SAN DIEGO (KGTV) — San Diego County has served Pacers Showgirls International with a cease and desist order in violation of health orders days after San Diego Padres outfielder Tommy Pham was stabbed outside the strip club.The county's letter says the Midway District strip club was allowing "live entertainment," like exotic dancing, "in violation of the Order of the State Health Officer and County Order of the Health Officer and Emergency Regulations."Under the county's current tier for California's pandemic guidance, San Diego County restaurants are allowed to operate outdoor in-person dining and indoor in-person dining at 25% capacity, but live entertainment is not allowed.The county's letter says if the strip club doesn't suspend its entertainment, it can receive a misdemeanor citation and ,000 fine for each violation. The facility could be ordered to close as well.The order says the violations were reported after Pham was stabbed in the parking lot outside the strip club on Sunday night.San Diego Police said Pham was involved in an altercation. SAN DIEGO (KGTV) -- San Diego Police are searching for a man who reportedly tried to stop a woman from leaving a locker room at a clinical training facility.According to police, the man entered the women’s locker room at the UCSD Clinical Training Facility around 11:15 a.m. on August 20.Police say the man walked in as the victim was using the restroom. The woman tried to leave, but the suspect blocked her, asking “don’t you want this,” gesturing to his body, police say.The man then left the bathroom before walking back inside and blocking the victim’s exit once again. Police say the suspect blocked the woman from exiting the restroom a total of four times.The suspect is described as a white man, approximately six feet tall with a thin build, unshaven, with short, dark hair and a gray patch near his right temple.The man also has a tribal tattoo that circles his right arm as well as various tattoos on his left arm.Anyone with information is asked to call the SDPD Western Division at 619-692-4800 or Crime Stoppers at 888-580-8477. 1051

SAN DIEGO (KGTV) - San Diego City Council Tuesday night unanimously passed the location of a high-pressure underground pipeline to move sewage from San Diego's Morena treatment plant to a facility in Miramar. The City Council proposed constructing the pipe under a hilly route beneath some of the busiest intersections in Clairemont and University City.City Councilmember David Alvarez issued the following statement after the vote: 455

Faulconer and SDPD police chief David Nisleit said they are looking to build on recent police policies on officer use of force.Faulconer, Nisleit, and other public officials made a formal announcement Wednesday afternoon."We hear what the community's concerns are,” San Diego Police Chief David Nisleit said. “The preservation of human life is our number one priority.”Nisleit said that de-escalation is a number one priority for the department.“De-escalation steps include things like creating a buffer zone between an officer and a subject to reduce tensions, or calling on specialized resources such as psychiatric emergency response team,” Mayor Kevin Faulconer said.“These policies are meant to protect the officer as much as the subject and prevent escalation as much as possible before force is used,” he added.“The officer must intervene,” Nisleit said when talking about officers stepping in when officers see excessive use of force.The announcement comes weeks since Nisleit said his department would stop the use of a hotly criticized carotid restraint procedure.SDPD, along with numerous other local agencies, stopped this technique in response to protests across the county after video surfaced showing a Minneapolis officer kneeling on Floyd's neck for nearly 10 minutes. SAN DIEGO (KGTV) San Diego Police are investigating the discovery of three bodies found in the trunk of a parked car in Bay Terraces. Police found the bodies in a car parked on Jaime Avenue at Doti Point Drive after a neighbor reported a suspicious vehicle just before five pm Sunday. According to police, the bodies are that of two women and a man, possibly in their late teens or early twenties. They say the bodies were in such poor condition. They were unable to determine race. The medical examiner is working to determine the cause of death and their identities. Neighbors say the car was parked on the street for three days, but that's not uncommon.“A lot of people will park and they will walk to those apartments behind here or they park and they go to someone’s house over here, so it’s not really that suspicious," said Kevin Totten. Totten grew up in the neighborhood. He said it's usually quiet and is home to mainly families."It seems like someone did what they did, to these three innocent people and drove around and was looking for a spot to dump a car with three bodies in it," said Totten. After neighbors started noticing an odor, one of them called police Sunday evening."Once the wind would kind of blow, you can smell like, it’s hard to explain. I’ve never smelled that before. I thought well maybe it was like trash, but then a more pungent odor than that," said one mom who didn't want to be identified.The woman said once police arrived she noticed fluids coming from the car. "Once the police were here and they were kind of looking to see what was going on you could see the car and what looked like blood dripping from it. I’m like do I need counseling? Do my kids need counseling? It’s a lot to take in,” said the woman. Police aren't releasing any information about the investigation. Neighbors say the car was an older model BMW either silver or gray in color. They also said it had out of state plates. "Whomever the victims are, the families, hopefully they can figure who they are and sort of bring closure to them," said the woman. 2085
