SAN DIEGO (KGTV) - A City Heights elementary school was placed on lockdown Wednesday morning following reports of gunfire in the area.San Diego Police responded to the call of shots fired near Colina del Sol Park at 5319 Orange Avenue just after 9:30 a.m. Wednesday.Fay Elementary - located across the street from the park - was placed on a precautionary lockdown, according to police. The lockdown was lifted within an hour.Two individuals were detained following the reports, but police did not confirm whether they were associated with the shooting. Police did say they are searching for one more individual.Police recovered shell casings at the scene, but would not say how many were recovered. No injuries have been reported.SDPD officers were on the scene Wednesday afternoon investigating.  840

SAN DIEGO (KGTV) - A Carmel Valley family who moved from Parkland, Florida is upset after learning two Parkland victims died of apparent suicides.Erin George says these suicides in her hometown are re-opening old wounds. It has her wondering how many more lives will be lost due to the senseless tragedy. She said, “I was numb. I just thought when does the loss of life stop from this.”Erin’s daughter Lauren lost a friend in the shootings. She worries about the emotional impact the shootings will have on her daughter.Suicide prevention experts say the best thing you can do is look for warning signs and talk to your teenagers. Simply ask them if they have thought about suicide. They say the best time to talk about it is when they are not depressed. Warning signs include a drastic change in behavior or withdrawing. SAN DIEGO (KGTV) - A battle is brewing between the San Diego bay cruise companies over which companies can start up again and which ones cannot. Some companies are cleared to resume dinner cruises next weekend, while others are still stuck at the docks. On Hornblower Cruises & Events’ Facebook page, the announcement is up that it's reopening this upcoming weekend. Wednesday, the fleet was docked but starting Saturday, the company is offering dining cruises through the bay. “At the moment, we have not been permitted to leave the dock,” said Carole Noska, owner of Charter Services. She told 10News that her boat and other charters still can't operate bay tours. County guidelines only permit recreational boating, not charters, and the recreational sailing is only for passengers within the same household. The County reports that dining cruises, though, are fine to set sail so long as they operate within the County's dine-in guidelines for restaurants.“We probably lost ,000 to ,000 over Memorial weekend after having already been at the dock for the last two months since COVID started," Noska told 10News and added, “Those of us in the legal charter community the credentialed vessels for charter would just ask that the County and the Port and the State level the playing field.”In a press release, Hornblower Cruises & Events provided an extensive list of safety measures its implementing, including social distancing aboard, and facial covering requirements. The company sent 10News the following statement on Wednesday."In accordance with the latest Stage 2 Variance which now permits dine-in restaurants to operate, we are thrilled to be able to offer a limited choice of seated dining cruises starting this weekend. Like other restaurants within the County, we are adhering to the specific guidelines laid out in the San Diego Safe Onsite Dining Plan for Restaurants and the State guidance for Dine-in restaurants. In addition to already stringent cleaning protocols, we are adapting the onboard experience to reflect the need for social distancing, alongside elevated health and hygiene practices. So, while our Guests can still expect the same high standards and welcoming service, they can be assured we are fully compliant with all relevant and necessary requirements."Flagship Cruises & Events is starting dining cruises as well, but the company is also doing bay tours which is in violation of the County health code. SAN DIEGO (KGTV) - A former Yuma Police officer testified Tuesday in his trial for the rape of a woman in Kensington.Jared Elkins, 34, raped his wife’s cousin after a family gathering at her home on Marlborough Drive last year, prosecutors said. The group had been out to dinner, then watched a movie while drinking beer and wine at home.She testified last week, saying she didn’t yell during the alleged attack because Elkins threatened to kill her. His wife was asleep across the hall at the time.After the encounter, the woman said she ran into her mother’s room for help, and they both escaped out a window.At a hospital, the alleged victim's blood-alcohol level was determined to be .09 percent, according to witness testimony.Police said Elkins told them that the sex was consensual and the rape charges were made out of guilt.Elkins told the jury the alleged victim started flirting with him after everyone else went to sleep.“There was mutual flirtations between the two of us and we were being adults,” said Elkins, who testified the woman was “cuddling, almost snuggling” with him.“She said yeah, it was surprising to me; I was excited a younger attractive woman, you know, it kind of confirmed everything on the couch,” Elkins said.Elkins resigned from the Yuma Police Department in 2017. He is facing nine felony counts including forcible rape and could serve 14 years in prison if convicted.City News Service contributed to this report. 1462

They design their products in Carlsbad, but production happens overseas, mainly in China.The country shut down for Chinese New Year and with the outbreak of Coronavirus, everyone stayed in quarantine."We were at about 10 percent capacity 10 days ago, we're up to 20 percent capacity today and we expect to be up to 50 percent capacity by mid-March," CEO of JLab Win Cramer said factories were shut down for about two months.That translated to delayed deliveries, "some products were delayed by two to three months, some products were delayed by 15-20 days," Cramer said.Cramer said Spring is a critical season for production, "this is when retailers turn over the wares that they sell in favor of the new fashion, the new technology."Adding to the stress, the company has been hit for the past year and a half with tariffs from Chinese goods."We paid -M in tariff fees to the government this year," Cramer said.That led to cuts across the company, chopping everything they could without sacrificing their team or raising the price of their products.Cramer said they even looked at little things around the office, "we had to renegotiate with our coffee supplier, say, 'hey, can you help us through tariffs? Can you bring your costs down so we can still use your service?'
