WASHINGTON, June 6 (Xinhua) -- Forests in many regions are becoming larger carbon sinks thanks to higher density, U.S. and European researchers say in a new report.In Europe and North America, increased density significantly raised carbon storage despite little or no expansion of forest area, according to the study, led by Aapo Rautiainen of the University of Helsinki, Finland, and published Monday in the on- line, open-access journal PLoS One.Even in the South American nations studied, more density helped maintain regional carbon levels in the face of deforestation.The researchers analyzed information from 68 nations, which together account for 72 percent of the world's forested land and 68 percent of reported carbon mass. They conclude that managing forests for timber growth and density offers a way to increase stored carbon, even with little or no expansion of forest area."In 2004 emissions and removals of carbon dioxide from land use, land-use change and forestry comprised about one fifth of total emissions. Tempering the fifth by slowing or reversing the loss of carbon in forests would be a worthwhile mitigation. The great role of density means that not only conservation of forest area but also managing denser, healthier forests can mitigate carbon emission," says Rautiainen.
KATHMANDU, Aug. 7 (Xinhua) -- Ban on smoking in public places will be enforced from Sunday with the Tobacco Control and Regulatory Act-2010 coming into effect.Those smoking in public places will be fined and civil servants will be liable to departmental action.Government offices, corporations, educational institutions, libraries, airports, public vehicles, orphanages, childcare centres, cinema halls, homes for the elderly, cultural centres, children's gardens, hotels, restaurants, resorts, girls' and boys' hostels, department stores, religious sites and industries have been designated no-smoking zones.Health Secretary Sudha Sharma said mass awareness campaign highlighting punishment will be carried out. She also said an inter-ministerial coordinating committee has been formed to enforce the law to ensure people's right to health. Pasting no- smoking notices at every public place will be mandatory.According to The Himalayan Times daily, the ban covers sale of tobacco products and single sticks within a 100-meter radius of educational and health institutions, children's homes, child care centers and home for elders.Anyone selling tobacco products to persons under the age of 18 years and pregnant women will be fined.The Act also prohibits advertising and sponsoring programs in the name of tobacco-related products through media. Offenders will be fined.The government's mass awareness campaign will cover the entire country to ensure effective implementation of the Act.

Its key customers include Wal-Mart, Best Buy, Ford and Pfizer.Oracle said in a statement that the acquisition is expected to help Oracle clients improve online engagement across web, mobile and social channels, through website optimizations.The transaction is expected to close mid-year 2011 and the financial details were not disclosed. In its recent acquisitions, Oracle acquired e-commerce software company Art Technology Group for 1 billion U.S. dollars.
BEIJING, June 26 (Xinhua) -- China on Sunday issued a regulation on drug rehabilitation that encourages drug users to voluntarily undergo rehabilitation programs.The regulation took effect Sunday as a supplement of the country's anti-drug law that was implemented three years ago.Drug users who voluntarily receive intervention programs "will be exempt from punishment," said the regulation, promulgated on the 24th International Day Against Drug Abuse and Illicit Trafficking, which falls on Sunday.With seven chapters and 46 articles, it also stipulates the rights and obligations of drug addicts, as well as supporting measures for voluntary, community-based, and government-ordered drug rehabilitation.Up to date, more than two million Chinese have been receiving compulsive rehabilitation or treatment, statistics show. However, many of them find it difficult to completely give up the addiction.The regulation, aiming to explore effective ways to curb drug use, calls for boosting "the role of communities and families" in helping reduce drug users' dependency on narcotics.It asks rehabilitation centers to provide addicts with consulting services and education on the prevention of HIV/AIDS and other contagious diseases.Efforts should be made to "boost pharmaceutical management" so as to prevent loss or abuse of psychotropic substances and narcotics, the regulation says.The regulation also stipulates on the protection of drug addicts' personal information, saying "members of the police, judiciary and health departments who cause the leak of personal information must be punished."The regulation has solicited public comments before it was released.Transnational drug trafficking remains rampant in China, particularly in southwestern border regions of Yunnan and Guangxi.A report issued last month by China's National Narcotics Control Commission said authorities investigated 89,000 drug-related crimes and arrested 101,000 suspects last year.Law enforcers confiscated 5.3 metric tonnes of heroin and one metric tonne of opium in 2010, the report said, adding that intervention programs were used to treat and rehabilitate some 175,000 drug addicts last year.
BEIJING, June 21 (Xinhua) -- China will launch a new icebreaker for use during an upcoming 2013 polar expedition, a senior oceanic official said on Tuesday.Both the new icebreaker and Xuelong ("Snow Dragon"), an icebreaker that operated in Antarctica, will form an Arctic-Antarctic maritime research team."China will have at least two icebreakers concurrently operating at both the north and south poles," Chen Lianzeng, deputy director of the State Oceanic Administration, told a national conference on polar research, which has been the first since 1984 when the country started expeditions in polar regions.The new icebreaker will boast facilities that will allow it to research the oceanic environment, integrate data for real-time oceanic monitoring, deploy and retrieve detectors and conduct aerial studies using helicopters, Chen said.The two icebreakers will conduct expeditions in polar regions for more than 200 days annually, he said.Fixed-wing aircraft will also be added to the expedition team before 2015, allowing researchers to be transported between China's Zhongshan and Kunlun research stations and Antarctica's Grove Mountains.The Kunlun station went into operation in early 2009 as the first Chinese research station on Antarctica's inland. The Zhongshan station, established in 1989, now serves as a supply base for the Kunlun station.A written comment by Vice Premier Li Keqiang sent to the conference said the polar research, a magnificent feat of the mankind, has great significance for China's oceanic work and sustainable development."Over the past two decades, China's polar research made great achievements and became influential globally," Li said.Li encouraged Chinese scientists to actively participate in international exchanges and cooperation, safeguard national interests and contribute to the peaceful use of polar regions.Since the early 1980s, China has sent 27 Antarctic expedition teams and completed four research missions to the Arctic Ocean.Besides the Xuelong icebreaker, China has built three Antarctic stations -- Changcheng (Great Wall), Zhongshan and Kunlun -- and one Arctic station -- Huanghe (Yellow River) Station.
