The two countries exchange letters on zero-tariff treatment to certain Afghan exports to China, which cover more than 4,000 items.In addition, China will continue providing training to Afghan professionals, executing more projects and extend its help to the most urgently-need areas in the country, Wang said.

XINING, Sept. 29 (Xinhua) -- Northwest China' s Qinghai on Wednesday became the first province to establish a regulation that holds local governments and state-owned enterprises responsible in coping with climate change.Called Qinghai' s Regulations of Coping with Climate Change, issued by the provincial government Wednesday and scheduled to take effect on Oct. 1, the regulations will cover the Qinghai-Tibet Plateau, which has one of the most fragile ecological systems in the world.Energy savings, emissions reductions, water resource conservation and other works related to climate change will be considered when evaluating senior officials of governments and state-owned enterprises administered by Qinghai, the new regulation stipulates."The regulation is a landmark in China' s creation of a legal framework in curbing climate change as it stresses and specifies local government' s responsibility on climate change," said Wang Zhiqiang, head of the policy and law department of the China Meteorological Administration.Governments administrated by Qinghai should build policies in line with the regulation and support green development, said Li Xiaoyu, deputy head of Qinghai' s legislative office."If officials fail to meet their duties in combating climate change, they are subject to punishments stipulated by the regulation," Li added."The regulation, based on China' s laws, regulations and policies, provides a basis for law enforcement and government agencies to implement climate change policies and punish offenders," Wang said."Qinghai' s temperature has been on the rise, reaching record highs this summer, and the trend is still going up," said Wang Shen, deputy head of Qinghai' s Meteorological Bureau.Statistics show Qinghai' s temperature has been rising by 0.35 centigrade every ten years, compared to the world average of 0.13 centigrade.Some mountain ice caps and frozen soil atop the Qinghai-Tibet Plateau are melting, triggering floods, expanding deserts and degrading the ecology.Qinghai is the source of the Yangtze River and the Yellow River, China' s two major rivers. BEIJING, Aug. 31(Xinhua) -- China has cracked 278,000 criminal cases and broken up nearly 1,650 mafia-style gangs since it launched a campaign to maintain public security in rural-urban fringe zones and on campuses in January.About 256,000 suspects had been arrested as of Tuesday, according to a national working group on maintaining public security composed of officials from government agencies, including the Central Commission for Political and Legal Affairs of the Communist Party of China (CPC) and the Ministry of Public Security.Investigating and rectifying public security threats remains an arduous task, said Wang Lequan, deputy secretary of the Commission.The government will maintain its "strike hard" policy against mafia-style gangs, crimes involving guns and explosives, gambling, prostitution and drugs, Wang said. Authorities have "zero-tolerance" for such crimes, he added.

XIAMEN, Sept. 7 (Xinhua) -- The Second World Investment Forum (WIF), seeking to offer insights on the balance between investment and sustainable development, opened Tuesday in Xiamen, in southeast China's Fujian Province.With the theme "Investment for Sustainable Development," the forum is organized by the United Nations Conference on Trade and Development (UNCTAD) and has attracted more than 1,500 overseas investors, policymakers and international organization representatives."International investment is high on the agenda of global policy-making," United Nations Secretary-General Ban Ki-Moon said in a video message to the forum.Despite the recovery of worldwide capital flows since the downturn in 2009, Ban said, the recovery remained fragile and the consequences of climate change were "increasingly clear.""We must work together to advance responsible investment and corporate sustainability," said Ban.He urged governments and businesses to make investments that better stimulated economic activity while promoting energy efficiency and green technology.He stressed the critical role of private investment in the spread of environment friendly practices and in reaching the UN's Millennium Development Goals (MDGs).Established in 2000, the MDGs are eight development goals to be achieved by 2015.
