SAN DIEGO (KGTV) - Local groups including the Local Initiatives Support Corporation, are pushing for the City of San Diego to draft up and pass an ordinance that excludes certain zoning policies. "We're not asking to spend billions of dollars and build something, we're saying change the zoning. They have the prerogative, it's under their jurisdiction, we're reminding them there are issues at stake and those issues are communities to this day that are segregated," said Ricardo Flores, executive director of LISC.Flores says the same areas that were identified back in 1930 by San Diego banks as low-income areas are still falling under that category today. Additionally, areas outside of those remain zoned for single-family homes, keeping the lower income families from moving in. "So, what we’re effectively saying is, if you can't buy a single-family home in Kensington, then you can't live in Kensington. But, that’s not the truth; the truth is Kensington is zoned one thing, single family, and we need to expand that zoning." A representative at the rally from Chicano Federation says, "We are tired of the continuation of policies masked as zoning when in reality they are policies of segregation." Meantime, Borre Winkle, CEO and president of the Building Industry Association of San Diego told 10News, "The American dream is not to live in an apartment, the American dream is still to live in a single-family dwelling unit no matter how big it is".Winkle says getting rid of single family zoning isn't the solution. SAN DIEGO (KGTV) - Local health care workers are seeing a massive number of at-risk patients through virtual visits amid concerns over COVID-19. “We've gone from having 100 visits a day [by phone or video] to 1,200 visits just yesterday alone, says Dr. Abi Olulade with San Diego's Sharp Rees-Stealy Group. She and hundreds of doctors with Sharp Healthcare are putting a special emphasis on telehealth appointments with patients who are considered at-risk because their immune systems can be weaker. RELATED: Coronavirus Impact: Concern over nurses' protective gear“[Patients] with lung disease, heart disease, diabetes and those that are immuno-compromised so we are focused on our higher risk patients,” she tells 10News.This week, 10News interviewed Dr. David Wetherhold at Scripps Health whose team is also trying to reach that same population through Scripps' telehealth program. It was supposed to roll out over the next 18 months, but with COVID-19, it's compressed into a few weeks. “The immuno-compromised, transplant patients, heart failure patients or cancer patients. [They’re] going to be our initial focus [with] trying to get them the care they need remotely without bringing them out into the community," Wetherhold said.RELATED: In-person EDD services temporarily closed“They are more at-risk of getting severe complications from coronavirus so we want to limit them coming into the office when we can,” adds Dr. Olulade. She wants to remind at-risk patients to stay in communication with their providers about any new symptoms, even if mild, that could warrant a need for further evaluation. SAN DIEGO (KGTV) - In a downtown courtroom on Friday afternoon, attorneys battled over a request to halt the shutdown orders for San Diego bars, restaurants, and gyms.Attorney Bruno Katz is representing a group of local businesses like Cowboy Star restaurant and Bear Republic Crossfit gym, which are seeking an emergency injunction. He told the judge, “What I do want to say, your Honor, is that the temporary restraining order is based on data. It’s based on facts. It’s based on science and it's based on the state not showing why it has targeted these industries when the science and data doesn't support it.”The state argued that the damage to businesses pales in comparison to the damage on human life. “There's nearly a thousand dead San Diegans and the numbers are getting dramatically worse and have been for the last couple of weeks,” said state Deputy Attorney General Jonathan Eisenberg.Restaurants and gyms were open for indoor operations with limited capacities under the red tier. However, last Saturday’s move to the purple tier forced them to shutdown indoor services completely and move outside. They're suing Governor Newsom and San Diego County, arguing that the closures go against their rights and are causing financial devastation.The suit was filed on behalf of all restaurants and gyms.Local owner of The Studio SD fitness studio Rachel Racz spoke to ABC10 News before Friday’s hearing. She told ABC10 News in part, “It's been rough to shut down business again when people were feeling normal and then we see the County of San Diego's Department of Health say that gyms are only point .4% of cases in San Diego and it's really frustrating as a business owner where we have these ebbs and flows- where we can be open and then we can’t.”Superior Court Judge Kenneth J. SAN DIEGO (KGTV) - It's a new twist on Black Friday shopping. Customers are flocking to buy ammunition before a new California gun law goes into effect. It’s called the “1 million round month.” Just a few hours after opening its doors, Poway Weapons and Gear Range sold half of their 1.2 million rounds of ammo. “Today is a direct reflection of the law,” says Danielle Rudolph, Director of Sales at Poway Weapons and Gear Range. “People are trying to stock up and save up now that way they don’t have to worry about it next year.” The new law starting in July says in addition to a gun permit, gun owners will have to pass another background check to buy ammunition. Retailers will then have to log the amount of ammo gun owners purchase in a database. The records will be sent to the Department of Justice. When asked about the store’s large sale, Ron Marcus with the Brady Campaign to Prevent Gun Violence said in part: “The bottom line is regardless of how people try to prepare themselves before the law goes into effect, majority of Californians voted on Prop. 63 that put these laws into effect."Store owners say they will order more ammunition for customers to purchase at a reduced price. SAN DIEGO (KGTV) — It has been over six months since a water main break spilled thousands of gallons of water into North Park streets, but some homeowners are still dealing with the aftermath.Jonathan Head has owned a triplex on Idaho street for almost twenty years."There's two buildings," Head said. "It was built in [the] 1940s."Back in October, a water main broke near his property. His tenants started to text him early that morning on October 4th. "It made my heart drop... it was like a river," Head said. While the water did not enter the living space, Head said it went into the vents flooding the crawl space beneath. "The wiring, the plumbing [was] completely saturated," Head said. He said city workers tried to fix the problem, but it was too late."By the time they got the equipment in, most of the water had penetrated the soil," Head said. He believes that made it difficult to dry out the property, which is why they are seeing problems with the foundation. Head said cracks below and inside the home developed. He filed a claim with the City of San Diego, but said he got no response."The city still has not compensated the clients entirely for the full scope of the damage," said Head's attorney, Evan Walker. There is now a lawsuit claiming roughly 5,000 worth of damage. "I think the city has known for some time about the precarious condition of its pipes and that it has done nothing," Walker added.
