EL CAJON (KGTV) - A San Diego woman said she paid thousands for an SUV she picked up from an East County used car dealership, but she still can't get behind the wheel. Chika Starks said she currently does not have the vehicle because the business shut down.She moved to San Diego with her toddler shortly after her husband died.“I’m a single mother,” Starks told Team 10. “Having a car was for my convenience. To help my life, my son’s life.”She and her mother-in-law found a 2007 Jeep Commander in January on Craigslist, sold by Carbox, Incorporated on El Cajon Boulevard.“The price was right,” Starks said.It cost her ,500. Starks said there was an unusual way to process the payment--an employee ran the credit card through a La Jolla restaurant, Olive and Basil. She said the employee told her it was a family business.Starks told Team 10 there were problems shortly after she paid for it. First, she said the key fob was not working correctly. Then, with the car driven about 40 miles, there were more issues. She said a mechanic told her the catalytic converter needed to be replaced, along with the vehicle’s computer. On top of that, she was told the smog check failed. Starks also said the title was never transferred to her name.When Team 10 checked the car’s registration in September, it was still registered to Carbox, Inc. Starks blames the owner for broken promises.“It’s stressful. A lot of money,” Starks said. According to the DMV, a used car dealer has 30 days to transfer title to the new owner. The penalty is if it is not transferred. A DMV spokesman said it is an additional if the total application does not clear within a certain time. The DMV confirmed there is an open investigation into Carbox.“This place is not really honest to us,” Starks told Team 10.There is now a new car dealership in the old Carbox location. The man who runs the new business told Team 10 he worked for Carbox’s former owner, Peyman Abdipoorzahandeh. Abdipoorzahandeh's name is listed on the Secretary of State filing for Carbox.Team 10 contacted Abdipoorzahandeh in mid-October. The former owner would not grant an in-person interview until mid-November, but told Team 10 over the phone that he is working with a DMV investigator and that this is “not a normal situation.” He did not explain the title transfer delay of nearly 10 months. He said he is not doing anything illegal and said he is trying to help Starks get her money back.That is what Starks hopes for.“I don’t want other people to go through what I went through,” she said.Hal Rosner with Rosner, Barry & Babbitt specializes in auto fraud. He says consumers should run not only a Carfax report, but also a report through AutoCheck and the National Motor Vehicle Title Transfer Information System (NMVTIS) to check a vehicle's history.If a dealership goes bankrupt, Rosner said there are options for consumers. Rosner said every car lot is required to have a ,000 bond. You can contact the DMV and get the bond information to make a claim. If the dealer assisted in obtaining your financing, Rosner said the loan company or bank is required to return your money through what's called the "Holder Rule."Rosner added that consumers can also contact the victim's restitution fund if you are dealing with a closed dealership. 3354

Would you go as often if you heard about collisions and damage happening inside?Mark Crotty of Arizona took his new car through a Super Star Car Wash. He says while in the wash, a car two cars ahead somehow came off the rollers. Crotty said the truck in front of him stopped, which caused his car to be sandwiched with the truck and a big SUV from behind. He said that SUV pushed him about 15 feet through the rest of the wash. Crotty says Super Star Car Wash took no responsibility for the damage caused. He ended up paying hundreds to repair damage to his bumpers.Jennifer Chahoud also had damage to her new car. She also said it happened inside a Super Star Car Wash.Chahoud says cars suddenly stopped in front of her and her car was hit. She said for weeks, Super Star claimed they were not responsible.Chahoud said only after complaining to the Better Business Bureau that they paid for repairs to her car.Jake Morrissey says it happened to him too.He said his car was in neutral and his hands were off the steering wheel as all drivers are asked to do. Then his car collided with a car in front and back of him.He said Super Star claimed no responsibility and said it was not their equipment. Instead, he says the car wash blamed another driver.Morrissey said Super Star gave him the driver's name and location and told him to take it up with her. He approached her, but said she denied knowing anything about it and threatened to call the police. He sued, and Super Star blamed this other driver.Morrissey lost and still hasn't had his damage repaired, and he now questions why cars are put on the conveyor belt so closely.Morrissey added he wonders why there aren't sensors that immediately stop the line