SAN DIEGO (KGTV) — While fall-like temperatures lingered around San Diego County for a few days, a heatwave is on the way.Above-average temperatures are expected throughout the week with a heat advisory in effect from 11 a.m. Tuesday through 5 p.m. Friday.With many people still working and learning from home, you may have noticed higher energy usage on your electricity bill.“We’re dealing with some unusual and extreme situations this year given the COVID-19 pandemic and also extreme temperatures,” said Jessica Packard, communications manager for San Diego Gas and Electric (SDGE). “Look at conserving energy when you can, I know that’s easier said than done.”She said the key to bringing down that SDG&E bill is to avoid energy usage between 4 and 9 p.m.This time spent working from home can also come in handy.“If you are home working, try to maybe run the dishwasher during your lunch hour when you normally wouldn’t because you’d be in the office,” she said.To help during this pandemic, SDG&E has suspended service disconnections for those who can’t afford to pay their utility bill. SDG&E is also offering flexible payment plans.Based on annual household income, people who qualify can also sign up for state and federal programs to get discounts on monthly energy bills.“Look at some of our customer programs and assistance options if you’re really struggling and want us to cater maybe something to help you get through this difficult time,” said Packard.The hot and dry conditions across the county also cause fire concerns to grow. Firefighting agencies are asking everyone to remain cautious and avoid doing anything that can spark a fire.Right now, Packard said there is no need for Public Safety Power Shutoffs, but SDG&E meteorologists track and monitor the weather conditions daily in case there is a change.“At SDG&E, we really don’t want to turn off your power,” she said. “We try to give at least 48 hours’ notice in advance. SAN DIEGO (KGTV) -- Voters across San Diego County could end up with the final say over massive housing developments proposed for the backcountry.That's if voters themselves approve an initiative headed to the March 2020 ballot. The measure, called S.O.S., for Safeguard our San Diego Countryside, would trigger a public countywide vote anytime the County Board of Supervisors moves to increase density in the general plan to make way for more housing. "When you put cities where there are no roads, where there isn't fire service, there aren't schools, the cost of the infrastructure is going to be borne by the general taxpayer," said Mark Jackson, with the Yes on S.O.S. campaign. But a group of developers, economists and union are sounding the alarm about the initiative, which they say would make the region's housing crisis even worse. A county report found that the public vote would add a year of delay to projects and increase the cost by as much as .3 million. Meanwhile, housing prices would rise as supply remains tight. "Many new officers have young families, and those families are hit the hardest by anti-growth and anti-housing measures like S.O.S.," said Jack Schaeffer, president of the San Diego Police Officers Association. Both sides agree San Diego County needs more housing. However, the proponents of the measure note the general plan already calls for 60,000 new homes for all income levels. Those opposed counter that those would largely be expensive, built on multi-acre lots. They add that this initiative could impact development proposals with as little as six housing units. The initiative made its way to the March ballot after the "yes" campaign got 107,000 signatures. That's the same election in which voters will decide the fate of the massive Newland Sierra development in Escondido, a 2,000-home master plan the county approved in 2018. SAN DIEGO (KGTV) -- With the drop of a banner, the Rock Church replaced the old sign of the Body Shop Strip Club purchased by the church.The church says they’re unsure what they’ll do with the building, but Thursday, they made it clear it’s no longer a strip club.It was quite the presentation, dozens of people, a stage and a sound system. The church and several investors brought the club and its license for .2 million.Councilmember Lorie Zapf said the move is the beginning of a new future for the Midway with a vision of parks, families and a new welcoming look. “Midway is no longer going to be the red light district of yesteryear.”The problem with the plan, however, is the building sits just feet away from another strip club. “They started harassing me in April, I was called about 15 times by their broker,” said Kathleen Morgan, who owns Les Girls Theater.“It’s easy to stigmatize this type of business. But we don’t even have male bouncers, we don’t even serve alcohol, we’re old school burlesque,” Morgan said.On stage Thursday, was a pledge to take over Morgan’s place. “I’m hoping that they can acquire the property next door. Once the Midway plan is approved, they’ll be able to plan for the future of what’s allowed here by the zoning,” Zapf said.Morgan says investors are trying to driver her out. The church says they aren’t involved in that. “That’s something that will have to take its own course, we’re not necessarily pushing that,” said McPherson.Morgan also says the business has been vandalized recently, adding if she sells, it won’t be to the church. “In 50 years we’ve never had this type of vandalism, we’ve never had these types of issues. SAN DIEGO (KGTV) -- Two people are dead after a car and semi-truck collided during a Border Patrol pursuit in Otay Mesa Tuesday night, agents say. According to Border Patrol, two people were seen crossing over the border into the United States early Tuesday night. Agents described them as a man and a woman.The agency told 10News a getaway car was waiting for the pair. The driver of the car led agents on a high-speed chase reaching speeds of more than 100 miles per hour. RELATED: Three hospitalized after Border Patrol chase leads to crash in CampoThe pursuit lasted for about a quarter of a mile before the driver reportedly lost control and crashed into the back of a semi-truck, forcing the car beneath the truck and into a ditch. Two of the men inside the vehicle died while the woman was taken to the hospital and, as of Tuesday night, was listed in critical condition. The identity of the victims hasn’t been released. 937

SAN DIEGO (KGTV) -- One person died and another was hospitalized after a single-car crash near the harbor in downtown San Diego Sunday morning.Authorities say the crash happened on North Harbor Drive and Broadway just after 2 a.m. Police say one person died at the scene and a woman was rushed to the hospital following the crash.Harbor Police say the vehicle was traveling at a high rate of speed when the driver lost control and crashed into a palm tree causing the vehicle to catch fire.Officers said they believe the woman was ejected from the car. Police are working to identify both victims of the crash.Police say though the car is unrecognizable following the crash, they believe the car is an exotic vehicle.Harbor Drive will remain closed for at least the next three hours, according to police. 817
