(KGTV) — Worried about having their young students continue to develop reading skills during distance learning, the Chula Vista Elementary School District has launched a new effort to get each students books they can have at home.“When you start reading at a later age, reading becomes a chore," said Dr. Lydia Burgos, Principal at Montgomery Elementary. "We want them to become lovers of books.”CVESD schools are working to find sources of reading level-appropriate books. They have developed partnerships with civic organizations, such as Lions and Rotary Clubs, as well as getting donations from UC San Diego. Some teachers are soliciting cash donations online to purchase books. “We begged, borrowed, and stolen from anywhere that we can in order to have the different levels we need so that all of our students have multiple books in their book bag," said Harborside Elementary Principal Lisa Forehand.Once the books are obtained, they are divided into packets that families can pick up during set distribution times. 1050

Those are all the ways the Sweetwater Union High School District is being put on blast by a new analysis by the Fiscal Crisis and Management Assistance Team. In a review of the district’s budget woes, the team's CEO Michael Fine presented Sweetwater’s school board with details on how the district ended up in its dire financial situation.Fine said the district has mismanaged its money for many years, even suggesting that specific accounting errors were “intentional” and part of a “cover up.”The report also found that the district didn’t comply with public disclosure requirements. So what does the future look like? According to the analysis, the district is projected to keep spending at a deficit at least through 2021. RELATED: Sweetwater Union High School District faces potential fraud investigationAccording to the report, a financial projection shows an expected .4 million deficit in the 2019-2020 school year and a .6 million deficit in 2020-2021. The board has yet to approve a plan to fix deficit spending. What’s more, the report found that the county doesn’t have access to the district’s financial system, blocking access to oversight.The report also found that the district doesn't have controls in place that limit access to its financial system. In fact, Fine found that a single employee has "complete access to cash between funds and is given complete access to the county treasury district accounts." It's unclear whether or not that employee has the ability to move money outside the treasury accounts. After action is taken against the employee, such as the employee being terminated, the district doesn't verify that that employee's access to financial systems is suspended. Fine suggested the Sweetwater District can do the following to begin the process of climbing out of debt:1. Invest in business office staff: Fine believes the district’s new chief financial officer, Dr. Jenny Salkeld, can be the best resource as they work through the problems.3. CHULA VISTA, Calif. (KGTV) - A heartbroken South Bay woman is making a desperate plea after three of her Maltese dogs disappeared in the past three weeks, and the clues point to a thief. These days, Yolanda Brown doesn't let Zubian, a year-and-a-half old Maltese, stray too far. Just three weeks ago, he was the youngest in a happy Maltese family of four. Now he's the only one left."Cried for days. It hurts. It hurts a lot," said Brown.The first tears came early this month. Brown rents a home on Del Mar Avenue and her four dogs were required to stay in her fenced backyard. One morning, 2-year-old Zoey vanished. "Checked all the gates and they were shut. Thought it may have been a predator," said Brown. A week later, Zoey's mom, 5-year-old Zivah, disappeared from the same yard."Just distraught, wondering what could have happened to them," said Brown.About 10 days later, Brown decided to keep Zubian and his 5-year-old dad Zeus tied up as a precaution. "One morning, as I came out, Zeus was gone and so was the leash. Zubian standing there by himself," said Brown.For Brown, it was too much to bear. Nearby, she found her fence damaged. A chair - moved from the pool area - was now propped up against the fence. She realized a thief had grabbed all of her dogs."Very cold-hearted people that would so something like that," said Brown.If sold, the stolen dogs could fetch several thousand dollars each. "They are priceless to me. They are members of my family," said Brown.Brown fixed up the fence and moved the chair back. When she walked us to that fence to show 10news cameras, she discovered the fence once again damaged. The chair had been moved back to the fence. "Someone was trying to come back and take my last dog. I'm scared," said Brown.Brown says Zubian has been moved to a safe place. (KGTV) - There were heated moments Wednesday while a group was defending the Christopher Columbus statue at discovery park in Chula Vista.Chula Vista City Councilman John McCann, with members of the Knights of Columbus standing by his side, called for the statue to be left alone."You can't change history," he said. "We should be able to accept all groups, you can't lift one group by destroying another group.""We're here to oppose the removal of the statue," said Rene Trevino, a member of the Knights of Columbus.The statue, which has been in place for nearly three decades, has stirred up controversy in the past.Thursday the city's Human Relations Commission will vote on a resolution to not only remove the statue and change the name of discovery park, but to change Columbus Day to Indigenous People's Day in Chula Vista.Last Columbus Day someone splashed red paint all over the statue, and before that someone plaque set in front of the statue was stolen."It's been a community family park and we've had opponents of Christopher Columbus use violence to vandalize and destroy the park multiple times, costing tax payers," said McCann.Many people have called the meaning behind the statue and the name of the park both painful and offensive.A woman in a car driving by the park Wednesday began shouting, "This is indigenous land, take that statue down!"She went on to say Christopher Columbus was just the beginning of an attempted assassination of Indigenous peoples.The topic caused people to clash at the park."You have these people trying to advocate for an idea that we're sick and tired of living under," said Rafael Bautista, who wants the statue removed.He was then confronted by a man who opposes the removal."What are you living under?" the man asked him. "What are you living under?"At one point Chula Vista Police officers arrived at the park, but things had settled down."Instead of trying to argue over things that happened over 500 years ago, we should be tackling today's issues," said McCann.Raeanne Herrera, a resident of Eastlake and part of the Jicarilla Apache Nation stopped by the park to offer her take."We can right the wrongs that have been done," she said. "That statue is the constant reminder of a beginning of a genocide. They tried, but they didn't."She went on to say change needs to start with education."Native American issues were never taught in school, what was I taught? (KGTV) – The Chula Vista Elementary School District’s administration team held a virtual meeting Friday morning that provided families with details on the district’s potential reopening plan.District officials said their plan is to ease students back in and give families the option to continue to learn virtually, on campus, or through a hybrid program.The first four weeks of the 2020-21 school year, scheduled to begin Aug. 31, will be online. After that period of distance learning, the district will assess the situation; allowing for a possible return to in-class instruction will depend on the level of active coronavirus cases in San Diego County.Superintendent Dr. Francisco Escobedo said a lot of prep work and planning has gone into the district's plan to reopen.During Friday’s meeting, he said, “We want our children to come back because we want in-person instruction. We believe it’s the best type of instruction there is, but we need to come back in a safe manner.”When students do make their return to school, campuses will look very different. The district spent millions of dollars on safety measures, including large sensors that take temperature and dispense sanitizer, large signs, personal protective equipment, and plexiglass dividers."We’ll have signage throughout the school depicting the type of behaviors we expect,” Escobedo added.According to Escobedo, the district has partnered with local company Kahala Bioscience to help conduct routine COVID-19 testing and identify ways to mitigate the spread of the virus.Escobedo said students will return when the county is at a low to medium risk for COVID-19, and when they do, only half of the students will be allowed back on campus with priority for those in K-3 grades.While digital learning is in place for the first few weeks of the school year, campuses will be used for child care through the YMCA, so teachers can utilize that service while in class.In preparation for digital learning, the district is still offering laptops to those who need them. The district has also worked with the city to disperse over 400 internet hotspots throughout Chula Vista.The district also wants parents to provide feedback during the digital learning period so they can access what's working and not working and relay that information to families. 2341
