearing a mask around 6:40 p.m. Wednesday. About an hour later, the police report states an officer saw Bryant again in the same area. Again, he wasn't wearing a mask.According to the arrest report, the officer said he chose to arrest Bryant because "of the obvious likelihood the offense would continue."Bryant was booked into the Davidson County Jail on 0 bond.As more and more states and municipalities adopt mask mandates, many have questioned how they will be enforced. (KGTV) -- An investigation is underway to find the driver in a hit-and-run crash that critically injured a skateboarder.National City police say the man was skateboarding with friends on Palm avenue around 12:30 a.m. when a vehicle traveling northbound hit him.The vehicle fled the scene, leaving the victim on the street when officers arrived. Paramedics rushed him to UC San Diego Medical Center with serious head injury, according to police.Witnesses tell police the driver was a woman. MISSOURI (KMOV) -- A state representative from western Missouri wants to ban porn access for everyone in the state unless you pay up.Representative Jim Neely (R-Cameron) says the idea behind his bill is simple: protecting kids.The bill says a distributor who makes or sells a product that is accessible to the internet, like a phone or a computer would be required to install a blocking software that would prevent the device from accessing obscene material.Neely says it would apply to all porn. A person could have the blocking software removed if they prove they are more 18-years-old and pays a deactivation fee. The money would go into a fund called the “Human Trafficking and Child Exploitation Prevention Fund.”When pressed on how the blocking software would work, Neely said it would be similar to how schools block students from websites, but when pressed he admitted, he wasn’t sure of the logistics.“I’m a physician, I don’t know computers,” said Neely in a phone interview.Cindy Wallace is the manager of Simple Pleasures Boutique in south St. Louis.
