SAN DIEGO (KGTV/CNS) – San Diego City Council Monday passed a proposal that bans Styrofoam and single-use plastics in a 5-3 vote. In July, the City Council Rules Committee voted 3-2 in favor of prohibiting the use and sale of containers and other items made with Styrofoam.The measure, proposed by Councilman Chris Ward, prohibits the use and sale of egg cartons, food service containers, coolers, ice chests, pool or beach toys, mooring buoys and navigation markers made partially or completely of polystyrene foam, commonly called by the brand name Styrofoam.The city's Environmental Services Department must also provide a list of safe, affordable alternatives to polystyrene products should the ban go into effect.Polystyrene products don't degrade the way more natural products do, taking hundreds of years to break down. Because of this long life span, marine and terrestrial fauna can and do mistake polystyrene for food."Our growing reliance on disposable plastic to fuel our ‘culture of convenience' is not without cost. Globally, an average of eight million tons of plastic ends up in the ocean," said Roger Kube, a policy adviser with the 5 Gyres Institute, when Ward introduced the proposal in May. "Once there, sunlight and currents shred plastic debris into smaller particles called microplastics, which absorb and concentrate toxic chemicals up the marine food chain and into our bodies. From plankton to fish, and to humans that eat seafood, plastic pollution is changing the very chemistry of life."Opponents of the ban claim it will have a disproportionately negative effect on local restaurants who may not be able to afford more expensive alternatives to polystyrene containers the way larger chain restaurants can. A study by the California Restaurant Association, San Diego Chapter, found that the ban could force small food service businesses to spend up to 145 percent more for polystyrene alternatives like compostable paper."We're opposed to the ban because polystyrene is a recyclable product," said Chris Duggan, the San Diego chapter's director of local government affairs. Duggan compared polystyrene's potential for reuse to that of an empty pizza box or a used paper plate and noted that polystyrene can be and is recycled into things like crown molding.Restaurant owners in City Council District 4, represented by Myrtle Cole, pushed back on the proposal Friday when they delivered more than 50 letters opposing the ban to Cole's district office. Restaurant owners in District 4 claim that Cole has not met with them despite multiple requests to voice their concerns."The impacts of Styrofoam and single-use plastics are permanent and threaten the health of San Diegans, wildlife, and industries critical to our region," Ward's office said. SAN DIEGO (KGTV)— Thanksgiving is just four days away, and preparations are already underway for the 17th Annual Father Joe’s Villages Thanksgiving 5K Run.Proceeds from the race and festivities go toward the one million meals the organization serves to those who need it every year. One of the biggest draws of the event is the pie made by the organization’s Culinary Arts program students. The students are making 300 pumpkin pies, 200 apple pies, and 100 blueberry pies ahead of the race, possibly more if they get additional pre-orders. The pies are served the day before Thanksgiving at the shelter downtown. The pies are also sold at Balboa Park on race day."These are individuals who come to us and were homeless and now we're trying to get them up on their feet,” Deacon Joe Vargas, President of Father Joe’s Villages, said.The students were once homeless but decided that cooking would help get them out of poverty. They are part of a 14-week intensive program, where 92% of graduates get jobs in the field.10News met Dorothea Sontag, a disabled Air Force Veteran, who was once a volunteer at Father Joe’s. When times got tough, she sought help from them."After my husband died, I hit hard times,” Sontag said. She lived out of her van until Father Joe’s took her in. Now at 62 years old, the former nurse's aid has a new aspiration. "I have a brother who's chef in Connecticut, so maybe it's in our blood,” Sontag laughed. Her instructor Theresa Fields said she is proud of Sontag for always pursuing perfection in the dishes she prepares. "They get a sense of pride that you can see on their face. They just glow,” Fields said. "I see too many people who are disabled and they let their disability rule them. I rule my disability. SAN DIEGO, Calif. (KGTV) -- Elected officials, community activists, and law enforcement came together Monday to launch a new "Peace Movement" with the ambitious goal of ending violence in San Diego. Organized by District 4 City Councilmember Monica Montgomery, the goal is to find solutions to address the underlying root causes of violence and build trust between police and the communities they protect."It doesn't happen overnight," Montgomery told 10News. "It's continued understanding. It's getting in places where we're uncomfortable. It's listening to things that maybe we don't agree with all the time. Those are the things that will help us understand each other."San Diego Police Department chief David Nisleit said he's on board with the effort, specifically calling on people in communities beset by crime to come forward when they have information that could help investigators bring perpetrators to justice. Some community members are reticent to contact police. "We'll get there. There's no doubt in my mind we'll get there," Nisleit told 10News. "I'm going to focus on this as a positive step. We'll build those community partnerships. We'll work together. We're already doing that, we're just going to do it on a larger scale."Another speaker at Monday's press conference launching the initiative was Bishop Cornelius Bowser. As a former gang member himself, Bowser has tried to take a leadership goal in bridging the divide between residents and law enforcement. "I'm willing to lead the way and take those risks," Bower said. "But the struggle with me is when I try to do that, I need law enforcement to understand this and get my back. I need the community to understand this and get my back."Bowser says building relationships with both sides means walking a fine line, as the very appearance of a strong relationship with either side could encourage distrust from the other. SAN DIEGO (KGTV)- The National Weather Service (NWS) issued a heat advisory through Thursday for the coastal areas and Friday for the inland valleys in San Diego County.The hot weather and dry fuels create dangerous fire weather conditions, keeping fire crews across the county on high alert.“At nine, it already felt significantly warmer than the last couple of days,” said Elizabeth Conniff as she ended her hike at Iron Mountain Trailhead. “It was pretty hot, hotter than I expected, and very dry.”Poway reached nearly 100 degrees before noon Tuesday, nearing record-breaking temperatures for this time of year.Conniff, an experienced hiker, said that she would not recommend hiking during this time.Hotter temperatures are forecasted for Wednesday and Thursday.“If it’s going to be 100 or over, stay home, and that is from somebody who hikes three or four days a week,” she said.The NWS warns the hot weather could cause heat-related illnesses and recommends that people stay hydrated and out of the sun.Firefighting agencies ask everyone to remain vigilant and be extra cautious about doing anything that could spark a wildfire. 1141

A local Guamanian grill is using a musical twist to highlight their food, to bring in business.SMACK'N Guamanian Grill offers authentic Chamorro food. Chamorro is the native culture of the Mariana Islands region, including Guam.“All the recipes are authentic and passed down through generations,” says owner Christian Graham.The 24-year-old owner says opening the restaurant was a way to showcase his culture, which is not highly represented in San Diego.“I wanted to highlight what my grandmother, what my family has brought to the Chamorro food, the Chamorro community,” says Graham.When the pandemic hit, the newly opened SMACK'N Guamanian Grill had just opened six months prior.“Sales have dropped quite a bit between 30 to 50 percent,” says Graham. “We ended up losing about 20 percent of our staff members due to the pandemic because of their reduced hours.”As a young owner, Graham decided he needed a new, creative way to bring in business. He created a music video for the Guamanian Grill.“Just something different that restaurants haven’t done in the past.”The video, which launched a little over a week ago, already has hundreds of views on YouTube.
