SAN MARCOS, Calif. (KGTV) - A local portable toilet rental company is charged with tampering with equipment on its trucks to skirt emissions regulations. Employees also allegedly faked some of the smog test results.Team 10 Investigative Reporter Jennifer Kastner went to San Marcos’ Diamond Environmental Services on Friday afternoon, but was asked to leave. 10News was looking for answers to the alarming accusations that the company and some of its employees were committing crimes against the environment. Part of a video on the company’s website states, “Diamond's dedication to doing the right thing goes above and beyond.” Yet prosecutors say Diamond was preparing false smog test results to get passing results. Additionally, executives were allegedly tampering with emission control devices on its diesel truck fleet, re-programming the emission monitoring devices to avoid extra costs that come with burning off dirty, soot-filled diesel filters. Ed Rodriguez is the owner of Auto Park Smog in Escondido. He says, “If you’ve ever seen a vehicle going down the road, like a truck, and it has black smoke coming out of it, that’s all soot and that's not good.” Rodriguez says he's worked on Diamond's smaller trucks but not the ones that are part of this new six count federal indictment. The U.S. Attorney’s Office claims that Diamond took the devices out of trucks and shipped them out of California to be re-programmed. Owner and manager Arie Eric De Jong III, manager Warren Van Dam and technician Jorge Leyva Rodriguez are facing time behind bars and thousands of dollars in fines.The company declined an interview during our visit to the headquarters on Friday afternoon. 1692

Brian Jones, R-Santee, which extends immunity from liability for local governments that operate skate parks, the lawmaker announced Tuesday.Senate Bill 1003 follows a similar bill Jones wrote in 2015 while he was a member of the Assembly that provided a four-year immunity window for municipally operated skate parks. SB 1003 makes that immunity permanent."Senate Bill 1003 grants much-needed immunity from liability for communities that operate skate parks," Jones said. "Local skateboarders and sport riders get a safer place than the streets to carve, do McTwists or ollies, and taxpayers are not going to be liable for the occasional mishap that is inherent to all active sports."SB 1003 was sponsored by the County of San Diego, and as an urgency measure, goes into effect immediately.The bill was co-authored by Sens. Pat Bates, R-Laguna Niguel, and Ben Hueso, D-San Diego -- who both also represent parts of San Diego County -- and Sen. Brian Dahle, R-Bieber. 1055

  

SAN YSIDRO, Calif. (KGTV) – U.S. Customs and Border Protection paid a staffing consultant million that has so far yielded two rank-and-file employees, a new federal watchdog report says.The Office of Inspector General says CBP signed a nearly 0 million contract with Accenture in November 2017, meant to hire 7,500 new workers across departments.But a year later, Accenture has hired two workers. “Accenture is nowhere near satisfying its 7,500-person hiring goal over the next five years,” the report says. “Further, CBP has used significant staffing and resources to help Accenture do the job for which it was contracted.”Accenture said in a statement it remains focused on fulfilling CBP’s exceptions. A CBP spokesperson says the agency takes issue with some of the reports findings, but acknowledged the contract has been a challenge. CBP says the .6 million to Accenture has gone to creating a hiring structure, an applicant care center, marketing and conducting various steps in the hiring process.“CBP is constantly working to strengthen its hiring capabilities to ensure staffing for critical frontline operations, while maintaining our high personnel standards,” the CBP said in a statement. The lack of workers is being felt along the San Ysidro border, where wait times can be upwards of two hours, and not every booth is staffed by an agent.“Anytime you have people waiting in line instead of working, instead of shopping, instead of going to restaurants, you’re losing money,” said Cindy Gompper-Graves, head of the South County Economic Development Council, who described the report as a bit troubling. 1634

  

SANTEE, Calif. (KGTV) - A kindergartner walked out of his Santee school, crossed a busy four-lane road and made it to his home more than a mile away, his mother told 10News Thursday.The Cajon Park Elementary student had been placed in a 3rd grade classroom with his upperclassman buddy when his grandmother arrived to pick him up.According to the 5-year-old boy’s parents, the 3rd grade teacher told the boy to pack his things because he was going home and sent him to the office alone.The boy didn’t fully understand the instructions and walked past the office to his home, crossing busy Magnolia Ave.There is only one gate in and out of the school and the boy apparently passed through it undetected.School administrators noticed the boy was missing about half an hour later and told his grandmother, who panicked.The boy’s mother said she realized something was wrong when her doorbell camera sent an alert. She looked at the video and saw her son on the front porch with a woman approaching him.The woman turned out to be a school administrator who had been searching for the boy.Rob Cunningham has a kindergartner at the school and was concerned by the incident.“We trust the school to know where our child is when we drop them off and expect them to be here when we pick them up,” Cunningham said.Santee School District Superintendent Dr. Kristin Baranski responded to 10News’ request for comments, saying the boy was found safe within 15 minutes.She added the school has a practice of sending a buddy with younger children when they need to visit the school office but in this case, the guest teacher did not follow the practice.Administrators will put additional communication practices in place with guest teachers to make sure they are aware of the policy, Baranski said. 1789
