(KGTV) — Sheriff's deputies asked the public for help Wednesday to locate an East County man who disappeared from an assisted living facility.SDSO says 74-year-old Stan Neff was last seen just before 10 a.m. on Tuesday at the facility in the 8900 block of Troy Street in Spring Valley. He may have walked out through a side door.Neff has dementia and tires easily, deputies say. He is described as a white male, weighing about 140 pounds, 5-foot 8-inches tall, and with gray hair. Neff was last seen wearing a blue plaid button-up shirt or white t-shirt, khaki pants, and one loafer shoe and one sandal. He wears wire-rimmed glasses and uses a silver cane with a black handle to travel.Anyone with information on Neff's whereabouts is asked to call the SDSO at 858-565-5200. 913

UPS has reportedly told its drivers to stop picking up packages from several national retailers as they try to keep up with record-breaking online shopping this holiday season.Online shopping has seen record highs in 2020, as people heed public safety warnings during the coronavirus pandemic and avoid shopping in person.The National Retail Federation estimates online shopping during the five-day period including Black Friday and Cyber Monday jumped 44 percent. An internal memo at UPS, obtained by the Wall Street Journal, indicates the company placed temporary shipping restrictions on retailers like Nike, Gap, Macy’s, L.L. Bean and others. The message reportedly tells drivers to stop picking up packages at some of these retailers for the time being."Knowing the unique constraints the industry is facing this peak season, we worked with our carriers early on to collectively build a strategic plan of execution," Gap said in a statement to CNN.A Nike spokesperson told media: "We expect the majority of these orders to meet estimated delivery dates and are communicating with consumers any changes in delivery."A UPS company spokesperson told the WSJ they will pick up packages who have exceeded allocated space once more capacity becomes available.UPS and rival FedEx have already raised prices for merchants and said they would hold merchants to shipping volume agreements.The United States Postal Service is also trying to manage the increase in packages, increasing pricing for companies and hiring thousands of temporary workers to handle the deliveries.For those wondering, here is a look at the 2020 holiday shipping deadlines per delivery company. 1874

She overdosed while her son was in the backseat and it took four shots of Narcan to bring her back. To make things worse, she found her mother dead of a drug overdose in 2015.Rock bottom hit when the state took custody of her son for several months.But a new program at the Union County Health Department stepped in with hope."I thought they were full of (it)," Fairchild said. "I thought it was a bunch of talk. What is this little device, how's it going to make me feel any better?"Kaylin now has custody of her son and attends group meetings with the help of the device.Tom Schulte, who took painkillers because of knee injuries, says The Bridge helped him get to a life where he's no longer dependent on pills. "I couldn't hold a job," Schulte said. UPDATE August 25, 5:23 P.M.: The City of El Cajon told 10News Tuesday that the city has always allowed the public to use its public spaces within parks without a permit. The city also said it has extended the stance to commercial uses.SAN DIEGO (KGTV) -- Amid new COVID-19 restrictions, some local churches and gyms are expected to begin using San Diego's parks to conduct operations outside beginning Monday morning.City Councilman Chris Cate proposed the idea in mid-July, and the San Diego County Board of Supervisors approved a similar ordinance for county parks on Aug. 5.The ordinance means the City of San Diego's more than 300 parks, 26 miles of shoreline, and 57 recreation centers could be used for gyms, fitness classes, and worship services, however social distancing and face coverings are still encouraged.The ordinance defers park permit fees for 60 days. Mayor Kevin Faulconer will bring an ordinance to the council once it is back in session in September to make the waiving of fees permanent.This latest move is Faulconer's third executive order allowing for some businesses to operate outside.Previously, he had allowed for some retail and restaurants, and subsequently for gyms, barbershops, hair salons, and massage businesses to expand to sidewalks and private parking lots.In Poway, officials approved a plan to share park space with places of worship and fitness centers. 1404

  

UPDATE (5:21 p.m. Wednesday): Police say they have found the missing boy safe and he has been reunited with his family.CHULA VISTA (KGTV) -- The Chula Vista Police Department is asking for the public's help finding a missing Otay Ranch boy.Police say they received a call at 2:30 p.m. Wednesday afternoon from a mother who said her 11-year-old son wasn’t home. Officers responded and are now searching an area in the 1500 block of El Prado. A Chula Vista police helicopter was seen circling the Village of Montecito neighborhood announcing a description of the boy. The child, a Hispanic male, was last seen wearing a blue "Smurf" short-sleeved shirt and black shorts, according to police. Police say the boy stands 5-foot tall with a thin build.A person describing himself as the child's father posted a Facebook message pleading for the community's help locating his son."Hi FB fam.....my son Santigo is missing. Chula Vista vicinity," wrote Sergio Quero along with a picture of the boy.Anyone with information about the boy's whereabouts are asked to call the Chula Vista Police Departmentat 619-691-5209. 1116
