SAN DIEGO (KGTV) — The remains of a 79-year-old man found in a fire pit on Fiesta Island have been identified.The remains were identified as Elias Rene Rodriguez, of San Diego, according to the San Diego County Medical Examiner. Rodriguez's remains were discovered by a passerby on Oct. 29 at about 10:30 a.m. on the east side of Fiesta Island. SAN DIEGO (KGTV) - The San Diego District Attorney's Office announced a new program Thursday that would send low-level offenders to the classroom instead of a jail cell.The Community Justice Initiative requires 12 hours of cognitive behavioral therapy, as well as four hours of community service. The participant then has their case dropped and their record sealed. They wouldn't have to report an arrest on any future job application."Some people deserve second chances," DA Summer Stephan said.The program started in the South Bay in April 2018, expanded to the East County in January 2019, then North County in May. It's funded in part by the county, grants, and 0 from each criminal."That amount is less than any fine they would have gotten on any case," Stephan said.So far the program has seen 586 participants. 296 of them completed the program.Director of Cognitive Behavioral Therapy for Adult Justice Programs and Social Worker Laura Soto spoke of one of her patients who completed the program, "she [Amanda] began to spend more time with her son, she got a diploma and she got an office job, and then she started cosmetology school."Amanda was arrested for stealing. Through the program she shifted her mindset away from entitlement."Amanda began to think about the consequences, and things to be grateful for and that made her happy," Soto said."The most common offenses in the program are in fact shoplifting, non DUI traffic violations or vandalism,." Stephan said only non-violent and non-sexual offenders qualify."Misdemeanor convictions can have damaging affects that last a lifetime," she added. Stephan said criminals will continue turning to a life of crime if they can't find a way out.10News asked Stephan what she would say to critics who believe this program could incentivize criminal behavior. She said, "the people who complete the program recidivate at 2% which is so phenomenally low."She compared it to the 16 percent who didn't complete the program and were arrested for a crime again. 2027

SAN DIEGO (KGTV) — Three prominent Democrats have filed papers with the City of San Diego declaring their intention to run for mayor in 2020. San Diego City Councilwoman Barbara Bry, Assemblyman Todd Gloria, and Congressman Scott Peters all submitted documents to the City Clerk, allowing them to fund raise for the 2020 primary on March 3. They would replace Mayor Kevin Faulconer, a Republican, who is termed out in 2020. Bry formally announced her candidacy on Wednesday. She said her experience as a high tech entrepreneur and nonprofit leader give her a unique approach to tackling key city issues like cost of housing, homelessness, clean energy, and educating students for the jobs of tomorrow. A spokeswoman for the Congressman said he formed an exploratory committee but has made no decision yet as to whether to run. SAN DIEGO (KGTV) - The San Diego International Airport is making travel more accessible to blind and visually-impaired customers.They've partnered with San Diego startup Aira, a company which uses augmented reality to connect people with visual impairments to live agents.Through smart glasses or a smartphone camera, the agent becomes the customer's eyes, guiding them through the airport.While users typically pay a monthly Aira subscription, the service is now available free at select airports, helping customers through security, to restaurants, and baggage claim."My first time that I traveled alone after losing my vision, I was a wreck, I mean a wreck," said Maria Johnson, who became legally blind as an adult.“The thing about having Aira with you when traveling is you always have somebody with you," said Johnson.Johnson has a rare mitochondrial disease and started losing her vision six years ago. Shortly after her 50th birthday, she was legally blind. “I’m a mom, I have two kids, I’m a group fitness instructor, I was running a boot camp and running classes all over San Diego, and all of a sudden this happened," said Johnson.Johnson has used adaptive technologies like Aira to adjust to her new reality but admits it was difficult to ask for help in the beginning.“The beauty of it is that’s what the agent is there for, no job is too small or too big for an Aira agent," said Johnson.The Aira agent not only can see where the customer is but has access to an airport map.Airport officials say it's part of a broader mission to continue innovating at Lindbergh. 1591
