He unplugged her earphones and turned to her computer. "Grabs it by the screen, closes it and starts running," said Ang.As the man ran off, Ang screamed to get someone's attention. She then took off after him. "When he's at the door, I'm able to grab him by the hoodie and bring him down. I'm saying, 'Please don't take it. Please don't take it,'" said Ang.On the ground, a struggle unfolded. Ang weighs just over 100 pounds."It's all that's on my mind. 'Omigod, everything I worked hard for is on that thing. I need that. I need to fight for that,'" said Ang.At some point during the struggle, she says the man was able to hand it off to another young man in a hoodie. Ang chased the other man, who slipped into a van in the parking lot. She was close behind, opening a side door. "I see three or four people in the van. I was holding onto the handle, running with the car as they're moving," said Ang.A bystander's short video shows her being dragged, before she let go. The incident left her with a sprained wrist and no laptop, but one big clue. Because Ang made the thieves' plans go awry, a witness was able to get the license plate number.National City Police asked 10News not to release the license plate in order to not endanger the investigation. NASA has lost priceless relics of space history, largely because of poor record keeping and follow-through, the agency's watchdog concluded.The inspector general recently found "NASA does not have adequate processes in place to identify or manage its heritage assets."That has led NASA to lose track of items that flew in space, such as "an Apollo 11 lunar collection bag that contained lunar dust particles," and other historically significant items, like a prototype lunar rover that was sold to a scrap yard.NASA told the inspector general's office in a memo that it would develop better processes for dealing with historical items by the spring of May 2020. The agency did not immediately respond to CNN for comment.The rover turned up "in a residential neighborhood in Alabama" and was spotted by an Air Force historian. When contacted by the government, the owner "expressed interest in returning the vehicle to NASA."But the agency lost track of the vehicle because it did not follow through."After waiting more than 4 months for a decision from the Agency, the individual sold the rover to a scrap metal company," the inspector general found. As a last step, it addresses what to do with food waste.“July 1, Vermont took the step of banning disposal of food scraps from the trash,” said Josh Kelly with the Vermont Department of Environmental Conservation.That means everyone in the state -- from businesses to residents – must now keep their food waste out of the garbage.Across the country, about 40% of all the food Americans buy ends up in the trash. That food waste costs the average family of four about ,500 a year. It also takes up valuable space in landfills. Vermont now becomes the first state in the country where a food waste law applies to everyone.“We have a lot of different options for residents and businesses to manage their food waste,” Kelly said. “We have composting facilities across the state.
