SAN DIEGO (KGTV) -- The Navy is trying to find the owner of a boat that washed ashore at the Naval Base Coronado.The boat washed up and came to a rest against the fence that separated Coronado’s dog beach from the base.The Navy is asking the owner to come forward immediately to have the boat removed. The problem can get costly for the Navy.Several boats have already washed ashore this year. SAN DIEGO (KGTV) - The doctor responsible for one third of vaccine exemptions in the San Diego Unified School District fired back Thursday at critics who say her science isn’t sound. Dr. Tara Zandvliet has a refrigerator full of vaccines at her office in South Park. She administers them to her young patients, but she also writes medical exemptions for some children. “It’s the kids that are sensitive that you need to just take a little bit different tack with,” said Zandvliet. Zandvliet wrote exemptions for 162 of the 487 children who provided SDUSD with a medical reason to avoid the vaccines required for entry. Despite the number, Zandvliet says she does not consider herself anti-vaccine. “I’m not gonna write a medical exemption just cause someone wants it. I’m not gonna write it or not write it just because the school says ‘hey we have too many of them’,” she said. Since California became one of three states to ban personal belief exemptions for vaccines, the number of medical exemptions has risen. So has the number of children being vaccinated. San Diego Unified officials issued a statement about the situation, saying in part the district "has noticed some physicians issuing exemptions that appear to be excessively frequent and based on criteria that are not aligned with guidelines from the Centers for Disease Control and Prevention.” Zandvliet’s website says she will grant an exemption based on factors like family history of allergies or autoimmune disease, neither of which are recognized by the Centers for Disease Control as valid reasons for exemption. “I refuse 7 out of ten; the three that come in they've convinced me they have proof they've given me medical records from family members and it’s there,” Zandvliet said. Other doctors disagree with Zandvliet’s reasoning, including State Senator Richard Pan, who is also a physician. He was behind the law to get rid of the personal belief exemption and is now trying to make it harder for parents to get a medical exemption. SAN DIEGO (KGTV) - The brand new Continental Apartment complex in Little Italy isn't like its upscale neighbors.It's made up of studios, some smaller than 400 square feet, and offers very little parking. That's why the starting rent is "just" ,550 a month, about 35 percent below market for the trendy area. "The rent is high in San Diego because of simple math - supply and demand," said Jonathan Segal, the architect who designed The Continental.Segal says costly approval delays and fees are contributing to that very supply crunch. The Continental, no exception, was delayed for two years. Segal says he paid almost million in fees for the building. But he's specifically perplexed by how the city charges what are called Developer Impact Fees. The money goes to uses like parks, fire, library and transportation.The city charges as much as ,000 per unit, depending on location, not size. That's why the city fee on developers could be disproportionately impacting rent prices for smaller units. In other words, if a developer takes a building and creates 40 apartments, that developer would have to pay that fee 40 times. Alternatively, if that same developers takes that same building and does just one large unit, that developer only pays the fee once. Now, there's a growing push at City Hall to change how the city calculates the impact fee. This week, a city council committee held a preliminary discussion on the fee's future. One option, endorsed by City Councilman Scott Sherman, is to do it by square foot. That way, building more, smaller units won't increase costs on developers - and ultimately renters or buyers. "If you were to do it by a square foot process, then a developer would come in and say, 'you know what? I can build two units at 0,000, instead of one at 0,000,'" Sherman said. A 2016 report from the housing commission said flat fees create a disincentive for developers to create more, smaller units that could help ease the housing crunch. Segal says changing how the fee is calculated could give him more latitude to offer lower rents. "I may be able to reduce my rent because I want to be more aggressive," he said. SAN DIEGO (KGTV) — Teachers, grocery workers and police officers are among those slated to receive the COVID-19 vaccine in the next phase, but there is still debate about how best to prioritize those industries during the rollout.After the vaccine reaches individuals in Phase 1A, frontline healthcare workers and people in nursing homes, a CDC advisory panel recommended Sunday that Phase 1B consist of people aged 75 and up and certain high-risk essential workers.About 30 million essential workers fall into this category. Ultimately, it will be up to states and local health departments to determine which of those essential workers get first access to the lifesaving vaccines.“I feel like we're on an organ transplant committee deciding who gets the liver and gets to survive. It's a tough decision,” said Dr. Christian Ramers, a member of San Diego County’s vaccine advisory group.There is particular focus on when to vaccinate teachers. Nevada’s preliminary plan is to put teachers and transit workers ahead of food and retail workers. On the other hand, Louisiana’s plan is to vaccinate prison guards and food processing workers before teachers.“I really hate that idea that we are pitted against other essential workers,” said California Teachers Association president Toby Boyd.There are health and economic considerations surrounding the timing of immunizations for teachers. On one hand, there’s broad agreement that in-person learning offers superior educational and emotional outcomes for children, along with significant child care benefits for families.“It’s going to help economically because it will allow parents to go back into the workforce without worrying about their child,” Boyd said.On the other hand, education can happen virtually while jobs like policing, firefighting and food processing cannot. There are also questions about the relative risk of transmission in a classroom compared to other work settings.“[In] a school environment, you can basically control the environment with your policies, with your air conditioning system, with mandatory masking,” said Dr. Ramers.
