Police are looking for a dark gray or black Dodge pick-up truck. SAN DIEGO (KGTV) -- New data from WalletHub shows how California ranks on a list of best and worst states for military retirees.Overall, California ranked high when it comes to quality of life and health care, but much lower when it comes to the economy and homelessness.WalletHub ranked states on a number of other factors, with one being best and 25 being average.In the quality of life category, California comes in at 10th on the list of 51 states and the District of Columbia.From there, the data starts looking less attractive. When it comes to the economic environment, California ranked low coming in at 48th.California also ranked 48th for veterans per capita, yet ranked 49th for the percentage of homeless veterans.The area where California ranked best was number of VA health facilities per number of veterans where the state took the 3rd spot.The data also found that red states are more friendly towards military retirees than blue states. SAN DIEGO (KGTV) -- Police Wednesday arrested a woman they say vandalized a church Monday afternoon. Kelly Duggan, 26, was arrested after police say she caused more than ,000 worth of damage to Our Lady of Guadalupe Church.10News Reporter Bree Steffen Reach out Duggan, who agreed to a jailhouse interview. Duggan told us that she's in an emotional state, heartbroken over her mother's death. "I don't know what's going on anymore, and that's what's making me mad," she said. "I'll still pay for it, that's fine."According to authorities, Duggan threw a wooden kneeler at a Plexiglas window protecting a religious shrine, breaking both the kneeler and the glass.Duggan also destroyed several flower vases decorating the shrine before leaving the church, police say. She was arrested for felony vandalism after being spotted in Barrio Logan.Duggan said she didn't vandalize the church out of disrespect or hate for the faith. The church told 10News they caught Duggan's action on their surveillance cameras but didn't share the video because they worried that people who saw might harm her. Duggan had this message for the church: "Thank you for forgiving me, you know, out of the kindness of your heart."  1265

Danny Murphy is the Deputy Commissioner of Compliance for the Baltimore Police Department, which underwent sweeping reforms following public outrage over the 2015 death of Freddie Gray.“After the Freddie Gray incident, the Department of Justice launched an investigation into the Baltimore Police Department and found a pattern or practice of unconstitutional policing,” Murphy told 10News.RELATED:San Diego Police to implement new de-escalation policyReview board recommends de-escalation reforms to San Diego PoliceThe Baltimore Police Department's new policy requires that the use-of-force not only be reasonable but also necessary and proportional to the situation.
