ADDIS ABABA, Dec. 24 (Xinhua) -- The Commissioner for Peace and Security of the African Union (AU) Ramtane Lamamra, and the Ambassador of the People's Republic of China in Ethiopia Gu Xiaojie on Friday signed an agreement on the provision of aid to the AU Mission in Somalia (AMISOM).The grant amounting to 30 million RMB, (over 4 million U.S. dollars), will be used to supply equipment and materials for AMISOM. The signing of this agreement comes in the wake of the adoption by the United Nations Security Council, on Dec. 22, of resolution 1964(2010), in which it, inter alia, requested the Secretary- General to continue to provide a logistical support package for AMISOM, for a maximum troop strength of 12,000, as called for by resolution 1863 (2009).In resolution 1964(2010), the Security Council also called on UN Member States and regional and international organizations to make direct bilateral donations in support of AMISOM.By generously providing aid to AMISOM, the People's Republic of China is responding to the call made by the United Nations Security Council and the earlier appeal by the AU Peace and Security Council (PSC) for AU partners to support the ongoing efforts in Somalia, AU said in a statement. Gu Xiaojie reiterated China's continued commitment to strengthen its cooperation with the AU in the area of peace and security and to support all endeavors in this regard. He lauded AU's efforts and resolve towards the promotion of peace, security and reconciliation in Somalia.Speaking on the occasion, Commissioner Lamamra stated said that "China has, over the years, been providing multifaceted assistance to the AU and African countries as they strive to address the many challenges facing the continent. Today's donation is a further testimony of China's commitment and its determination to contribute to the furtherance of peace and security in the continent".Furthermore, Commissioner Lamamra avails himself of this opportunity to renew the appeal to all AU partners to provide the requisite support to AMISOM as it enters a new phase of its deployment.

  

BEIJING, Nov. 27 (Xinhua) -- The key to success at the upcoming Cancun climate change conference rests with the United States and other developed countries.At last year's conference hosted in Copenhagen, developed countries, represented by the United States, failed to make their due commitment to emission reductions, rather, they pointed fingers at developing countries with claims that were groundless.Further, developed countries hampered the efforts to combat global warming as they shied away from their responsibilities. Without any change in their attitude, chances of a successful Cancun conference will be very slim.Developed countries bear responsibility, both due to historical and practical causes. Developed countries, as the earliest industrialized nations, have contributed most to the historical storage of carbon-dioxide (CO2). Practically speaking, these countries rank high in terms of per capita emission, and their citizens' extravagant consumption gives rise to unnecessary emissions. Further, developed countries also have the technological and financial capacity to tackle the problem and offer assistance to the developing world.Historically speaking, developed countries have "sinned" against the world environment when they built their industrial empires on exploiting coal, oil and other natural resources. While they were enjoying the exclusive right to carbon emissions, most developing countries did not even have modern industry and transportation that would produce greenhouse gas emission.Research done by Beijing-based Tsinghua University suggests that developed countries, home to 23.6 percent of the world population, have contributed 79 percent of the aggregate carbon emissions since the industrial revolution.Practically speaking, the annual energy consumption of developed countries represents 64.6 percent of the world's total, while CO2 emissions are 65 percent of the world's total. In per capita terms, China emitted 4.6 tonnes of fossil-fuel-generated CO2 in 2007, less than one-fourth of that of the United States, and half of that in the European Union, according to the Tsinghua University research.Additionally, the International Energy Agency (IEA) reported that the U.S. ranked top in terms of per capita energy consumption, which is five times that of China. Also, the U.S. remains the world's largest consumer of oil, with a daily demand for crude oil standing at 19 million barrels, doubling that of China.Further, China's high carbon emissions are partly due to its lack of energy resources. China is short of oil and gas but rich in coal, and carbon-intensive coal represents two-thirds in its entire energy mix.

  

PRETORIA, South Africa, Nov. 18 (Xinhua) -- Visiting Chinese Vice President Xi Jinping on Thursday called here for concerted efforts to make the Forum on China-Africa Cooperation (FOCAC) stronger and to boost the development of the new type of China- Africa strategic partnership.Addressing a seminar marking the 10th anniversary of the establishment of FOCAC, Xi proposed to strengthen strategic planning, practical cooperation and institution building of FOCAC so as to make it a solid base for political mutual trust, a major engine driving common development and an efficient and mature platform for China-Africa cooperation.Meanwhile, more cultural and people-to-people exchanges should be conducted to make FOCAC an emotional bond to deepen China- Africa traditional friendship, said Xi.Xi stressed that China and African countries have to continue to respect, trust and support each other and treat each other as equals. The two sides should stand at a strategic high as they draw plans for the development of China-Africa relations, and should have closer dialogue and consultation within the FOCAC framework, enhance coordination and cooperation on global issues of mutual interest, strive to increase the say and representation of developing countries in the international system, and ensure better development of both China and Africa as the international configuration further evolves.Referring to China-Africa cooperation, Xi said it should be expanded to new areas and brought to higher levels. "We will enlarge the scale of China-Africa trade, and optimize the trade structure. We will cooperate with Africa in infrastructure construction and actively explore cooperation on transnational projects. We will promote export of African goods to China, facilitate investment and technology transfer to Africa, provide more job opportunities for the African people and enhance African countries' capacity in self development so as to bring more benefits to the African people. China will continue to do its best to increase assistance to Africa, optimize the structure of assistance, and focus the assistance projects on education, agriculture, health, poverty reduction and other projects concerning people's lives as well as energy conservation and environmental protection," he said.As new problems and new challenges appearing in the second decade of the 21st century, Xi said China and African countries need to properly handle them and to explore new ways and new thinking for FOCAC development in light of the new conditions and new trends in the world economy and in China-Africa relations."We should be innovative in seeking new development concept and new cooperation model of FOCAC, and give full play to the initiative and creativity of African members of FOCAC. We should strengthen cooperation with the African Union and sub-regional organizations in Africa and actively explore cooperation with other parties in the international community so as to strengthen FOCAC's synergy and influence," said Xi.He also called for expanded contacts and cooperation between the governments in such fields as education, science and technology, culture and tourism, and closer ties between political parties, localities, nongovernmental organizations, academic institutions and the news media.Launched in 2000, FOCAC is a platform for collective consultation and dialogue between China and the states in Africa.
