SAN DIEGO (KGTV) - There is a memorial of candles, notes, and flowers along 4th Avenue near Main Street in Chula Vista.They are in memory of 23-year-old Christina Garcia, who was found dead at a nearby field on Aug. 5th. Chula Vista police say they were called out to 3100 block of Main Street after someone found her body. They say she had an apparent gunshot wound and opened a homicide case.“That afternoon, she wanted to see her daughter and pick up the truck, so it was a brief encounter,” her mother, Lisa Garcia, said. “I expected her to come back, and I wish I took advantage of that situation longer.”Lisa says Christina leaves behind a two-year-old daughter.“I think the saddest thing for me is that her daughter is only going to know her through pictures because she’s so young,” She said. “She’s never going to remember her mom’s touch, her kiss, her voice.”Lisa says her daughter was very likable and smart.“She tested out in the 10th grade and started southwestern college and finished her classes there,” Lisa said. She was also a skilled welder and liked working with her hands. Most recently, they bought a home and worked on remodeling it.“She’s very hands-on, like her mom,” Lisa said, “you know, taking the popcorn ceiling down, remodeling the walls.”She says it’s been tough knowing Christina’s killer has not been caught. Lisa says she has many questions and is cannot find any closure without finding answers.“Was she dumped there? Was she shot there? So my brain is at 100 miles per hour trying to come up with all these scenarios,” she said.Police are asking for witnesses or anyone with information to come forward, saying they can even remain anonymous through Crime Stoppers.“There might be information out there that people think is irrelevant,” Lisa said. “But it could be very relevant to law enforcement.” 1845

SAN DIEGO (KGTV) — The San Diego Padres took a dozen teens undergoing cancer treatment to Spring Training this week.After spending months in and out of Rady Children’s Hospital, the teens say they were excited to get to experience what it feels like to be a normal kid again. “I have osteosarcoma, it's a bone cancer, it was in my leg, and I recently got it is surgically removed,” says patient Nicholas Herrmann. But today, lab tests and screenings are the last things on his mind. “It sounds so fun. We get to go out with a great group of guys and a great group of girls here.”RELATED: San Diego Padres sell out Opening Day game with Manny MachadoThe teens signed their honorary contracts with the Padres and grabbed their jerseys before heading to Peoria, Arizona. For three days, they will get to meet players, attend batting practice and a game versus the Cincinnati Reds. This is the first year for the program. Parents say this trip is an excellent way for the teens to gain independence and form friendships with others. “It's so hard for them. My son is not in school, a lot of other kids aren’t in school either, so they’re not having that social interaction all the time,” says Nichole Elliott- Herrmann. “For us just to see them have fun and have a smile on their face, and not having to go into the hospital is amazing.”Parents will be staying behind for this trip. SAN DIEGO (KGTV) - This election fired up voters and one Serra Mesa couple was driven by duty to vote for the first time.Anthony Joiner and Justine Gibson are engaged, and invested in this election."We recently became home owners and in the next few years we'll be parents hopefully so we feel like the future is in our hands and we want to be part of the decisions that are happening," Joiner said, with Gibson adding, "wanted to make it count."FIND YOUR POLLING PLACEJoiner said it felt great to cast his ballot for the first time, "I feel accomplished."Joiner and Gibson filled their ballots out in person. "We wanted the full experience," they said laughing."This year more than ever we felt the importance of voting and having our voices heard, this was primarily driven by the current political environment! I feel like the presidential race without a doubt is important, however equally as important are the local races/props that will have a direct impact on our quality of life," Gibson said.They didn't make their decisions in isolation, "we filled out our ballots together [at home]," Joiner said. "We’re pretty much on the same page on all things political and whatnot so it was a little bit easier," Gibson chimed in."We didn’t want our votes to cancel one another out so if we disagreed on something we would talk about it a little bit and see why," Joiner said laughing.Joiner said he hopes the tension fades after the election, "and I really want everyone to just get along really."Both hope for a positive outcome, "no matter what way it goes people just accept it," Joiner said. SAN DIEGO (KGTV) - The Secretary of the Interior stated in no uncertain terms in a letter sent to the San Diego County Board of Supervisors Thursday federal law supersedes state law. This was in reference to an ordinance the San Diego County Board of Supervisors passed in November banning recreational shooting, saying it was unconstitutional.Currently the law states you can shoot at targets on BLM land, "as long as it is done in a safe manner, without damaging natural resources or improvements on public lands." There is a section that states you may not fire any plastic pellets, exploding, tracer or steel core rounds. This is to prevent wildfires.RELATED: San Diego County Board of Supervisors approves recreational shooting ban near DulzuraCounty Supervisor Diane Jacob said the goal of the ordinance was also to prevent wildfires, coming after the Gate Fire in May of 2017, sparked near an area known for target practice."She immediately blamed the fire on the shooting and she had no evidence," Executive Director of San Diego Gun Owners PAC Michael Schwartz said. He also said the board never spoke to the federal government."When he [the Secretary of the Interior] found out the entire department said no this isn’t something we’re going to stand by at all," Schwartz said. The Secretary of the Interior sent a statement to the Board of Supervisors Thursday citing the Supremacy clause in the Constitution and, "law enforcement personnel have no authority to enforce unconstitutional pronouncements of law."RELATED: After Gate Fire, recreational shooting ban hits public landsJacob fired back with this statement: "The BLM decision is unfortunate and frustrating because this area is highly prone to wildfire, and we've already learned the hard way that shooting at this spot poses a significant risk to life and property. I appreciate the BLM's offer to discuss this issue further because it's critical that we do all we can to put public safety first."Schwartz, glad to see the powerful statement, said, "it’s not ambiguous it’s very clear, no this isn’t going to happen, its out of your jurisdiction."Schwartz says the regulation has been put on hold after that letter reached the board. "The gun owners consider this a huge win, it shows what activism can do and when people band together and get involved we can stop unconstitutional regulations by elected officials abusing their power," he said, adding he hopes to see the ordinance removed from the books. 2485
