I know I probably lose some business, possibly yours too, because of my choice not to chase him away but I won't. He's not looking for handouts and he tries not to bother anyone. SAN DIEGO (KGTV) -- A man who groped and sexually assaulted four female students as they walked to their off-campus housing near SDSU pleaded guilty Monday.Minda Shewangizaw, 20, pleaded guilty to charges including felony and misdemeanor counts of false imprisonment and sexual battery.All four victims in the case, who ranged in age from 17 to 19, testified during the preliminary hearing.One of the victims said she and her roommate were walking home after midnight when Shewangizaw came up behind her and “grabbed her butt.RELATED: Women testify against UC Riverside student accused of groping near San Diego State”Her roommate said she noticed someone walking behind them before he began to chase them. "I said, You need to leave. He grabbed my hand and pulled me toward him. He pulled my shirt down and grabbed my breast."She said she kicked Shewangizaw and was able to break free.Another victim testified that she and another woman were on a pedestrian bridge heading back to their dorm when she heard footsteps and was smacked on her “behind” by Schewangizaw."I was livid. I said, What are you doing? Don't do that! He laughed it off."She said she kept walking when the defendant made a remark about her breasts before pulling her shirt down and putting his hands on her chest.A witness said Shewangizaw then grabbed her breast and buttocks and trapped her against a rail before laughing and walking away.The sentencing is scheduled for June 12. 1460

SAN DIEGO (KGTV) -- A San Diego County leader is asking the state to look into what she calls the disproportionate placement of sexually violent predators in rural East County. In a letter, Board of Supervisors Chairwoman Dianne Jacob asked Attorney General Xavier Becerra to investigate the placements. Jacob says nine out of the 12 predators, dubbed the "dirty dozen" by Jacob, released in the San Diego region have been housed in the communities of Campo, Boulevard and Jacumba Hot Springs. RELATED: Placement hearing to be held for 'bolder than most' rapist“Rural East County should not be treated as a convenient dumping ground for SVPs,” said Jacob. “In their attempt to quietly house these monsters in our county, state officials are exploiting small, rural communities that often lack the resources and clout to challenge these placements.”The letter comes as a judge gets ready to consider a state proposal to put Alan Earl James, another sexually violent predator, in Jacumba Hot Springs. SAN DIEGO (KGTV) -- A North Park house, empty for years, has nearby neighbors frustrated about the lack of action taken to clean up the property they say has become a magnet for crime. "We have people that are squatting here, we've had illicit drug use, we've had prostitutes, we've had an increase in break ins in the area, " said Alan Nelson, who lives across the street. Nelson says even though he and others call the police, unless it's an emergency they can't always come out. He has called and emailed Councilman Chis Ward's office repeatedly about the matter but isn't happy with the response he's received. Ward's office says the property is in foreclosure and the case is being handled by the city attorney's office. They issued the following statement to 10News:"My office has been working with the San Diego police department and city code enforcement to address the illegal activity occurring at this property. Public safety is and will always remain my most pressing priority." A code compliance hearing for the property is scheduled for late April.  1106

SAN DIEGO (KGTV) - A new program is helping San Diegans get back into the classroom without the fear of crippling student loans. Offered through the San Diego Workforce Partnership and UC San Diego Extension, the program costs nothing upfront.It's called an Income Share Agreement (ISA); tuition is covered, and students agree to pay a small proportion of their income for a set period of time after graduating.The programs include front-end web development, Java programming, business intelligence, or digital marketing; each costs ,500.Adam Taylor is part of the first cohort of students. The Marine Corps veteran is still working to pay back student loans from several years ago but wanted to further his education to increase his salary."It seemed like a little more security in taking a chance and investing in yourself, as opposed to the school loans where they really don't care if you get a job or not," said Taylor, who's studying digital marketing. The program is possible thanks to million in grant funding, with Strada Education Network providing an initial .2 million. Strada granted the money to the Workforce to increase access and diversity in tech through ISAs.The program succeeds if students succeed. Those who get a job and pay back into the program will support future students. "The ranges are you pay nothing if you're making under ,000, if you're making over that, you'll pay between 5 and 8 percent of your income, and then you'll never pay more than about 1.6 to 1.8 of what was initially financed for you," said Andy Hall, Chief Operating Officer of the San Diego Workforce Partnership.To learn more or apply for a program click here. 1680
