SAN DIEGO (KGTV) - San Diegans living in recreational vehicles will soon have an opportunity to find refuge in the city's newest safe parking lot, an expansion of the City's Safe Parking ProgramThe City-funded lot will be in Mission Valley, operated by Jewish Family Service.Right now, there are four safe parking lots, but only one allows RVs."No one told me life was going to be easy, ok? I understand that I get that concept, but can we get a break once in a while? Just a little break, that's how I looked at this. This was my break," said Jeff Tracy.Tracy is referring to the safe parking lot on Imperial Avenue which accommodates RVs; it's operated by Dreams for Change."Because you can't function and take care of your basic needs if you're worried about your basic needs."Tracy's life forever changed seven years ago when a drunk driver crashed into the vehicle he was in with his wife and daughter. Tracy was the only one who survived, and he lost one of his legs. He's been struggling ever since. "It's a very learning process being homeless, and I don't like it, and I know most people don't, it's a hard life."Some RV owners like Tracy worry they'll have to move their RV during the day if they're moved to the new parking lot. He not only has to get his wheelchair in and out of the RV but says the cost of gas would be astronomical. "Expensive, hard, it's stressful, because now I've got to move it and where am I going to move it to? I've got to pull over here to some resident again, and they're going to get upset, I don't want to upset people," said Tracy.Tracy says the Safe Parking Program has given him a place to feel safe while he tries to plan for a better future. SAN DIEGO (KGTV) — San Diego Crime Stoppers released new video Wednesday of a suspected arsonist they believe set several fires in the Point Loma and Ocean Beach areas last month.San Diego Metro Arson Strike Team investigators say during the early hours of Sept. 28, between 12:30 a.m. and 5:03 a.m., six separate fires were started in the backyards of homes. Various items were ignited, investigators say, at the following locations:12:30 a.m. - 4500 Muir Avenue1:12 a.m. - 2100 Froude Street2:22 a.m. - 4300 Piedmont Drive2:50 p.m. - 4117 Catalina Place4:04 a.m. - 4300 Monaco Street5:03 a.m. - 3900 La Cresta DriveA white, compact SUV similar to a Toyota RAV4 was seen in the 4100 block of Catalina Place just before a fire was discovered at that location, investigators added.Video and photos show a person in a hooded sweatshirt, shorts, and sandals walking in the yard of a home where one fire ignited. In the video, the person can be seen walking with what appears to be a piece of paper in one hand and cigarette in the other, before disappearing from the video. SAN DIEGO (KGTV) — San Diego Police are investigating the discovery of a woman's body in the waters off Fiesta Island Saturday.Police said they received a call just after 6:40 a.m. about a body floating in the water on the south side of the island. San Diego Fire-Rescue personnel arrived and removed the body from the water and pronounced the victim dead.Police said while there are no obvious signs of trauma, because of the circumstances and condition of the body SDPD Homicide investigators were called to the scene.Little is still known about the victim and circumstances surrounding her death, police said. SAN DIEGO (KGTV) - Rising temperatures are increasing the wildfire danger in San Diego County. Monday morning's fires near Webster are the third group of fires sparked by homeless people in a matter of months. Neighbors in the area say they are getting nervous. Edna Wallis has been living in her home for three years. As the weather heats up, she says the brush behind her home becomes a safety hazard. "I start rinsing the patio when the days are extremely hot and dry," says Wallis. "We rinse it, but it's not much."Less than five minutes from her home, a fire sparked off Home Avenue early Monday morning. Among brush and a lot of trash, crews worked to put out the flames that started inside of a homeless encampment. "I'm nervous. I'm very nervous because I'm very close to this area," says Wallis. "All of the neighborhood is dry."There have been other fires in the area as well. A homeless camp caught fire near I-805 and I-15 last week. A blaze also sparked in the same area in March. This fire slightly backed up traffic as crews work to put the flames out that started inside of a tent. SAN DIEGO (KGTV) -- San Diego health officials Monday night confirmed the county’s first presumptive positive case of coronavirus. Dr. Wilma Wooten said the woman, who is in her 50s, tested positive after traveling overseas to an unspecified location and time."The case and exposure details are under investigation," Wooten said.The woman, a San Diego County resident, is in the hospital and is doing well, according to Wooten. Scripps Health officials confirmed that the patient is being treated at Scripps Green Hospital.Scripps Health also said: "As a cautionary measure, we have taken immediate steps to identify staff who may have been exposed and place them on home quarantine as appropriate with our full support, and we will provide additional staffing as needed. We are also assisting the county in identifying anyone not on Scripps’ staff who may have been exposed. If identified, the county will provide notification and manage those cases."Officials said Scripps Green and the nearby Scripps Clinic Torrey Pines are "safe for patient care and all appointments and procedures are continuing as usual at both facilities."RELATED: Santa Clara County announces first coronavirus deathHealth officials say at least one person in the woman's household is under self-quarantine. In the context of our campus, this will mainly involve offering conventional courses via online teaching and learning tools,” the university said in a message to students and staff. All university-sponsored athletic events are scheduled to continue, but will now be “fan-less,” the school said.