when there's an issue.JR Ruelas of Super Star Car Wash said these collisions are very rare. He said when they happen, they are usually the fault of the driver.Ruelas said drivers put on their brakes or move the steering wheel taking them off the track.He says in the above cases, the car wash equipment was not the problem.He defended the practice of giving drivers information of other drivers to seek reimbursement.He said Super Star does take responsibility when they are at fault, but couldn't give exact numbers.Ruelas said there are sensors on the conveyor line, but they are not in the middle, where many of these collisions happen.Crotty, Chahoud and Morrissey all said their damage was not their fault, and ask how could it be when they have no control over their car's movement? And they say, they were just stuck.All three of them demanded that Super Star give them a video of their incidents from cameras inside.If you have similar issues, or your car is damaged in another way, make sure to get that video.Also, keep all receipts, file a police report, get damage estimates and push the car wash to reimburse you for the damage.If they don't, you could consider taking them to small claims court. 3076
EL CAJON (CNS) - A man suspected of killing his husband at their Mount Helix home pleaded not guilty Friday to a murder charge.Daniel Scott Jordan, 45, is accused in the slaying of 38-year-old Kevin Powell, a Chula Vista city employee whose body was found in the couple's Carmen Drive residence on Aug. 11.Chula Vista police found Powell's body while conducting a welfare check, sheriff's Lt. Thomas Seiver said. EL CAJON, Calif. (KGTV) -- Three lanes of Interstate 8 closed Friday night after at least one person was killed in a fiery crash near State Route 67. Around 5:30 p.m. a man driving in the fast lane of I-8 lost control and swerved into the center divider before reaching the slow lane and hitting 1997 Wabash 53-foot trailer being towed by a 2013 Kenworth T660, according to California Highway Patrol. Witnesses reported that the Ford was cut off by an unidentified vehicle which merged from the eastbound #2 lane into the #1 (fast lane) lane directly into the Ford’s path of travel. The driver of the Ford made a turning movement to the left and impacted the concrete center divide wall. As a result, the Ford veered back across the eastbound traffic lanes and broadsided the trailer.As the crash happened, the Ford became lodged under the trailer and was dragged for several hundred feet. CHP said as the car came to rest the Ford and trailer burst into flames. 1016
EL CAJON (KGTV): It's become as much a back-to-school tradition as new pencils and notebooks; new buildings and construction at Grossmont Union High School District campuses."We're bringing everything up," says Mount Miguel Principal Jake Gaier. "These students will walk in the door and have access to things that we just haven't had access to before."His school is set to open a new Student Services Center, where state of the art facilities await students and parents as they register for class or meet with guidance counselors. They're also getting a new public events center and turning the old administration building into a STEM complex.The work at Mount Miguel is part of 9 million worth of upgrades that have been underway in the district since 2004. Since then, a trio of voter-approved bonds has helped GUHSD upgrade their aging campuses, some of which date back to the 1950s.In 2004, Proposition H gave the district 4 million. Proposition U in 2008 added another 7 million. And Measure BB in 2016 gave the district 8 million. To date, the district has spent 1 million of that money.Every school has benefited from the bonds, with some campuses getting work done on every single building.At Santana High School, a new PE building will open this spring. They also renovated STEM labs, giving their award-winning robotics program its own space, and adding an observation balcony for visitors to watch the kids work without disrupting them.Principal Tim Schwuchow requires that every student join an extracurricular activity. He says the new facilities reinforce the connection between academics and electives."The kids will really feel they're valued and their extracurricular activities are important to the school," he says.Granite Hills is also getting a new PE Building. It will be combined with a new Food Services building."We serve 700 meals a day," says Principal Mike Fowler. "The kitchen we use was built in 1960. It's too slow."Construction crews started pouring the concrete foundation earlier this month. Fowler says the new facility will be a game changer for his students, allowing the building to keep pace with changing curriculum.It can also be used in case of emergency as a community evacuation center.Those three schools have been the focus on construction this summer. Since may, Granite Hills has gotten .5 million in work done. Mount Miguel has received .7 million. Santana got .4.
